TOWN) AND THE IMPLEMENTATION OF THE TOWN'S TRAFFIC CALMING POLICY.
RECOMMENDATION:
Retain all -way stop signs at University Avenue and Elm Street (Old Town) and the implementation of the Town's Traffic
Calming Policy.
BACKGROUND:
At the January 3, 2000 Town Council meeting, Gary Kruger, the Town Traffic Engineer, presented a report on the traffic
impacts of Old Town and on the Town's proposed Traffic Calming Policy. Council took action to accept the report,
implemented the Town's Traffic Calming Policy as proposed in the report, and approved a three-way stop at the corner
of Elm Street and University Avenue on a three month trial basis and requested that staff report back to Council at the
end of that time.
DISCUSSION:
The all -way stop has been installed at the intersection of University Avenue and Elm Street and has been "operational"
for several weeks. There have been no complaints made to the Parks and Public Works Department regarding the stop
and there has not been a noticeable que caused by the stop signs.
In addition, the traffic on University Avenue now operates more in a platoon mode which allows small breaks for
motorists on the side streets such as Miles Avenue to enter the traffic stream on University Avenue. This increases safety
for the motorists.
Regarding the Traffic Calming Policy, staff has not had any requests to implement the policy. We do not have a test case
to present to Council.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
CONCLUSION:
Staff is recommending that Council keep the all -way stop at University Avenue and Elm Street as a permanent
installation.
FISCAL IMPACT:
None

ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM SUBGRANT AWARD, AND
