RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
COMMENDING TOWN MANAGER DAVID W. KNAPP
FOR HIS OUTSTANDING SERVICE TO THE TOWN
WHEREAS, David W. Knapp was appointed Town Manager on September
4, 1990;and
WHEREAS, David served as Town Manager longer than any other Manager
in the Town's history, and
WHEREAS, David has continuously exemplified the highest degree of
professionalism and skill in his management of the Town, and
WHEREAS, David's leadership, inspiration, and vision assisted the
community in recovering from the 1989 Loma Prieta earthquake, and
WHEREAS, David developed and implemented the Town's first strategic
planning process, and
WHEREAS, David, through his words and personal actions, consistently
inspired all Town employees to provide outstanding customer service to every resident
of Los Gatos, and
WHEREAS, David established the Los Gatos Redevelopment Agency and
served as the Agency's first Executive Director, and
WHEREAS, David has been a mentor to countless staffinembers and assisted
them in their personal and professional development, and
WHEREAS, David implemented the Town's first Business Improvement
District, and
WHEREAS, David's financial expertise enabled the Town to maintain
community service levels during times of economic recession, receive state and national
recognition for financial reporting and budgeting, and obtain a Standard and Poor's AA
credit rating for the Town, and

WHEREAS, David managed numerous significant community improvements
including such projects as the Los Gatos Creek trail, Lot 4 parking structure, major
street reconstructions, Civic Center and Corporation Yard renovations, preservation and
relocation of the historic Maria's Berry Farm house; renovation and conversion of three
Villa Avenue houses into revenue producing assets for the Town, the upgrade and
improvement of the Town's parks and park facilities, beautification improvements to
the downtown street scape, the redevelopment of the Old Town shopping center, the
acquisition of eighty-eight acres of open space for community use, and
WHEREAS, David assisted the City of Monte Sereno and its residents by
providing contractual law enforcement services from the Town, and
WHEREAS, David expanded volunteer opportunities at the Town that save
Los Gatos taxpayers over $1,200,000 annually, and
WHEREAS, David fostered positive relations with other West Valley cities
that lead to innovative and cost effective partnerships for the delivery of such services
as Animal Control, Solid Waste Management, and Storm Water Management, and
WHEREAS, David has brought recognition and honor to the Town by twice
serving as the President of the Santa Clara County City Manager's Association, serving
on the Board of Directors of the Association, and serving on the League of California
Cities Revenue and Taxation Committee, and
WHEREAS, David has enriched the community by his service on numerous
volunteer committees and projects, including active membership in St. Luke's Episcopal
Church in Los Gatos, and
WHEREAS, David performed his duties well and without interruption while
acting as a care giver for his wife during her illness in 1997, during which time he
helped her to endure great physical pain and emotional trauma, and ultimately, to fully
recover her health,

NOW, THEREFORE, BE IT RESOLVED, on behalf of the community
including residents both past and present, that it is with deepest appreciation and
admiration that the Town Council renders its sincere gratitude to David W. Knapp for
his loyal and dedicated service to the Town and the citizens of Los Gatos.
PASSED AND ADOPTED at a regular meeting of the Town Council of the
Town of Los Gatos, California, held on the 191" day of June, 2000 by the following vote:
