BACKGROUND: The Town has been working with Caltrans on highway signs for several years. An agreement giving the Town input over Highway 85 signs was approved in 1990. Town staff and representatives of the business community resolved some highway sign issues with Caltrans in October 1993. However, as indicated by the attached letter from former Council Member Brent Ventura, there continues to be a lack of directional signs to Los Gatos on Highway 85, 17, 280 and 101. Mr. Ventura has asked Council to clarify and communicate its stance on highway signs. Staff members from Senator Campbell's office have also requested an official Town position. This report identifies staff recommended sign locations. These recommendations are outlined in the attached proposed letter and shown on the attached map. DISCUSSION: The Ventura letter articulates the problem with the existing highway signs. The signs do not clearly identify how to get to Los Gatos. The goal of the requested signs is to help motorists find the Town. N9V 2 3 1994 Received: I (' 2; To: [yj Action Due: [ j Information [ki Copy Other' Two years ago when I undertook a sabbatical from public service to immerse myself in the joys of fatherhood, I was satisfied that my goals were achieved and most issues resolved at the conclusion of my tenure. I must now confess that I erred in this assessment. For years during my service on the council, I persistently advocated and pursued implementation of accurate and useful directional signs on existing freeways (i.e., S.R. 17/1-880, I-280, and Hwy. 101) regarding the Town of Los Gatos. This issue was regularly addressed as part of the negotiations and planning for Highway 85. Despite my best efforts to conclude this prior to my departure, the laconic response by Cal Trans to the issue made timely resolution unattainable. Not being one to acquiesce to bureaucratic injustice, I have continued to pursue this matter with Cal Trans during the past two years as the designated representative of the Los Gatos Chamber of Commerce. While discussions continue at a glacial pace, I am now of the opinion that we are at impasse, and implementing a more aggressive strategy is required. Our goal is simple. We seek only to include directional signs to the Town of Los Gatos, on existing freeways, and avoid the similar omissions on Route 85. Also, with the advent of Route 85, accurate signage could re -direct non -local traffic from Highway 17 to neighboring communities without traversing Town streets. Excuse me my while I wax indignantly and provide the Council with but a few of the abundant illustrations. Enclosed is a rough diagram illuminating current signage. Currently, no signs exist on Interstate 280 directing motorists to Los Gatos. Directional signs currently exist on I-280 directing motorists to Cupertino, Sunnyvale, Saratoga, Santa Clara, and Campbell, but not our fair community. Previously there were numerous signs on Highway 101 advising motorists that Los Gatos and Santa Cruz were the destination cities for traffic exiting on Southbound I-880. Regrettably, most of the directional signs to Los Gatos on Highway 101 were eliminated as part of the construction work undertaken in that vicinity (none exist on Northbound 101 at the I-880 interchange). ATTACHMENT 1 Mayor Attaway Council Members Page Two November 11, 1994 All destination signs on Southbound I-880/S.R. 17 (which previously identified Los Gatos and Santa Cruz as the destination cities), have been eliminated. Santa Cruz remains the only identified destination city on Southbound I-880/S.R. 17. Los Gatos was similarly eliminated from directional signs on Northbound S.R. 17 in Santa Cruz and Scotts Valley, which now identifies only San Jose. Despite assurances to the contrary, newly opened Highway 85 does not include any directional signs whatsoever to the Town of Los Gatos (excepting one mileage sign in each direction of travel). There is not even a Town limit sign on Northbound 85. Los Gatos, of course should not feel persecuted in this regard, as Highway 85 similarly ignores Saratoga and Campbell. In order to avoid this bureaucratic anonymity, the City of Campbell planted pansies creating a controversy of national proportions. Apparently offended by the audacity of that community in seeking freeway identification, Cal Trans has made destruction of the contested pansies a top priority. Most galling and incomprehensible to this observer are the directional signs erected at Highway 85's interchanges with I-280 in Cupertino, and again at 101 in South San Jose. These signs direct motorists to Gilroy and Mountain View via Highway 85, not Los Gatos and Cupertino where Highway 85's key interchanges are located. Motorists will unreasonably incur additional mileage and travel time if they exit Highway 101 and utilize Highway 85 to travel to Gilroy or Mountain View since Highway 101 already directly accesses both communities. In an inexplicable inconsistency, signs on Southbound 101 at the 85 interchange in Mountain View direct traffic to Cupertino and Santa Cruz. Even more elusive is that Southbound Highway 101 motorists at the Highway 85 interchange in south San Jose are directed to Mountain View, fifteen miles behind them in the opposite direction of travel. Assuming someone could fathom the unfathomable and deduce why Southbound 101 traffic at that location needs guidance to Mountain View, motorists would be better served to merely reverse their course of travel and return to Mountain View on Highway 101. The same absurdity exits for bewildered motorists on I-280 in the Northbound direction at the Highway 85 interchange, advising them to reverse course and journey to Gilroy on Highway 85. The logic behind these directional signs completely eludes me, perhaps favorable evidence that I have somehow eluded the bureaucratic brain freeze rampant at Cal Trans. To my simple way of thinking, the 101 and Highway 85 interchanges, and the Highway 85 and I-280 interchanges should direct motorists to Los Gatos, Saratoga, and Cupertino, the communities directly accessed by the route. To compound this comedy of the absurd, Saratoga -bound motorists on S.R. 17 are directed to that community at the interchange with Highway 9 in Los Gatos. Once again, my feeble mind suggests that motorists traveling to Saratoga should be directed at the Highway 85 Mayor Attaway Council Members Page Three November 15, 1994 interchange with S.R. 17 since Highway 85 provides freeway access directly to the heart of that community at its Saratoga Avenue interchange. This is especially so since one of the more tantalizing benefits anticipated for Highway 85 is that it would reduce traffic on most of the Town's arterials. Obviously, these benefits will never be realized if motorists are advised to access the City of Saratoga via Highway 9. There are several other manifestations of Cal Trans dogmatic freeway signing policies which preclude informing motorists that the Town of Los Gatos, and its downtown shopping district, are easily accessible from the two freeways that cross Town. These suggestions have been raised during our meetings with Cal Trans representatives, and have largely been rejected or ignored by Cal Trans. Cal Trans representatives have consistently rebuffed our requests for changes in this regard by referring to the regulations contained in their "bible" the State Freeway Signage Manual. Per that tome, Los Gatos does not qualify as a "destination" or "control" city for freeway signs on Highway 85, I-880/S.R. 17, and I-280. This mandate prevents any directional signs for Los Gatos at any location on I-280, or at the two Highway 101/85 interchanges, or along I-880/S.R. 17 or even at the Highway 85/17 interchange. This "bible" according to Ca1 Trans, ties their hands and prevents them from acceding to our requests. I can only assume that the Manual deprives Ca1 Trans of their free will and common sense. Even on the rare occasions when we believe we have an agreement with Cal Trans, our expectations have been dashed. For example, we requested that directional signs to Downtown Los Gatos be posted for North and Southbound traffic in Highway 17. While we understood Cal Trans had agreed to our request, the signs posted merely say "Downtown" not "Downtown Los Gatos". Since the sign saying "Downtown" for the Highway 17 exit also includes signage for Saratoga, Monte Sereno, and Los Gatos, the resulting ambiguity provides a paucity of applicable information for Downtown Los Gatos bound motorists. Inexplicably, dozens of signs on local freeways direct traffic to Downtown San Jose. Directional signs on I-280 to Saratoga, Campbell, Santa Clara, and Sunnyvale are provided, but not Los Gatos, even though I-280 does not pass through those jurisdictions. The City of Saratoga qualifies as a destination city and is identified as frequently as Los Gatos on Highway 17 at the Highway 9 interchange, even though Highway 17 does not cross that jurisdiction. Perhaps Cal Trans bears some deep seated hostility to the Town of Los Gatos because we did not acquiesce to the original Highway 85/S.R. 17 interchange design with its monolithic concrete flyovers. Cal Trans' inconsistent devotion to its "bible" prevented changing the Highway 17 exit signs indicating "East Los Gatos" to read "Los Gatos Blvd.". Cal Trans' intransigence regarding our requests in this regard resulted in the Town renaming Saratoga Avenue to Los Gatos -Saratoga Mayor Attaway Council Members Page Four November 15, 1994 Avenue. This near religious faith invested in the Manual precludes changing the East Los Gatos signs to Los Gatos Boulevard, even though Los Gatos -Saratoga Avenue ends approximately a quarter -mile from Los Gatos Boulevard, and is clearly more useful information to motorists. According to Cal Trans, the bible prohibits them from identifying an exit with anything but the name of the street where the exit takes traffic. Quixotically, the I-280 exit for De Anza Boulevard in Cupertino is identified as "Sunnyvale -Saratoga Road". Your staff, as always, has provided superb assistance in pursuing this matter. However, before more staff time is invested in this quagmire, I believe the council must reaffirm our commitment to resolve these matters to our satisfaction. I remain ready, willing, and able to continuing to work with staff and Cal Trans in this regard. Given the current impasse, I believe it necessary for the Council to directly contact our State representatives to work with us in to persuade Cal Trans of the reasonableness of our requests in this regard. Absent the involvement of our representatives in Sacramento, I believe no progress will be attained. In my opinion, freeways are mixed blessings. The environmental impact may be balanced against the financial benefits and convenience freeway accessibility provides. The Town of Los Gatos has borne more than its fair share by accepting two major freeways through our community, including the sprawling Highway 85/S.R. 17 interchange. The current signage enigma is detrimental not only to Los Gatos, but also Cupertino, Saratoga, and Campbell. Instead of respecting and protecting the unique identity of these communities, the Highway 85 signage pattern is eerily similar to those found in Los Angeles. When traveling on Highway 85, (as in Los Angeles) you are never sure what community you are in, and the street signs provide little assistance since these major arterials continue for miles through several jurisdictions. The current Highway 85 signage pattern will only encourage the perception of this area as an anonymous megalopolis where the identities of our unique communities are obscured by the unyielding commands of the Manual. I sincerely hope that you will not abandon the matter, but authorize our continued involvement until these changes become reality.
