January 8, 1996 DISCUSSION: TJKM Transportation Consultants are extremely familiar with the Town's signals. They were responsible for the following recent projects in Los Gatos: 1. Designing the original Los Gatos Boulevard coordinated signal system in 1989 2. Adding the Blossom Hill Road signals to the above system later that year 3. Designing the National Avenue at Los Gatos -Almaden Road Signal and adding it to the system for remote monitoring purposes 4. Assisting Staff with various signal issues during the MTC Traffic Engineering Technical Assistance Program (TETAP) 5. Assisting Staff with the RTSOP grant application which involved significant research, reports, and estimates for the application which ultimately helped produce the RTSOP grant award of $94,884 This knowledge of Los Gatos traffic patterns and signals is an important reason for hiring TJKM for this work. Their prior work on the grant application for this project means that they are starting with a working knowledge of the project, and already have some of the preliminary work completed. The hourly rate schedule for TJKM is attached as part of the agreement as well as an estimate of staff hours. The rates charged by TJKM are consistent with rates of other transportation consultants in the area. A tentative schedule of the project is as follows: October 16, 1995 Council adopts resolution amending Capital Improvement Program to include "Post Route 85 Traffic Signal Coordination Re -Timing" project January 16, 1995 Council adopts resolution authorizing agreement with consultant for the project February, 1995 Consultant gathers information on existing facilities and traffic volumes, coordinates order of new signal controllers from manufacturer, coordinates installation of telephone line, coordinates discussions with Caltrans Electrical Division April, 1996 All facilities are installed in the field May - July, 1996 Timing plan implemented and evaluated, project complete. CONCLUSION: Staff recommends adopting the attached resolution. ENVIRONMENTAL ASSESSMENTS: Is a project as defined under NEPA (Federal). A Categorical Exclusion has been filed. FISCAL IMPACT: Project was amended to the 1995-2000 Capital Improvement Project budget by Council on October 16, 1995. Project funded 100% by RTSOP (Federal and State) Grant Funding of $ 94,884. These twelve traffic signals were originally coordinated in 1989 as part of a FETSIM project. Since that time, State Route 85 has been extended to the south through the Town of Los Gatos creating a major interchange with State Route 17 which changes the traffic patterns significantly in this area. The two Caltrans signals and the signal at Oka Lane on Lark Avenue will also be added to the existing traffic signal system. This project will also include the addition of another system to include the five signals ca Winchester Boulevard between Lark Avenue and Knowles Drive. Again, two of these signals are within Caltrans jurisdiction and will require extensive coordination with the State agency. For this project a total of 20 traffic signals will be coordinated within two separate systems. Task 1 Develop Detailed Work Scope and Schedule 1.1 The project manager and the project advisor will meet with Town staff to define the proposed scope and schedule as necessary to meet the specific needs of the Town of Los Gatos. 1.2 Based on the comments received on the draft document the work scope and sc) edule will be revised and a final document submitted. Meetings Meeting #1; Define Work Scope and Schedule Products Final Work Scope and Schedule SIGNAL OPTIMIZATION Task 2 Intersection Inventory and Network Schematics 2.1 A kick-off meeting will be held with Town staff during which existing information regarding signal timing and phasing, traffic volumes, turning movement counts, length of link!„ etc. will be obtained. It would also be beneficial to discuss staffs insights into travel patterns and priorities for coordination (mutes to be emphasized). It may be desirable to drive the system with staff to discuss problem approaches or intersections. Any information which can be obtained at this point regarding the desired end results of the project will be useful in ensuring that tb! end product meets these expectations. 2.2 Link -node diagrams, or Network Schematics, of the traffic signal systems will br developed in preparation for producing a TRANSYT-7F model of the systems Link volumes wiui be shown on these schematics after turning movement counts have been conducted. Traffic Signal Coordination and Interconnect Project Scope of Services Page A-1 TJKM Transportation Consukants Decanter 13, 1995 DEC 13 '95 16:44 TJKM TRANSPORTATION CONSULTANTS P.3 2.3 Intersection Inventory Schematics will be prepared showing turning movement volumes, existing signal phasing and the lane utilization at each intersection. Each intersection schematic will be presented graphically on an 8 "x 11" sheet, which can easily be bound into either intermediate or final reports. No changes to the geometries are anticipated as part of this project. 2.4 A draft document containing the Intersection Inventory and Network Schematics will be submitted for review by Town staff. A working paper will be prepared which describes the parameters which are to be used to calibrate the TRANSYT-7F model. The field data to be gathered, methodology for obtaining field data, and allowable tolerances between actual and simulated data will be included. Following receipt of comments on the draft documents, all comments will be addressed and a final document submitted. Meetings Meeting #2; Project Kick-off Meeting Products Intersection Inventory and Network Schematics; draft report Task 3 Data Collection and TRANSYT-7F Model Calibration 3.1 Turning movement volumes will be collected by TJKM for the a.m., midday, and p.m peak periods at the 20 intersections. Machine counts will also be collected for a minimum of 24 hours at up to 3 locations. Field data such as saturation flow, lost tame, queue lengths, length of links, locations of bus stops, mid -block flow profiles, and travel speeds will be determined where such information is not available from the Town. 3.2 The most current turn volumes, existing timing and phasing, saturation flows, lir k lengths and other pertinent data will be input to TRANSYT-7F through QUICK-7F to develop models of the four arterials. 3.3 The TRANSYT-7F models will be calibrated to approximate field data based on the parameters and tolerances determined in Task 2.4. 3.4 The "before" conditions will be simulated through a TRANSYT-7F run for each of the three time periods being studied. 3.5 A draft version of the Existing Conditions Report will be submitted to the Town for review. This report will contain a descripdon of the measures taken to calibrate the TRANSYT-7F model, and an assessment of the measures of effectiveness under existing timing, including total travel time, total delay, total stops, fuel consumption, and average speed. Hard copies of the input and output files for the simulation runs on TRANSYT-7F will be included in appendices. Comments on the draft Existing Conditions Report will be incorporated, and a final report submitted. Products TRANSYT-7F "before" simulation input and output computer files; Existing Conditions Report including hard copies of TRANSYT-7F data Task 4 Develop Optimal Timing Plans 4.1 Optimal phasing patterns for the four corridors will be analyzed using PASSER II-10 for each of the three time periods being studied. The signal timing for each time period will then be optimized through a series of runs. Once timings have been developed which will improve the measures of effectiveness over existing conditions, the measures of effectiveness and route summaries will be forwarded to the Town for review. Optimal timing plans will be finalized with concurrence from Town staff. 4.2 The hours to change between plans will be determined based on hourly volumes for each of the arterials. The times to change between plans may vary for each system being analyzed. 4.3 The finalized timing plans and the TRANSYT-7F computer files and hard copies of the input and output files for the optimization runs will be submitted to the Town staff for review. It is anticipated that during this mew subjects to be discussed may include the Town's System Map, existing hardwire interconnect, and related controller replacements. Data needed for completing the project will also be obtained during this meeting. Some of the information which will be needed includes a digitized map of the Town showing signalized intersections, locations of any existing field master controllers, and as -built plans of the traffic signals to be interconnected. For this project all of tit; traffic signal interconnect conduit and cable is in place and traffic signal interconnect plans will not be required. 5.2 Based on the initial meeting with IDC Traconex/Multisonics and Town staff, follo y up meetings will be scheduled with Peak Traffic Signal Maintenance Inc. (SMI) and Caltrans in order to provide the Town of Los Gatos with a fully functional interconnect system No Winchester Boulevard and Lark Avenue.
