RECOMMENDATION:Authorize the Town Manager to accept the donation of an
Automated External Defibrillator (AED) and an outdoor SaveStation® cabinet from the
Kyle J. Taylor Foundation and authorize the Town Manager to sign the acknowledgement
form provided by the donor (Attachment 1).
5. Authorize the Town Manager to Execute a Five-Year Agreement for Services with
Specialized Elevator Corp., DBA San Francisco Elevator Services LLC, with a Base Year
Not-to-Exceed Amount of$65,364 for FY 2026-27 and Subsequent Annual Adjustments
Based on the Consumer Price Index (CPI).
RECOMMENDATION: Authorize the Town Manager to execute a five-year Agreement for
Services with Specialized Elevator Corp., dba San Francisco Elevator Services LLC, with a
base year not-to-exceed amount of$65,364 for FY 2026-27 and subsequent annual
adjustments based on the Consumer Price Index (CPI).
6. Authorize the Town Manager to Execute a Construction Contract with O'Grady Paving
Inc. in the Amount of$2,144,229.70 for the 2026 Street Repair and Resurfacing Project
with Authority to Approve Construction Change Orders in an Amount Not to Exceed
$214,422.97 (10%contingency); Authorize the Town Manager to Execute an Agreement
for Professional Services with Ninyo and Moore for Materials Testing Services for a Total
Agreement in an Amount Not to Exceed $27,290.00; Approve the Project Construction
Plans and Specifications per Government Code 830.6(Design Immunity); and Find the
Project Categorically Exempt under Section 15301(c) of the California Environmental

RECOMMENDATION:Staff recommends that the Town Council take the following actions
regarding the 2026 Street Repair and Resurfacing Project (4818155, CIP No. 811-9901):

Inc. in the amount of$2,144,229.70, with authority to approve construction change
orders in an amount not to exceed $214,422.97 (10%contingency);
b. Authorize the Town Manager to execute an Agreement for Professional Services with
Ninyo and Moore for Materials Testing Services for a total agreement in an amount
not to exceed $27,290.00;

Area Grant Program Cycle 4 to Fund Construction of the Highway 17 Bicycle and
Pedestrian Overcrossing Project.
RECOMMENDATION: Staff recommends that Town Council take the following actions to
support future construction of the Highway 17 Bicycle and Pedestrian Overcrossing
Project (4218510-82405, CIP No. 818-0803):
a. Authorize the Town Manager to sign and submit a grant application for Active
Transportation Program Cycle 8 (ATP8)for up to$19,953,925 in construction funding
through the Statewide and Regional components of that program; and
b. Authorize the Town Manager to sign and submit a grant application for up to
$19,953,925 to the One Bay Area Grant Cycle 4 (OBAG4) program.
8. Adopt a Resolution to Adopt a List of Projects for Fiscal Year 2026-27 Funded by State
Senate Bill 1,the Road Repair and Accountability Act of 2017.

Administration of the Town's Below Market Price Affordable Housing Program with a
Not to Exceed (NTE) of$750,000.
RECOMMENDATION: Authorize the Town Manager to execute a five-year agreement with
HouseKeys, Inc. for administration of the Town's Below Market Price Affordable Housing
Program for the period of July 1, 2026, through June 30, 2031, in an amount not to exceed
$750,000, subject to approval as to form by the Town Attorney.
10. Authorize the Town Manager to Execute a Five-Year Agreement with W.Jeffrey Heid,
Landscape Architect, to Provide Landscape Architecture Consultant Services to the
Town.

RECOMMENDATION: Authorize the Town Manager to execute an agreement with Tesla,
Inc. to continue receiving Town revenues (4118011-45333)for Tesla's operation of 20
charging stalls using 26 parking spaces in the Town of Los Gatos Northside Parking Lot for
a ten-year period with one five-year renewal period at the rate of$8,616 per month,
subject to five percent annual escalation.
13. Authorize the Town Manager to Execute an Agreement with Kaiser Permanente On-the-
Job to Continue to Provide Pre-Employment Medical Screening Services Retroactive to
August 1, 2025,with Automatic Renewals Every 12 Months.

17. Discuss Potential Law Enforcement Services Agreement with City of Saratoga and

RECOMMENDATION: Staff recommends that the Town Council receive this report, discuss
the potential provision of law enforcement services to the City of Saratoga through the Los
Gatos-Monte Sereno Police Department, and provide direction to the Town Manager.The
Council may direct the Town Manager to take one of the following actions:
a. Continue discussions and negotiations with the City of Saratoga regarding a potential
law enforcement services agreement and return to the Town Council with a proposed
agreement for consideration at a future public meeting;
b. Cease discussions and negotiations with the City of Saratoga regarding a potential law
enforcement services agreement; or
c. Provide other directions to staff.

RECOMMENDATION: Conduct a Public Hearing on the Town of Los Gatos Proposed
Operating and Capital Budget for Fiscal Year 2026-27 and on the Proposed Capital
Improvement Program for FY 2026-27—FY 2030-31; Provide direction and
recommendations on any changes for the final budget; Provide direction on Finance
Commission recommendations; and Approve the FY 2026-27 List of Potential Donations
Consistent with the Town's Donation Policy.

17. Discuss Potential Law Enforcement Services Agreement with City of Saratoga and
Provide Direction to Staff.
RECOMMENDATION: Staff recommends that the Town Council receive this report, discuss
the potential provision of law enforcement services to the City of Saratoga through the Los
Gatos-Monte Sereno Police Department, and provide direction to the Town Manager.The
Council may direct the Town Manager to take one of the following actions:
a. Continue discussions and negotiations with the City of Saratoga regarding a potential
law enforcement services agreement and return to the Town Council with a proposed
agreement for consideration at a future public meeting;
b. Cease discussions and negotiations with the City of Saratoga regarding a potential law
enforcement services agreement; or
c. Provide other directions to staff.
