SPECIFICATIONS FOR CEMENT CONCRETE
SIDEWALKS, DRIVEWAYS, CURBS AND GUTTERS.

1. GRADING.
All sidewalks,.driveways, curbs and gutters shall be laid on a
solid foundation. The full width from the property line to the curb
line shall be graded for the construction of sidewalks.
The surface over which fills are to be made shall first be cleaned
of all brush, weeds or other perishable material. All filling shall
be done with earth and no material of perishable spongy nature shall
be used in filling. Fills shall be made in layers not exceeding twelve
(12) inches in depth. Each layer shall be thoroughly dampened and then
compacted with heavy iron tampers. When a fill is to be made it shall
be bonded to the original surface by plowing or scarifying the original
surface to a depth of not less than three (3) inches.
When mud or other soft or spongy material is encountered it shall
be removed and the space filled with earth which shall be placed in
layers and tamped as specified for fills.
The roots of trees or stumps shall be removed and taken out to a
depth of three (3) feet below sub-grade.
2. DI NSIONS.
Excepting where otherwise ordered by the Board of Town Trustees
the sidewalks shall be five (5) feet in width, located as shovfix3 on the
plans, said pavement to be constructed so as to have a uniform slope
of one (1) inch in three (3) feet from the top of curb to the street
lines. The completed sidewalks shall be of cement concrete three and
three-fourths (3 3/411) inches in thickness.
All driveways shall consist of cement concrete six (6) inches in
thickness.
All curbs shall be of cement concrete six (611) inches wide at the
top, nine (9") inches wide at the bottom and fifteen (1511) inches deep

All gutters shell be of cement concrete eighteen (1341) inches
hide and six (61') inches thick.
3. F0_ iS.
Forms shall be placed true to line and grade and shall be staked
at sufficient intervals to prevent springing out of line during the
placing and tamping of concrete.
All wooden forms shall be two (2)
inches thick. Forms must be clean.
4. CONCRETE W RK.
a. SIDL' TALKS
The concrete used in the construction of the sidewalks shall be
mixed in the proportion of one (1) cubic foot of Portland Cement to
two and one-half (2 1/2) cubic feet of sand, to three and one-half
(3 1/2) cubic feet of gravel or broken rock. Four (4) sacks or one
(1) barrel of cement shall be considered as four (4) cubic feet.
The cement used must be Portland Cement meeting the requirements
and tests of the standard Specifications for Portland Cement accepted
b;V the American Society for Testing Materials. ~Sand used in the concrete or in the surface shell riot contain
particles retained by a screen having four (4) meshes per lineal inch.
The grains shall range unifo =ly from fine to coarse. The sand shall
not contain in all more than three (3) per cent by volume of clay,loam,
silt, or other objectionable inorganic matter or more than one (1) per
cent by volume of organic matter.
Gravel,,shall be clean, hard, and sound and of such size that all
will pass a screen having circular meshes two (2) inches in diameter
and be retained upon a screen having four (4) meshes per lineal inch,
the particles varying uniformly from fine to coarse.
Broken rock used shall be free from weathered or disintegrated
materials and shall be broken to a roughly cubical form. Any stone
which shows a tendency to break into thin flat pieces will be rejected..
Gravel or broken rock shall not contain in all more than three (3)
percent by volume of clay, loam, silt, or other objectionable inorganic
matter, nor more than one (1) per cent of organic matter.

The water used shall be clean, free from alkali, acid, oil, or
vegetable matter.
All mixing shall be done in boxes or on suitable platforms or in
power mixers. In case of mixing by hand the materials shall be spread
in uniform lagers of such thickness as to obtain the proper proportions.
The mass shall then be mixed dry by turning with shovels at least three
(3) times and until the mixture has an even color. Water shall then
be added in a fine spray, and the mixture turned at least twice wet,
after which it shall be immediately placed in position and thoroughly
tamped and rammed until it is thoroughly compacted.
Under no circumstances shall ary concrete be put into the work
after initial set takes place and in no case will retempering be per-
mitted.
Concrete for sidewalks shall be placed in the forms as soon as
mixed and no concrete that has been wet longer than thirty (30) minutes
shall be used. All forms shall be thoroughly cleaned, before the concrete
is deposited in them. In depositing concrete against the forms care
shall be taken to work the fine portions of the aggregate to the sur-
face so as to have said surface in a uniform and smooth condition,
Concrete shall be what is known as a "Wet Concrete" and shall be tamped
or worked with a flat spade, or similar tool, sufficiently to produce a
dense mass free from voids. The top of the pavement shall be struck
off with a. straight edge to a uniform slope and surface.
Surface Layer. Immedtstely after the concrete foundation has been
tamped, a dry mixture composed of one (1) Part of Cement to one and one-
half (1 1/2) parts of sand and enough lamp black to make it a uniform
dark gray color shall be spread over the concrete foundation in suffici-
ent quantity to take up all of the surplus water and when thoroughly

Wearing Surface. The top shall be trwwelled with a steel trowel
and worked to a perfectly smooth and uniform surface and shall be laid
with deeply cut joints forming squares of two and one-half (2 1/2) feet;
every twenty-five (25) feet a tar paper joint shall be placed. Where-
ever the sidewalk abuts the curb a one-quarter (1/411) inch expansion

joint shall be placed. The finished work shall be protected from
the sun, covering the same with planking, sand or gravel and shall
be kept wet for ten (10) days by sprinkling the same with water.
b. PR IVEWAYS .
Driveways shall be constructed of the same materials and in the
same manner as in the sidewalks, except for the increased thickness
of the slab.
a. CUBS:
1. The concrete for the curbs shall be :composed of one (1) part
cement by measure, three (3) pests sand by measure, and three (3)
parts rock or gravel by measure. The concrete is to be mixed thoroughly
and after being in place must be spaded thoroughly along the face board
and the top struck off with a straight edge. This straight edge must
be worked back and forth, forcing the stones down and leaving the mortar
on top. After the concrete has dried a,little a mixture of one (1)
part cement to one and one-half (1 1/2) parts sand will be sprinkled
along the top, and the same finished with a steel trowel, as soon as
the concrete has set sufficiently to allow it, the face board is to be
removed and the exposed face of the curb is to -be wet by a cement grout,
and finis;e& with a steel trowel.
2. Description. The curb shall be marked every six (6) feet with
a deep cut line in order to control contraetion, and with three-eighths
(3/811) inch expansion joints every eighteen (18) feet.
3. Size and Form. The curb is to be of the shape, size and
dimension as heretofore stated and shown on plans, provided, that in
any case where the thickness of curb, as shown upon said plans, is not
sufficient to permit the laying of the same upon natural ground, said
dimensions shall be increased as may be found necessary to comply with
these specifications.
4. Protections. The finished curb shall be protected from the
hot sun by covering the same with planking or clean loam or sand, and
must be kept wet for ten (10) days.
5. Street Names. The Contractor will be required to stamp the
street names at intersecting co rn:ers into the curb with letters not

less than three (3) inches in height.
The materials shall conform to the :same specifications as for
sidewalks.
d. GUTTERS.
The concrete for the gutters shall be mixed in the same propor-
tions and the materi&ls shall conform to the same specifications as
for curbs. The curb and gutter shall be built monolithic and the cut
lines and expansion joints shall conform.

AN ORDINANCE REGUL_A ING LhIE CONSTRUCTION OF CONCRETE

The Town Council of the Town of Los Gatos do ordain
as follows:
Section 1: No person, fire, or corporation shall, with-
in the corporate limits of the Town of Los Gatos, lay down,
build, or construct any sidewalk, driveway, curb, or gutter
upon any street, lane, or alley therein without f irst having
applied to and obtained from the Town Council of said town
a permit so to do, and all of said laork shall be done under
the supervision and to the satisfaction of the Superintendent
of Streets of said town;
Section 2e All sidewalks, driveways, curbs, and gutters
shall be constructed in accordance with the specifications en-
titled, "Specifications for Cement Concrete Sidewalks, Dr_v e-
wayys, Curbs, and Gutters, Town of Los Gatos," and the plans
and detailed drawings entitled, "Sidewalk, Driveway, Curb, and
Gutter Details," both prepared by the Town Engineer of the Town
of Los Gatos, and filed paith the Town Clerk on the J (o day of
December, 1929, and hereby approved and adopted;
Section 3: all sidewalks, drive-vv'ays, curbs, and gutters
shall be constructed to the official lines and grades heretofore
established and adopted or which may hereafter be established
and adopted by the T owa Council;
Section 4; That the person, f i=, or corporation laying
down, building, or constructing any such sidewalk, driveway,
curb, or gutter, before proceeding to do said work, shall first
file? with the Super int e nfdent of Streets of Los Gatos a request
for the Town engineer to mark upon the ground the official
lines and grades for said sidewalk, driveway, curb, or gutter
and shall not do any :=cork thereon until the said Tovkn Engineer
shall have first given and marred on the ground the official
lines and grades therefor;
Section 5: Immediately after the completion of the work
for which the permit is granted as hereinbefore provided, the per-
son, firs, or corporation doing said work shall remove all un-
us d material, refuse, and dirt placed by him on or in the
vicinity of said work;
Section 6. Any person violating any of the provisions of
this ordinance shall be guilty of a misdemeanor and, upon con-
viction thereof, shall be pins .ah,ed by fine not exceeding One
Hundred Dollars ($100.00), or by iihprison ent in the County
Tail for not more than fifteen (15) days, or by both such fire
and imprisonment,;
Section 7s All ordinances and parts of ordinances in con-
flict herewith are hereby repealed;
Section 8= This ordinance shall be published once in the
:cos Gatos Mail News, a newspaper printed and published in the
Town of Los Gatos.
PASSED AND ADOPTED by the Town Council of the Town of Los
Gatos at a regular meeting thereof held on the day of
j anuary, A. D. 1930.
