RECOMMENDATION:
That Council adopt the attached Resolution regarding Designation
of Source Reduction and Recycling Task Force for Santa Clara
County.
BACKGROUND:
AB 939, the California Integrated Waste Management Act of 1989,
became effective January 1, 1990. The law requires each county in
the State to convene a Source Reduction and Recycling Task Force
by March 1, 1990 to assist in coordinating the development of the
Source Reduction and Recycling elements also required in the
legislation.
A letter from Gail Woolley, Chairperson of the IGC, is attached for
further information.

RESOLUTION OF THE TOWN OF LOS GATOS
ADOPTING RESOLUTION DESIGNATING THE
INTERGOVERNMENTAL COUNCIL SOLID WASTE COMMITTEE
AS THE SOURCE REDUCTION AND RECYCLING TASK FORCE
FOR SANTA CLARA COUNTY
WHEREAS, Division 30 Section 40950, of the California
Public Resources Code, effective January 1, 1990, requires each
county in the State to convene a Source Reduction and Recycling
Task Force by March 1, 1990, to assist in developing the city and
county source reduction and recycling elements of the County -wide
Integrated Waste Management Plan prepared pursuant to Public
Resources Code Section 41000 et seq. and to prepare the county-
wide siting element required pursuant to Public Resources Code
Section 41700 et seq;
WHEREAS, Section 40950 further requires that membership
of said Task Force shall be determined by the Board of Supervisors
and a majority of the cities within the county which contain a
majority of the population in the county;
WHEREAS, the purpose of the Task Force is to ensure a
coordinated and cost-effective regional recycling system, and to
develop goals, policies, and procedures consistent with guidelines
and regulations adopted by the State Integrated Waste Management
Board (IWMB) ;
WHEREAS, the Task Force may include representatives of
the solid waste industry, environmental organizations, general
public, special districts, and affected governmental agencies;
WHEREAS, the Board of Supervisors and the cities of Santa
Clara County have already established a solid waste decision -
making structure which meets the requirements of Public Resources
Code Section 40950, namely the Intergovernmental Council Solid
Waste Committee, which is composed of nine elected officials and
provides balanced representation of the problems, issues and
viewpoints in different areas of the County;
WHEREAS, the Solid Waste Committee is advised by the
Solid Waste Technical Advisory Committee, which is composed of
solid waste management professionals from local cities, the County,
and the private sector and representatives of various community
organizations, thus bringing a wide range of expertise,
information, and involvement into the decision making process; and
WHEREAS, the Intergovernmental Council, the principal
advisory committee on county -wide solid waste planning in Santa
Clara County, recommends designation of the solid Waste Committee,
with the support of it's Technical Advisory Committee, to fulfill
the Task Force role;
NOW, THEREFORE, BE IT RESOLVED by the Town of Los Gatos,
State of California, in accordance with the above determinations,
that the resolution to designate the IGC Solid Waste Committee as
the Santa Clara County Source Reduction and Recycling Task Force
is hereby approved and adopted.
PASSED AND ADOPTED at a regular meeting of the Town
Council of the Town of Los Gatos, California, held on the 20th day

SUBJECT: DESIGNATION OF SOURCE REDUCTION AND
RECYCLING TASK FORCE FOR SANTA CLARA COUNTY
At the February 1 Intergovernmental Council (IGC) meeting, the IGC
unanimously adopted the following motion:
Motion by McKenna, seconded by Tryon to recommend that the
Board of Supervisors establish a Santa Clara County Source Reduction
and Recycling Task Force as required by AB 939 by designating the
IGC Solid Waste Committee to fulfill this role.
This request will be considered by the Board of Supervisors on February
13. IGC is requesting that your city agendize and recommend approval
expeditiously. A draft resolution for your consideration is attached.
AB 939, the California Integrated Waste Management Act of 1989, became
effective January 1, 1990. The law requires each county in the state to
convene a Source Reduction and Recycling Task Force by March 1, 1990 to
assist in coordinating the development of the Source Reduction and
Recycling elements also required in the legislation.
Membership in the Task Force is to be determined by the Board of
Supervisors and a majority of the cities within the county containing a
majority of the incorporated population. The legislation provides a list of
possible Task Force participants including representatives of the solid
Board of Supervisors: Susanne Wilson./_oc I_ofgren. Ron Gonzales, Rod Diridon, Dianne McKenna

waste industry, environmental organizations, general public, special
districts, and affected governmental agencies.
This suggested membership list is consistent with the solid waste decision -
making structure already established to guide policy in Santa Clara County
which utilizes the IGC Solid Waste Committee (SWC) supported by the Solid
Waste Technical Advisory Committee (TAC).
The purpose of the Task Force, as outlined in the law, is to ensure a
coordinated and cost-effective regional recycling system, and develop goals,
policies and procedures consistent with guidelines and regulations adopted
by the State Integrated Waste Management Board (IWMB). This charge is
consistent with the role of the SWC in the local solid waste management
process.
Since State law requires designation of a Task Force by March 1, 1990,
immediate action by all of the cities and the County is necessary. Please
send copies of the resolution with a letter from your jurisdiction to
Margaret Rands, Solid Waste Program Manager, Department of Planning
and Development, County Government Center, 7th floor East Wing, 70 West
Hedding Street, San Jose, CA 95110. Thank you for your cooperation in
expediting this request.

Applicant, Ilham and Mina Arif.
The following person spoke to the issue:
Mr. Ilham Arif, 27 E. Main St., is still looking for a restaurant location in Town since the
earthquake closed his October 1989.
