BACKGROUND
The City of San Jose referred the matter of the Guadalupe Rubbish Disposal
Company's proposed landfill expansion to the Town in January 1988. The proj-
ect included the relocation of two existing buildings and the construction of
a new administration building and parking lot. The applicant has filed for
development prezoning, which is currently pending before the City of San Jose,
to prepare for annexation. The approvals of the modifications to Guadalupe
Disposal's Use Permit is being done through the county simultaneously. This
is a separate application, which does not include the expansion of the area
used for landfill operations or gas recovery facilities. That portion of the
project will be handled by San Jose once the property has been annexed and the
EIR that is being prepared is complete.
DISCUSSION
The applicants are requesting to modify an existing Use Permit to allow the
relocation of two equipment maintenance buildings and the construction of a
new administration building and parking areas for 61 trucks and 110 cars. One
existing building is used for landfill equipment maintenance and the other is
used for franchise collection vehicle maintenance. A small septic system will
be constructed in conjunction with the administration building. The County
has prepared an initial study and has determined that although the proposed

project could have a significant effect on the environment, there will not be
a significant effect in this case since mitigation measures have been added to
the project. Therefore a Negative Declaration is recommended. The mitigation
measures included in the project to avoid potentially significant effects are
as follows:
1. Project will be conditioned by Land Development Engineering to in-
sure that drainage is properly handled.
2. Exposed slope will be seeded to minimize the potential for erosion.
A significant amount of grading will be necessary in order to create a pad
large enough for the parking areas and movement of heavy equipment around the
around the maintenance buildings. Although a very large volume of material is
being moved (330,000 cubic yards of cut and 360,000 cubic yards of fill), it
is in keeping with the on -going activity on the site. The grading methods
used and seeding the slopes after grading operations are complete will help
insure that the project does not result in increased on -site erosion.
Exterior materials for the administration building will consist of natural
stained wood siding with darker stained wood trim. The two maintenance
buildings being relocated are made of vertically ribbed metal. None of the
structures should be visible from off the site.
The proposed project will allow construction trucks to be parked on -site,
rather than in Los Gatos. This will shift the a.m. and p.m. traffic
patterns. The trucks will leave the facility in the mornings rather than go-
ing directly to their routes from the Los Gatos site. In the evenings the
trucks will remain on the site instead of returning to Los Gatos. Overall,
there will be no change in the actual amount of traffic generated by the fa-
cility. The a.m. - p.m. shift should not have any significant impact on the
traffic situation in the general area of the project site.
The County Planning Commission held a Public Hearing on this matter on June 2,
1988. The action of the Commission was to approve the Negative Declaration
and grant the Use Permit subject to Architectural and Site Approval. The
County is aware that the Town is concerned about the entire project and will
notify the Planning Department if any significant changes are made in the
plans being processed by them.
