RECOMMENDATION:
Approve the attached scope of work for a neighborhood traffic study on West Parr Avenue (Attachment 1).
BACKGROUND:
On July 1, 1991, Council adopted Ordinance 1861 approving a zoning change to permit the construction
of a 64 unit multiple family development and day care facility at 634 West Parr Avenue. As a condition of
that approval, Council included the requirement that the applicant provide $20,000 for neighborhood "traffic
mitigations" in the immediate area of the project site. Mid -Peninsula Housing Coalition paid this money to
the Town on June 16, 1992. The "traffic mitigations" were left undefined because they were to be the result
of a traffic study to be undertaken jointly with the City of Campbell.
DISCUSSION:
Town of Los Gatos and City of Campbell staff members have developed a proposed scope of work for a
neighborhood traffic study. This study will encompass West Parr Avenue and the residential neighborhood
surrounding the Open Door Family Housing Project. The study is intended to address the concerns
expressed by the City of Campbell and local residents, regarding the traffic impacts associated with this new
housing project. Additionally, the study will consider the impacts associated with the proposed medical
office building on Knowles Drive and the Community Hospital master plan.

The key elements of the neighborhood traffic study are as follows:
1. collect and analyze data,
2. develop recommendations for traffic improvements (including cost estimates),
3. meet with the residents at public meetings to solicit input and present findings, and
4. develop recommendations for traffic improvements.
Although some of the data collection may be done by the traffic consultant for the proposed medical office
building, the study will be conducted by City and Town staff. The money paid by the developer is to be
used for actual improvements in the vicinity of the housing project.
CONCLUSION:
Council should approve the attached scope of work so that the neighborhood traffic study can proceed.
FISCAL IMPACT:
The City of Campbell will compile and collect all necessary data for the study, including all traffic engineering
analysis and technical work in defining the mitigation measures. This effort will be funded entirely by
Campbell within its transportation engineering program in the Public Works Department.
The Town of Los Gatos will be responsible for scheduling, noticing, and conducting all public meetings and
for coordinating with Campbell staff in conducting the study, finalizing the recommendations, and
implementing the recommendations for traffic improvements. This effort will be funded entirely by the Town
within its development review and development engineering programs in the Planning Department.
The amount of money currently available for traffic improvements is limited to the $20,000 provided by Mid -
Peninsula Housing Coalition.

FOR A NEIGHBORHOOD TRAFFIC STUDY
WEST PARR AVENUE
I. DATA COLLECTION AND ANALYSIS:
A. The City of Campbell will compile all necessary data for the study. This includes all traffic
engineering analysis and technical work in defining mitigation measures. This effort will be
funded entirely by Campbell within its transportation engineering program in the Public
Works Department. The specific data to be collected, and methods of analysis include:
1. Traffic Volumes. Daily directional splits and peak turning movement counts will be
collected for the streets listed below. Information will include vehicle volumes and
classification for the average weekday.

b. Audrey Avenue
c. Vale Avenue
d. Hack Avenue
e. Theresa Avenue
f. Dardanelli Lane
g. Capri Avenue
h. Knowles Drive
2. Origin - Destination. The origins and destinations of traffic using West Parr and
other local streets will be determined through samples of license plates taken at the
access points to the study area. Traffic with neither an origin nor destination on the
nearby local access streets, nor on West Parr between Winchester and Pollard will
be considered "through" traffic. Traffic specifically going to the hospital or medical
uses off Dardanelli will be separately identified from other "local" traffic.
3. Speeds. Radar speed checks will be taken to supplement the volume counts. In
addition, the speed measurement capabilities of the Campbell traffic counters will
be used to provide a record of 48 hour speeds on certain streets.
4. Accidents and other related data. Accident records from both Los Gatos and
Campbell files will be compiled and analyzed for 1990 and 1991. Included will be
calculations of accident rates per million vehicle miles of travel, etc.
5. Travel Forecasts, before and after SR85. Forecasts of changes in traffic will be
made with the Campbell Traffic Model (which includes all of Los Gatos) for "after
SR85 Completion" as well as year 2000 volumes. The model will only provide an
indication of whether volumes in the area will increase or decrease; actual daily
volumes on the streets will be calculated on the basis of factoring the actual count
data by the % change in model volumes in the area. The model will also provide
a rough verification of the traffic assignment assumptions of the consultant preparing
the traffic study for the housing project.
6. Analysis. The data will be analyzed and interpreted with regard to general policies
and performance standards used by both cities. Such standards include volume
ranges for various street classifications, the critical speeds of traffic, the proportion
of through traffic, the presence of truck traffic on non -truck route streets, levels of
service, and any apparent safety or accident problems. Any potential changes due
to the opening of Route 85 will be noted.
7. Alternatives Development/Evaluation. For all traffic conditions inconsistent with
traffic policies in either Los Gatos or Campbell, alternative mitigation plans will be
formulated. At least two alternative planning scenarios will be addressed: 1) West
Parr as a Collector, and 2) West Parr as a Local Access street.

8. Report. All the information in A.1. through A.7. will be prepared in a simple report
of findings. Additional issues and other data collection may be needed on the basis
of the initial public meeting. This memo only describes the staff -recommended
scope of work.
B. Crane Transportation Group, the traffic engineers for the proposed medical office building
(M.O.B.) on Knowles Drive, may be required to do some of the data collection in A.1. above
as a part of their traffic study. Additionally, the traffic impacts associated with the (M.O.B.)
and hospital expansion will be evaluated by Crane Transportation Group and incorporated
into this traffic analysis.
II. PUBLIC PARTICIPATION:
The Town of Los Gatos will be responsible for community participation and notification, including
making arrangements for all meeting rooms. There will be an initial public meeting to solicit public
input on the scope of work. Based upon the comments received at that meeting, the scope of work
may be modified.
Upon completion of the work described under "Data Collection and Analysis", another meeting will
be called to present the findings and solicit further comments from the community. Residents of
both Campbell and Los Gatos, as well as local business and hospital representatives, will be invited
to participate.
III. PROCESS FOR ADOPTION OF RECOMMENDATIONS:
On the basis of the second public meeting, both Los Gatos and Campbell staff will coordinate and
finalize the recommendations for any changes in traffic policies for street classification and other
matters, and any recommendations for traffic improvements (including cost estimates).
The joint staff recommendations will be contained in a joint Los Gatos -Campbell staff report to their
respective planning commissions and/or councils for implementation of the recommendations as
appropriate. Copies of the joint report will only be made available once the report has been
agendized for planning commission or council meetings. Careful coordination for timing the
agendas will be taken to ensure that both the Los Gatos and Campbell staffs are in agreement as
to when the report should be released.
