It is recommended that the Council direct staff to advise the
Rinconada Hills Association that Green Valley has adjusted their
route schedule for Clean Sweep Operations, such that operations
within Rinconada Hills will not begin before 6:00 A.M.
DISCUSSION:
On October 26, 1981 the Town Council received the enclosed letter
from the Rinconada Hills Homeowner's Association objecting to
early pick up of trash (2:00 A.M.) during the recent fall Clean
Sweep Operation. Green Valley's contract with the Town limits
normal pic.k ups in residential areas to 6:00 A.M.
Green Valley Disposal conducts "Clean Sweep Operations" two times
a year. On clean sweep days, Green Valley Disposal mobilizes 100%
of their forces to the project in order to complete the bulk of
the clean up in one day. Without substantially increasing their
capability, it is not possible to complete the Clean Sweep Operation
within the hours allowed. On clean sweep days, the normal (Friday)
garbage pick up is completed before the clean sweep trash pick up
begins.

Green Valley indicates that during Clean Sweep Operations in
Los Gatos, their crews begin as early as 1:30 A.M. and finish
as late as 8:00 P.M. In staff's opinion, it is not unreasonable
to relax the starting time for pickup service on the few times
a year that Clean Sweep Operations take place.
Green Valley advises that they can adjust their schedule to put
Rinconada Hills at the end of their route on clean sweep days,
thereby making the Rinconada Hills garbage pick up approximately
7:00 A.M.
It is suggested that a more thorough review of Clean Sweep
Operations be incorporated into the next review of the contract
between the Town and Green Valley Disposal.

Gentlemen:
The Rinconada Hills Association, on behalf of its 432 homeowners,
desires to make a formal complaint regarding the Los Gatos Fall
and Spring Cleanup Schedule with Green Valley Disposal.
The Association, as well as its residents, have complained about
both the time the disposal trucks come into the community as well
as the noise element in the past, however, these complaints are
ignored.
This morning for instance, Green Valley disposal trucks entered the
community between 2:00 and 2:30 AM creating such a noise factor
that by 4:00 AM the security guards had 27 telephone complaints,
not counting the number of residents who reported that their trash
was not picked up.
We urge the Town of Los Gatos to establish time frames for their
Fall and Spring Cleanup, not just taking into consideration the
disposal company's schedule, but to consider the residents of Los
Gatos who are subject to being awakened during the middle of the
night.
