RECOMMENDATION:
Consider report on Englewood Avenue traffic issues and provide direction to staff.
BACKGROUND:
Staff has received the attached letter, action statement, and petition from the Englewood Avenue Neighborhood Action
Group. The Group is requesting traffic calming measures be installed on Englewood Avenue at the County intersections
of Topping Way, Marchmont Drive, Littlefield Lane and Kennedy Road (Attachment 1). The neighborhood residents
are primarily concerned about increasing volumes and speeding on Englewood Avenue. The residents report the parents
of Hillbrook School students and surrounding local residents are using Englewood as short cut to avoid signals and
congestion on Los Gatos Boulevard.
DISCUSSION:
Capital investments to improve traffic flow on Los Gatos Boulevard include an upcoming restriping project. Town will
soon be installing signal at the intersection of Nino Avenue, and the video detection system at major intersections. Staff
is attentive to the unique traffic requirements along Los Gatos Boulevard and continues to work on improving the
efficiency and safety of traffic flow throughout this area.
The action statement provided by the Neighborhood Action Group states Los Gatos Boulevard was narrowed from four
lanes to two lanes between the intersections of Kennedy Road and Shannon Road. Los Gatos Boulevard was three lanes
at this location, not four. The point where northbound Los Gatos Boulevard increases from one lane to two lanes was
moved northward approximately 300 feet, while the existing one lane in the southbound direction remained the same.
This traffic improvement for Los Gatos Boulevard was made for the safety of pedestrians crossing in front of Louise Van
Meter school, and to provide a left turn lane with the median island. This overall design change has provided better
traffic flow and increased safety for both drivers and pedestrians.
The Town is in the process of upgrading the signal controllers and coordinated signal timing along Los Gatos Boulevard,
including the section between Shannon Road and Kennedy Road. This re -timing will make the traffic flow more
efficient. However, during peak hours traffic demand will continue to exceed the capacity. The Town is also replacing
the pedestrian signal at Van Meter School with a standard signal at Nino Avenue. This will improve the existing
pedestrian signal for the two northbound approach lanes.

The action statement also recommends using Ann Arbor Drive as an alternate drop off point for Hillbrook School
students. It states access to Ann Arbor Drive was closed several years ago, creating traffic congestion on Marchmont
Road and Englewood Avenue. This is incorrect. Hillbrook School's use permit U-80-10B does not allow public access
at any time to the public or school use through the emergency access road at Ann Arbor Drive. A conditional temporary
access for the construction of the new gymnasium was permitted when the use permit was adopted on June 20, 1988,
Resolution # 1988-132 (Attachment 2). Hillbrook School would first need to request a change in its use permit in order
for Ann Arbor Drive to be used by the public.
In additiontheuse permit requires the school to maintain and promote (at least quarterly) a car-pooling program for its
students and enrollment is limited to 315 students: Additional restrictions on school activities limits operation of the
gymnasium and auditorium, including night-time hours. These restrictions regulate the school's traffic volume and noise
impact on the neighborhood.
CONCLUSION:
Neighborhood safety is our highest priority. The Police Department will continue to cite individuals exceeding the
posted speed limit. The County of Santa Clara provides traffic control for the streets within their jurisdiction. These
include Englewood Avenue and the intersections at Topping Way, Marchmont Drive, Littlefield Lane, and Kennedy
Avenue as shown on the map (Attachment 3).
Staff recommends continuing to assist the County by providing pertinent information to improve traffic conditions as
appropriate. Staff is opposed to the suggestion of establishing a Joint Power Agency as the benefits are ambiguous. Staff
requests Council's direction to address the Englewood Avenue Neighborhood traffic calming concerns.
ENVIRONMENTAL ASSESSMENTS:
It is a project as defined under CEQA, but is Categorically Exempt under section 15301. A Notice of Exemption will
not be filled.
FISCAL IMPACT:
None as recommended. However, if future actions require capital improvements funding sources will need to be
identified.

Dear Council Member,
Enclosed is a copy of our action statement for the Town Council of Los Gatos, a sample of the petition
which we will be presenting at the town council meeting on April 5th and a copy of all our contacts with
the Town of Los Gatos and the County of Santa Clara
1 have met most of you as the unofficial lobbyist for the Englewood neighborhood during the last six
months. During this time period, we have organized under the name of the Englewood Neighborhood
Action Group with a board of eight very enthusiastic volunteers. I have now been appointed as the official
representative for this group.
Our primary goal at this time is to reduce the flow and speed of traffic through the streets of our
neighborhood. We feel that the town has contributed in a large part to our problem due to the inefficiency
of moving traffic on Los Gatos Blvd. between the intersections of Shannon Road and Saratoga Ave. This
has resulted in a huge cut -through traffic increase over the years as drivers find ways to avoid the backup
on this major street.
We have proposed multiple stop signs at all intersections on Englewood Ave. as the first step in calming
this problem. This solution was recommended by several members of town government as being cost
effective and most easily implemented by the town.
We have met the challenge of organizing the neighborhood around this issue and are submitting a
petition with more than 80% approval from the surrounding occupied households. Another copy of this
petition is being presented to the Santa Clara County Board of Supervisors on April 6`s. Since Englewood
Ave. is controlled jointly by the town and the county, we are confident that a joint powers agreement can
be worked out between the government agencies that will serve the best interest of the residents of our
neighborhood.
Members of town government have stated to us that the town is concerned about the quality of life issues
confronting local neighborhoods. Our neighborhood is now organized and prepared to advance the
process of finding solutions to this pressing problem. The safety of our streets for our children and pets
must be protected by any means necessary.
Finally, we are determined to find solutions to impede this flow of traffic before the beginning of the fall
school session in September. Your timely participation in this matter is eagerly anticipated.

ACTION STATEMENT FOR TOWN COUNCIL OF LOS GATOS
We the residents of Englewood Avenue and adjoining cross streets have joined together to form a political
action committee which we have named the Englewood Neighborhood Acton Group or ENAG. Our
purpose is to address all issues which adversely affect the quiet enjoyment of our homes and the safety of
our streets. Our committee has concluded that the yearly increases in traffic is the most challenging issue
confronting our neighborhood.
We are here at this time to address the increased traffic issue and in particular the increase of cut -through
traffic through our streets. This increase in cut -through traffic is most noticeable during the morning and
afternoon commute hours when the local schools are in session. We feel there are three reasons why we
are noticing this increase.
The first and foremost reason concerns the narrowing of Los Gatos Blvd. from four lanes to two between
the intersections of Kennedy Road and Shannon Road. This is also the corresponding parallel length of
Englewood Ave. As a result, this section of Los Gatos Blvd. does not carry the volume of traffic for which
the rest of the boulevard was designed. This causes an obvious bottleneck and back up of traffic in both
directions.
Secondly, five schools are Iocated within a mile radius of Englewood Ave. and a large majority of parents
enjoy the privilege of having their children delivered by personal vehicle directly to school. These
personal vehicles cut through our neighborhood streets to avoid the backup on Los Gatos Blvd. at the
commute times. Yearly increases in the number of local students also adds more vehicles trips.
Thirdly, an alternate drop-off point for HiIlbrook School students on Ann Arbor Drive was closed several
years back which leaves Marchmont Road in the Englewood neighborhood as the only access at this time.
This puts extra traffic through our Englewood neighborhood streets for which they were not originally
designed to accommodate.
Our committee has concluded that there are several measures that can be implemented to relieve the
traffic situation through our neighborhood.
1. Improve the efficiency of moving traffic on Los Gatos Blvd. between the intersections of Shannon
Road and Saratoga Ave.
2. Work with all the local schools towards the goal of decreasing the traffic impact of delivering
students by personal vehicle.
3. Install traffic calming measures on our streets that will discourage both the excessive volume and
speed of traffic on our neighborhood streets.
We are presenting to you, the Los Gatos Town Council, a petition signed by more than 80% of the
surrounding occupied households of our neighborhood. We are proposing 3-way stops at four
intersections of Englewood Ave. for three reasons.
1. Firstly, Cherry Blossom Lane across from Blossom Hill School has 4-way stops at nearly all
intersections and we are using this as our model.
2. Secondly, members of town government have recommended stop signs as the most desired and cost
effective first remedy for traffic calming.
3. Thirdly, we realize that existing speed bumps have had limited success in controlling both speed and
volume of traffic on Englewood Ave. This leaves us with finding ways to narrow the lanes of traffic,
as has been done on Los Gatos Blvd., as our remaining alternative to achieve this goal.
Our neighborhood has organized as an ongoing political action group determined to face the challenges of
growth and traffic issues that confront all neighborhoods in this area. We are determined to have in place
traffic calming measures by the beginning of the fall school session in September. Finally, we have
appointed a representative to advance our interests in dealing with all government agencies in order to
expedite this process. Your timely cooperation in this matter would be greatly appreciated_
PETITION FOR TRAFFIC CALMING MEASURES
INSTALLED ON ENGLEWOOD AVENUE
As a resident of the Englewood Avenue neighborhood, I am concerned about the
increasing volume and speed of vehicles using Englewood Avenue as a cut through to
avoid the lights and congestion on Los Gatos Boulevard. Therefore, I support the need
for traffic calming measures to be installed at all intersections on Englewood Avenue
necessary to slow and discourage cut through traffic by commuters. This will make
Englewood Avenue safer for all pedestrians, bicyclists, and neighborhood residents. -
I agree the most practical control system at this time is to install 3-way stops at these
intersections. These intersections include Kennedy Road, Littlefield Lane, Marchmont
Drive, and Shannon Road. This solution is the most cost effective and is also easier to
reverse or upgrade at each intersection.
I recognize the need for the Englewood Avenue Neighborhood to organize as a concerned
group in order to tackle the most pressing issues concerning the quality of life within our
neighborhood, namely growth, traffic and safety. I, also recognize the fact that this group
must represent a substantial majority of opinion in order for action to be taken by the
presiding government authorities.
I have been informed that Englewood Avenue is controlled and maintained separately by
both the County of Santa Clara and the Town of Los Gatos in different sections- This
petition is to be used as notice to both of these governing bodies.
I am a concerned resident of this neighborhood and desire to have my voice heard by our
elected officials.

RESOLUTION DENYING APPEAL OF PLANNING COMMISSION APPROVAL
OF PLANS FOR CONSTRUCTION OF A MULTI -PURPOSE BUILDING
(GYMNASIUM/CLASSROOM) ON PROPERTY IN THE HR-1 ZONE AND MAKING
CERTAIN MODIFICATIONS TO THE APPROVAL
(16000 MARCHMONT DRIVE - HILLBROOK SCHOOL)
WHEREAS:
A. Hugh F. Thomson, individually and on behalf of the Ann
Arbor-Wollin Way Homeowners Association; Jeffrey A. Barnett, individually
and on behalf of the Ann Arbor-Wollin Way Homeowners Association; and
Homer L. Higginson have appealed a decision of the Planning Commission as
follows: approval of plans for construction of a multi -purpose building
(gymnasium/classroom) on property in the HR-1 Zone located at 16000
Marchmont Drive and owned by Hillbrook School (Conditional Use Permit
Application A-80-10B, Architecture and Site Application S-80-23B and
recommended negative declaration);
B. A public hearing was held by the Town Council on March 7,
1988, on April 18, 1988 continued to May 16, 1988, continued to and held
on June 6, 1988.
BE IT RESOLVED:
A. The Town Council hereby finds that the decision of the
Planning Commission was correct to locate the multi -purpose building at
site F.
B. The Town Council hereby further finds that the Negative
Declaration made by the Planning Commission for approval of Conditional
Use Permit U-80-10B and Architecture and Site Application S-80-23B was
correct and hereby makes same.

C. The Town Council hereby further finds that the findings made
by the Planning Commission pursuant to Zoning Ordinance Section 5.20.210
are correct as follows:
1. The proposed uses are desirable to the public convenience or
welfare in that this application will provide additional education
services to the community;
2. The proposed uses will not impair the integrity and character
of the zone in that the HR zoning for this property permits a school
and educational activities;
3. The proposed uses will not be detrimental to public health,
safety or general welfare in that the educational activity provided
is consistent with the public health, safety and general welfare;
and
4. The proposed uses are in harmony with the various elements or
objectives of the General Plan and the purposes of the ordinance and
will provide an educational activity to the youth and a service to
the community by way of a private education function.
D. Based on the foregoing, the appeal is denied and the Council
hereby modifies the Planning Commission approval as follows: approval of
plans for Hillbrook Founder's Hall dated May 5, 1988 prepared by Andrew
James Ring III, AIA Architect, Inc. Sheets 1-4, 6 and 7; plan for
Hillbrook Founder's Hall, Alternate Proposal for North and East Elevation,
dated May 20, 1988, prepared by Warren P. Heid, AIA; Proposed Emergency
Access Road and Bridge Modifications for Founder's Hall, Hillbrook School,
dated May 5, 1988, prepared by Steven Arnold, Civil Engineer, 8 sheets;
and Landscape Plan, dated May 15, 1988, prepared by Barrie D. Coate, one
sheet.

E. The Town Council hereby approves Conditional Use Permit
U-80-10B and Architecture and Site Application S-80-23B with the following
conditions:
TO THE SATISFACTION OF THE PLANNING DIRECTOR:
1. The emergency access road to Ann Arbor Drive shall not be opened up at
any time to public or school use. Construction access will be permitted
during the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.
2. The applicant shall maintain and promote (at least quarterly) a
car-pooling program for their students.
3. The enrollment shall be limited to 315 students.
4. All new activities referred to in Condition #6 which draw an audience to
the gymnasium shall take place after school hours.
5. The after school maximum number of employees on site during activities in
the auditorium which draws an audience shall not exceed 12.
6. There shall be no more than two nighttime activities per year; all
nighttime activities shall conclude by 10:30 p.m. Nighttime activity is
defined as any activity continuing past 9 p.m. After at least one year
of operation of the gymnasium, the applicant may request, without payment
of fee, a public hearing before the Planning Commission for the purpose
of modifying the number of allowed nighttime activities.
7. Hours of construction shall be limited from 8 a.m. to 5 p.m., Monday
through Friday.
8. Double paned windows shall be installed on all windows; exterior door
perimeters will be sealed to minimize activities .inside from being heard
outside the building.
9. Doors and windows shall be allowed to remain open during activities for a
90 day period to determine if a noise problem exists, except for the
loading doors. If at the end of that time it is determined the noise
level has been exceeded, then it would be required that doors and windows
would be kept closed. The loading doors on the Ann Arbor side shall be
closed at all times whenever activities are being held inside the
building.
10. Music from live bands shall not be amplified.
11. No lease or rental of the building shall be permitted to third parties.
12. Construction vehicles shall park on the campus during the construction
and no unloading of heavy vehicles shall occur on neighborhood streets.
Vehicles of construction employees shall be parked on campus during
construction hours.

TO THE SATISFACTION OF THE TOWN ENGINEER:
13. Guarantee, by contract and bond, the following improvements:
a. emergency access road linking the bridge across Ross Creek to the
end of Ann Arbor Drive, including asphaltic concrete paving and
aggregate base, 18 feet wide with a two foot shoulder, catch basin,
storm drainage outfall line and energy dissipator/outfall
structure;
b. emergency access only gate at the end of Ann Arbor Drive;
c. reconstruction of the Ross Creek bridge to provide a minimum of
40,000 pound live load capacity.
14. Receive approval of submitted grading, drainage, utility, erosion
control, emergency roadway, emergency access gate, Ross Creek bridge
reconstruction plans and dust control program prior to issuance of
building permit. The erosion and dust control programs shall be
implemented at all times during construction.
15. No grading or earth disturbing activities shall be initiated between
October 1 to April 15. For grading operations commenced prior to October
1, all grading or earth disturbing activities shall cease October 15 and
will not be allowed to restart until April 15. These limitations apply
to the following: driveways, building pads, foundation trenches and
drilled piers, retaining walls, swimming pools, tennis courts,
outbuildings, and utility trenches. If final landscaping is not complete
by September 1, interim erosion control measures shown on the approved
interim erosion control plan will be required to be instituted by October
1 and maintained throughout the October 1 to April 15 period.
16. A well information questionnaire (available through the Town Engineer)
shall be completed.
17. A two-year tree maintenance contract shall be established for the
protection of existing and newly planted trees.
18. A 1603 Permit shall be obtained from the Dept. of Fish and Game for
proposed improvements in or near riparian areas within their
jurisdiction.
19. The light standards shall be a maximum of 14' high and shall be a 75 watt
high pressure sodium cut off style lighting. Town staff has the
discretion to approve lower light standards in the area between the
gymnasium and Ann Arbor Drive. All lighting shall be directed away from
the adjacent parcels.
TO THE SATISFACTION OF THE CENTRAL FIRE DISTRICT AND POLICE DEPARTMENT:
20. Locking devices for the emergency access gate shall be installed.

TO THE SATISFACTION OF THE CENTRAL FIRE DISTRICT:
21. A 42-foot inside turning radius along the emergency access road
shall be provided.
22. Provide emergency access road for fire apparatus prior to issuance
of a building permit.
23. Install new fire hydrants as needed prior to issuance of a building
permit.
TO THE SATISFACTION OF THE BUILDING OFFICIAL:
24. Access to entrances and restrooms within the gymnasium facility
shall meet all Title 24 handicapped accessibility requirements.
TO THE SATISFACTION OF THE DIRECTOR OF PARKS, FORESTRY & MAINTENANCE
SERVICES:
25. Prior to any building permits being issued, the applicant shall meet
with the Director of Parks, Forestry and Maintenance Services
concerning the need for protective fencing around the existing
trees. A plan for such protective fencing demonstrating type and
location shall be submitted to the Planning Director after being
approved by the Director of Parks, Forestry and Maintenance
Services. Such fencing is to be installed prior to, and be
maintained during construction.
26. Interlocking pavers shall be installed on portions of the access
roadway which are underneath the driplines of existing trees.
27. The proposed screening trees as viewed from the Ann Arbor approach
to the property shall be continually trimmed so that the trees do
not project above the height of the building.
TO THE SATISFACTION OF SANTA CLARA VALLEY WATER DISTRICT:
28. Applicant shall dedicate right-of-way adjacent to the creek in fee
to the Town who will grant the appropriate easement to the SCVWD for
flood control purposes.
TO THE SATISFACTION OF THE TOWN ATTORNEY AND THE TOWN ENGINEER:
29. The applicant shall enter into an agreement with the Town to install
and maintain an emergency access road and gate across the one foot
strip of land owned by the Town at the end of Ann Arbor Drive. This
agreement shall be in perpetuity and shall be recorded.

Pursuant to Los Gatos Town Code Section 1-15, the time for seeking
judicial review for the Town Council decision is governed by California Code of
Civil Procedure Section 1094.6.

Speakers continued:
Vito Cangermi, 325 Bellblossom Way, believes the project works well in the neighborhood.
Jim Arnold, resident, does not approve the project.
Lee Quintana, 5 Palm Ave, does not approve the design of this proposal, and prefers a design
that appears to be one story, and noted that 3 car garages are usually at the rear of the homes.
Joanne Talesfore, 52 Hernandez Ave, spoke of scale, mass and perception.
Speaker, does not approve the project.
Marian Cosgrove, 99 Fairview Plaza, spoke of well designed craftsman homes in the area that
have doubled their size such as the neighboring house to this proposal.
Gail Brady, 16387 Englewood Ave, asked for preservation of small homes in Town.
Larry Arzie, 18000 Overlook Road, spoke of his 7,000 square foot house at the end of
Pennsylvania and spoke in favor of the proposal.
No one else from the audience addressed this issue.
Motion by Mr. Blanton, seconded by Mr. Pirzynski, to close the public hearing. Carried
unanimously.
Motion by Mrs. Lubeck, seconded by Mr. Attaway, to grant the appeal and deny the project
application PRJ-98-030, and return it to DRC since the applicant has already paid his .fees twice
and ask that he make an attempt to come in with a one story addition to the rear of the home
which fits the mass and scale of that micro neighborhood. Carried by a vote of 4 ayes. Mr.
Blanton voted no believing that the applicant had met the requests of Council and Planning, and
to treat all fairly he noted that the immediate neighbor to the project had been allowed to make
a considerable recent addition.
ENGLEWOOD AVENUE TRAFFIC ISSUES (22.40)
Mayor Hutchins stated that this was the time and place duly noted to consider report on
Englewood Avenue traffic issues and provide direction to staff.
The following person from the audience spoke to this issue:
Greg Moss, 16788 Littlefield Lane, spoke of the increased safety issues concerning traffic on
Englewood Road. Submitted a petition from 110 residents. He asked that stop signs be placed
on Englewood on all intersections in all directions. This would discourage the speed and volume
of traffic in the residential neighborhood. He noted that he would be talking to the County
about the same proposal for the intersections that they control. He asked for action by this
summer. Specifically he asked that stop signs be placed on Shannon, and on Kennedy at the
intersections to Englewood so as to slow the speeding on those streets and the fast turns on to
Englewood.
Council consensus to ask staff to study the issues involved in placing stop signs at the
intersections of Englewood. The County reports will be included and this issue will be ready
to agendize by the end of June or beginning of July.
