BACKGROUND: At the Town Council meeting of May 17, 1999 staff presented the attached letter, action statement, and petition from the Englewood Avenue Neighborhood Action Group (Group). The Group requested that traffic calming measures be installed on Englewood Avenue at the County intersections of Topping Way, Marchmont Drive, Littlefield Lane and Kennedy Road. The neighborhood residents are primarily concerned about increasing volumes and speeding on Englewood Avenue. The residents report the parents of Hillbrook School students and surrounding local residents are using Englewood as short cut to avoid signals and congestion on Los Gatos Boulevard. The Council directed staff to return with a follow up report on this matter. DISCUSSION: At the recommendation of County staff, stop signs have been installed on Littlefield Lane and Marchmont Drive at Englewood Avenue. Based on traffic studies, stop signs on Englewood Avenue at Marchmont Drive and Littlefield are not warranted as per Caltrans standards. Until this area is annexed, staff recommends we work cooperatively with County traffic officials and advise the group to do the same. The County of Santa Clara Housing, Land Use, Environmental and Transportation Committee (HLUET) on May 20, 1999 accepted a staff report on this matter (Attachment 1). The County compared a 1991 Traffic Study to a recent study and found: Recent Study 1991 Study 1. Average Daily Traffic (ADT) on Englewood Avenue 2300/day 2500/day 2. Average Speed (MPH) on Engelwood Avenue 25 MPH 27.2 MPH This information indicates that recent ADT and speeds have been reduced when compared to the 1991 Study. The Town of Los Gatos General Plan considers Engelwood Avenue as a Neighborhood Collector with a capacity of 7000 ADT. Based on the General Plan this street is at about one-third of its capacity. The Englewood Neighborhood Action Group wrote a letter to the Town (Attachment 2) and the Town responsed in a follow up letter (Attachment 3). CONCLUSION: Neighborhood safety is our highest priority. However, the Town does not have jurisdiction over traffic controls in the County islands. Staff recommends continuing to assist the County by providing pertinent information and to improve traffic conditions on the major Town streets as appropriate. PREPARED BY: Scott R. Therefore, I support the need for traffic calming measures to slow and discourage cut through traffic by commuters. This will make this neighborhood safer for all pedestrians, bicyclists, and neighborhood residents. I understand that the Englewood Neighborhood Action Group currently recognizes and supports these traffic control issues. I recognize the need to organize as a concerned group in order to tackle the most pressing issues concerning the quality of life within our neighborhood, namely growth, traffic, and safety. We would like to include the responses in our January newsletter. 1. If annexation is approved in the Englewood neighborhood, what traffic calming measures could be initiated to help make our streets safer? Please include both enforcement and street improvements. Will there be a cost to the residents? Will the neighborhood residents have a voice in the process? 2. Concerning present and future traffic circulation within Los Gatos, what short and long term measures can be done to prevent cut through traffic from disrupting neighborhood streets? How will the update to the General Plan address gridlock, cut through traffic, pedestrian and bicycle safety issues? When and how can residents participate in the update process? 3. Why is Englewood Ave. designated by the Town as a collector street with a capacity of 7000 vehicle trips per day when it is a narrow unimproved old county road? What changes are planned for Los Gatos Blvd. to improve the efficiency of moving traffic? 4. Since school commute traffic plays a large part in adding to gridlock, what measures can the Town take to encourage alternative transportation such as carpooling and busing? 5. Is there a new comprehensive traffic study to be done for our neighborhood and Los Gatos Blvd. and may we have a complete copy? 6. Please explain the probability and costs of all street improvements in the neighborhood such as sidewalks and street lights. 7. Will the Town force the improvement of older homes through code enforcement? 8. Concerning major remodeling projects to existing homes, are there particular projects that would be more drawn out and costly using the County as opposed to the Town permit process? 9. Please explain the guidelines for remodeling projects that require a hearing and why the Town has this procedure. 10. Is it true that County residents doing major remodeling projects are now required to annex to the Town in order to receive a permit? 11. Does the County have plans to align zoning restriction to match those of the Town? Will there be a moratorium on building permits? 12. How much new property tax revenue will be generated for the Town? Please explain how the Town plans to spend this increase in revenue. 13. What are the costs being incurred by the Town for the entire annexation process and what part is the County contributing? Is this a one time proposition which is cost free for residents? 14. If this annexation fails, what accommodations will be made for those residents who wish to annex to the Town? Will they be able to receive full services from the Town including traffic enforcement? Will the Town control the street in front of these houses? 15. If the County and the State are truly intent on eliminating urban pockets as evidenced by new legislation, AB 1555, what role will the Town play in this process? How will this effect areas that vote down annexation? What will be the projected future costs to both the Town and the residents? Does this make the voting process irrelevant? REASONS FOR RECOMMENDATIONBACKGROUND: Englewood Avenue is a two-way collector urban roadway in an unincorporated area of Los Gatos. The County of Santa Clara maintains portions of the road from 0.19 miles south of Shannon Road to the southern leg of Littlefield Lane. They have proposed that the County of Santa Clara and the Town of Los Gatos install three-way stop signs at all intersections on Englewood Avenue including the intersections at Marchmont Drive and Littlefield Lane. Marchmont Drive and Littlefield Lane are both two-way local roadways forming "T" intersections with Englewood Avenue as shown on the attached map. In response to the neighborhood residents' concerns, the Department first reviewed a June 1991 traffic study performed for the area by the consulting firm CH2M HILL. This study had been performed in response to the Shannon Road neighborhood community's concern for increase in vehicular volume and speed in the area, including Englewood Avenue. The 1991 study analyzed the area bounded by Shannon Road, Kennedy Road, and Los Gatos Boulevard including the intersection of Englewood Avenue and Marchmont Drive. The study concluded that a one-way stop on Marchmont Drive was warranted and would reduce speeds and minimize conflicts with bicyclists and pedestrians. The Traffic Engineering and Operations staff then conducted a new traffic study and explored any changes that may have occurred following the 1991 traffic study. The recent study concluded that a one-way stop at the intersection of Marchmont Drive and Englewood Avenue was warranted but that a three-way stop was not. In comparing the results of both studies, The results are as follows: Recent Studv 1991 Studv 1- Average Daily Traffic (ADT) on Englewood Avenue: 2300/day 2500/day 2- Average Speed (MPH) on Englewood Avenue: 25 MPH 27.2 MPH The other County -maintained side streets intersecting Englewood Avenue are Littlefield Lane and Topping Way/Loma Street. The intersection of Littlefield Lane and Englewood Avenue also warrants a one-way stop control based on the Department's recently performed traffic study. The intersection of Topping Way/Loma Street is currently a four-way stop controlled. The results of the 1991 study also showed that the traffic volume on Englewood Avenue was within the expected range of a collector roadway. The 1991 study and the present study both show that the operating speed is within the norm and permitted speed zone on this roadway. Therefore, the traffic measures that the residents of this neighborhood are requesting (including installation of four or three-way stop signs at all intersections along Englewood Avenue) are not warranted. The County Board of Supervisors at its March 9, 1999 meeting approved the Traffic Engineering and Operations staff's recommendation for installation of one-way stop signs on the Marchmont Drive and Littlefield Lane approaches to Englewood Avenue (the Board transmittal is attached for ease of reference). A work order has been issued for the sign installation and legend work by County maintenance forces and should be completed shortly. Englewood Ave. residents subsequently appeared at the Board meeting on April 6, 1999 with a petition requesting full stop controls at all intersections. This transmittal is in response to the Board's referral to staff for a response. CONSEQUENCES OF NEGATIVE ACTION: Installation of a three-way stop control at intersections of Marchmont Drive and Littlefield Lane with Englewood Avenue could encourage some drivers to violate the all -way stop, thus creating safety problems. We are contacting you in regards to this matter because Lee Bowman is retiring soon and the Town Council does not appear to be aware of the annexation issue connected with our traffic issue. Our first objective is to have the Town Council recognize that there is a problem concerning the large number of drivers traveling at excessive speeds on Kennedy Road, Shannon Road and Englewood Ave. Englewood Ave. also carries more traffic because it is used as a cut -through to avoid congestion on Los Gatos Blvd. We have done our own surveys in the last two years to support both of these claims. We also realize that the town does not have the resources to enforce traffic safety at all times on these streets. Our second objective is to have the Council recognize the pressing need to have traffic calming measures installed on these streets to act as a deterrent. We have followed the procedure prescribed by the Town and have submitted the signatures of more than 110 households supporting our proposal for multiple stops signs at all the intersections of Englewood Ave. Judging from the statements made during the last Town Council meeting, many of the Council Members enjoy the convenience of using Englewood Ave. as a cut -through. We are concerned that this attitude may be in conflict with taking action to protect the quality of life within our neighborhood. We hope the Town of Los Gatos can show goodwill towards our neighborhood and take measures toward advancing our traffic calming measures. If not, it appears that we will be left in limbo because the County wishes to divest itself of unincorporated pockets and is not willing to recommend improvements. The issues of growth and traffic are an ever increasing problem concerning the quality of life within local neighborhoods. We have organized our neighborhood around these issues and are prepared to meet this challenge in a constructive fashion. If Town government is not prepared to aid us in this struggle, the annexation measure will surely fail. We will then be left with no alternative but to employ other methods to address this pressing safety issue. Your timely cooperation in aiding us in our efforts would be greatly appreciated. We would like the answers to several points of interest concerning traffic on Englewood Avenue. 1. Which intersections are controlled by the County of Santa Clara? 2. What are the published standards used for stop sign warrants? Are these state or county regulations? Are they applied in the same fashion everywhere in the County? Can each city add or subtract from these? Where do we obtain a copy? 3. What are the traffic counts for peak commute hours during school sessions? These hours are 7-9 AM and 3-6 PM week days with school in session. 4. What location was used to determine maximum speeds reached on this street? Was this the most ideal place to determine the maximum speed reached between controlled intersections? 5. Please clarify the liability question concerning installation of stop signs. It is our understanding that you stated to us the following: If an intersection did not meet warrant requirements and stop signs where installed anyway, there would be an increase in the County's liability at this intersection. 6. You also stated to us that the County would like to have unincorporated pockets annexed by the local governments. For this reason, you are not inclined to recommend any improvements in these areas. If this is true, how can we trust the validity of the last traffic survey? Our neighborhood position is very clear. Englewood Ave. is an old narrow rural road that has no improvements and is now very dangerous due the urban demands of traffic and the inability of Los Gatos Blvd. to move traffic efficiently. We feel that neither the town nor the County have the resources to enforce traffic safety on this street. Therefore, multiple stop signs would be the most cost effective deterrent for both the increasing volume and speed of traffic. This is the driving issue of this neighborhood and any movement toward the approval of the annexation issue would have to provide effective traffic calming measures as part of the process. We can all benefit if you can help us in moving this issue forward with the Town of Los Gatos and making our neighborhood safe for our children and pets, pedestrians, joggers, and bicycle riders. It is our opinion that the proposed annexation of the County islands is proceeding and will not be adversely impacted by Mr. Bowman's plans to retire. As you are aware the County of Santa Clara recently conducted a traffic study on Englewood Avenue. The recent study was then compared to a 1991 study. The recent study established that the total daily trips were reduced by 200 from the 1991 level. Furthermore, the recent study found the average speed to be 25 MPH compared to the a 27.2 MPH average in 1991. The Town of Los Gatos General Plan considers Englewood Avenue as a neighborhood collector by category. The recent County study found the average number of trips to be 2300 per day. This number of trips is consistent with expectations for a street so designated. Considering the data at hand, I would be skeptical that the Town would react differently than the County has in its recommendations of May 20, 1999 to the Housing, Land Use, Environment and Transportation Committee. Town Council Minutes May 17, 1999 Redevelopment Agency Los Gatos, California HEARINGS CONTINUED HILLBROOK BENEFIT ZONE/LAND & LIGHT #1/RESOLUTION 1999-99 (36.28) Mayor Hutchins stated that this was the time and place duly noted for public hearing to consider protests and adopt resolution confirming the diagram and assessments, and levying and authorizing collection of assessment for fiscal year 1999-2000 for Landscaping and Lighting Assessment District #1 - Hillbrook Benefit Zone, and to direct the Clerk to submit a certified copy of the resolution and assessment to the Santa Clara County Tax Collector. No one from the audience addressed this issue. Motion by Mr. Pirzynski, seconded by Mrs. Lubeck, to close the public hearing. Carried by avote of 4 ayes. Mr. Attaway absent. Motion by Mr. Pirzynski, seconded by Mrs. Lubeck, that Council adopt Resolution 1999-99 entitled, RESOLUTION OF THE TOWN OF LOS GATOS CONFIRMING DIAGRAM AND ASSESSMENT, AND LEVYING AND AUTHORIZING COLLECTION OF ASSESSMENTS FOR LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT #1 - HILLBROOK BENEFIT ZONE FOR FISCAL YEAR 1999-2000. Carried by a vote of 4 ayes. Mr. Attaway absent. PAST MIDNIGHT Motion by Mr. Pirzynski, seconded by Mrs. Lubeck, to continue the meeting past midnight. Carried by a vote of 3 ayes. Mr. Attaway absent. Mr. Hutchins voted no. ENGLEWOOD AVENUE TRAFFIC ISSUES (08.40) Gregg Moss, 16788 Littlefield Lane, spoke regarding the traffic problems on Englewood and questioned the County's report on traffic in this area. This report has been accepted by Council and he questions Council's interest in this problem when the report says there is no problem. He spoke of his own report compiled during hours that children and senior citizens are walking on these streets. Motion by Mr. Blanton, seconded by Mrs. Lubeck, to direct staff to conduct a Town study of the traffic conditions in the Englewood area, and/or to obtain Santa Clara County's complete traffic report regarding traffic in this neighborhood. Whether Town has the opportunity to analyze the County's study or to conduct its own it will not spend over $2,500 on studying this subject. Council needs to consider comparative data before making -any decisions. Carried by a vote of 4 ayes. Mr. Attaway absent. UNIVERSITY AVENUE 565/CAMPO DI BOCCE/USE PERMIT MODIFICATION (37.09) Motion by Mrs. Lubeck, seconded by Mr. Blanton, to continue this item one month to July 19, 1999 for the owners to work out the details to the modification request.
