Thank you for your recent correspondence concerning changes in the franchise a-
greement between the Town of Los Gatos and Green Valley Disposal Co.
The new franchise agreement between the Town and Green Valley Disposal Co.
includes a number of changes in services to Town residents. Among the changes
is a restructuring of the rates in order to provide the possibility for
decreased costs to Town residents who are willing to place garbage containers at
a curbside location. This was additionally done in order to better provide com-
pensation to Green Valley Disposal Co. in line with the actual cost to serve
various areas. It is less costly for Green Valley to provide service for curb-
side placement than for locations away from the curbsides. Therefore, a rate
structure that includes additional costs for greater distance was negotiated and
approved.
The new franchise agreement and the rate structure was the subject of a public
hearing held by the Town Council on February 22, 1983. That hearing concluded
months of negotiation with Green Valley concerning services.
I have sent a copy of your letter to Green Valley Disposal Co. and I anticipate
that they will be contacting you shortly concerning any questions you may have
with respect to the new rate structure.

The Green Valley Disposal Company's recent letter (enclosed)
raising their rates effective March 1, and defining what is standard
service appears to be a bit heavy-handed. When it comes down to
proscribing the distance one may place pails from the curb and charging
by the foot - it becomes threatening to the customer. I refuse to go
out and measure at what distance I should place the garbage can.
The company has not been abused in any way by having to walk long
distances to pick up our pails, but they do have a great propensity
for leaving lids in flower beds and strewing garbage along their
path of exit.
The removal of garbage is a necessity, like drinking water and
breathing air, and rules should not be so circumscribed by a private
company who is receiving a handsome sum for its services.
I request that you review this edict, and compare rates, rules,
and services in neighboring cities.
I will anxiously await your reply.
