Item 13 Staff Report Accept Report on Englewood Avenue Traffic IssuesDATE: TO: FROM: SUBJECT: MEETING DATE: 7/19/99 ITEM NO, / 2, COUNCIL AGENDA REPORT July 12, 1999 MAYOR AND TO WAI COUNCIL TOWN MANAGER ACCEPT REPORT ON ENGLEWOOD AVENUE TRAFFIC ISSUES RECOMMENDATION: Accept report on Englewood Avenue traffic issues. BACKGROUND: At the Town Council meeting of June 21, 1999 staff received direction from Council to solicit information from the County regarding the recent traffic study conducted on Englewood Avenue. If the information was not forth coming or not in a format that detailed times and speeds of individual vehicles then staff was directed to conduct a traffic study. The Council further stipulated that the cost should not exceed $2,500 for the study. The Council directed staff to return with a follow up report on this matter. DISCUSSION: Staff is recommending that we proceed with a traffic study using TJKM consultants. TJKM is a recognized for their work regarding traffic calming. While a study can be performed by a number of qualified firms it is our option that the more we can involve TJKM in the local issues the better they will be able to respond to their concerns. Staff will report back to the Council when the study has been completed and the results analyzed.. Staff has requested that the Police Department place the Radar Speed Trailer on Englewood Avenue within the Town controlled area to assist in educating local motorist of their speed. CONCLUSION: Town does not have jurisdiction over traffic controls in the County islands. Staff recommends continuing to assist the County by providing pertinent information and to improve traffic conditions on the major Town streets as appropriate. ENVIRONMENTAL ASSESSMENTS: It is a project as defined under CEQA, but is Categorically Exempt under section 15301. A Notice of Exemption will not be filled.
