RECOMMENDATION:
Accept report on traffic calming issues/traffic study for Live Oak Manor neighborhood (Amy Despars).
BACKGROUND:
At the request of Ms. Amy Despars and at the direction of the Town Council, staff has reviewed the traffic volumes,
vehicle speeds and the need for traffic calming measures in the Live Oak Manor neighborhood, specifically around
Longridge Road, Greendale Drive and Hollycrest Drive.
DISCUSSION:
Per the attached Memorandum from Scott Alman, Town Engineer, an analysis of the traffic patterns, intersections and
overall use of the street has been reviewed. It is the opinion of the Town Engineer that the required warrants are not
present to justify the installation of stop signs. However, during discussions with Ms. Despars, the installation of
centerline striping and speed limit legends in the street were considered in lieu of stop signs. A service request has been
prepared pending Town Council direction. Both Ms. Despars and the Town Engineer feel that the striping and street
legends will provide traffic calming. Traffic can be monitored during the next few months and if improvement is not
apparent, the installation of stop signs can be reconsidered.
CONCLUSION:
Staff recommends that speed limit legends be painted in the street and centerline striping be installed at this time.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT: None

After several attempts to speak to Amy Despars and numerous telephone messages, I finally spoke
to her on Thursday afternoon October 21'. During our discussion I pointed out that any suggestion
made to Town Council for installation of stop signs as calming devices would be put forward as an
option but not as a recommendation due to not being able to meet traffic warrants. If Town Council
decided to order the installation then we would act on that and have the signs installed.
She suggested the installation of centerline striping to channelize the traffic into lanes along with
speed limit signs and speed limit street legends to alert motorists.
I have had a work order request prepared by Vivian to have the striping and signage mentioned above
installed at the earliest possible date.
This morning I received another voice mail from Amy Despars that was left on Thursday evening
at +/- 7:30pm, stating that she had spoken with neighbors who were more in favor of stop signs being
installed.
I do not recommend the use of stop signs as traffic calming devices as they will not meet warrants
in these locations and may cause accidents as they can be ignored by motorists who know that traffic
volumes are light on the street and assume there will be no traffic at the stop and therefore they don't
need to stop. That said, if Council were to order the signs installed for calming reasons, they could
stop all three legs of the intersections at Longridge and Greendale and Longridge at Hollycrest.
If this approach is taken, I believe the centerline striping and speed limit signs and pavement
markings should also be installed as proposed above.

CLEANING OF DOWNTOWN SIDEWALKS (26.28)
Motion by Mrs. Lubeck, seconded by Mr. Pirzynski, to provide mechanical cleaning of downtown
sidewalks before the holiday season to supplement the "Sunrise Sidewalk Sweep" scheduled for
November 6, 1999.
Council Consensus to have staff report on the potential for long term downtown maintenance
schedule to address sidewalks, trash receptacles, benches, and graffiti.
BLOSSOM HILL ROAD AND UNION AVENUE INTERSECTION (27.40)
Council accepted report on the right turn red light northbound on Union from westbound
Blossom Hill which changed the timing light slightly to allow people to leave their driveway and
not keep others sitting in the right hand turn forever. Report filed.

Council Consensus to approve the Minutes of November 1, 1999 with amendment to page 4
under Council Comment. Mrs. Lubeck asked that her points concerning this item be added
for the record as follows: "Mrs. Lubeck stated for the record that this should be a two step
process, and that the traffic concerns should be mitigated to the neighbors' satisfaction before
the school issues are considered." Under the motion to continue on page 5: "Mrs. Lubeck stated
for the record that the public hearing was still open for discussion and decision on all aspects
of the proposal."
TRAFFIC CALMING/TRAFFIC STUDY/LIVE OAK MANOR (07.40)
Council Consensus to accept and file report on traffic calming issues/traffic study for Live Oak
Manor neighborhood which spoke of painting the street ad not putting up a stop sign yet.
Council would like staff to monitor this traffic calming action and send communication to Ms
Daspars.
ADJOURNMENT
Mayor Hutchins adjourned this evening's meeting at 10:35 p.m.
