Item 7 Staff Report Approve 1999-2000 Storm Water Management Program Work Plan for the Town of Los Gatos and the West Valley Sanitation DistrictCOUNCIL AGENDA REPORT DATE: April21, 1999 TO: MAYOR AND TOWN COUNCIL FROM: TOWN MANAGER SUBJECT: MEETING DATE: 5/3/99 ITEM NO. —7 APPROVE 1999-2000 STORM WATER MANAGEMENT PROGRAM WORK PLAN FOR THE TOWN OF LOS GATOS AND THE WEST VALLEY SANITATION DISTRICT RECOMMENDATION: Approve 1999-2000 Storm Water Management Program work plan for the Town of Los Gatos and the West Valley Sanitation District. BACKGROUND: In April of 1992, the Town of Los Gatos, City of Campbell, and the City of Monte Sereno entered into an agreement with the West Valley Sanitation District (WVSD) to collect a fee and provide certain services related to the Nonpoint Source Pollution Prevention Program. Each year the Town and the WVSD cooperatively prepare an annual work plan (Attachment 1) for Council approval. In August of 1995, the Santa Clara Valley Nonpoint Source Pollution Control Program (Program) was reissti,l a Municipal Storm Water National Pollution Discharge Elimination System (NPDES) permit. Permits are reissued in" 5 year cycles and this is the second permit for the Program. The Program is made up of thirteen co-permittees comprised\ of cities, the county, and the Santa Clara Valley Water District. The Program is currently undergoing several operational \ and procedural changes, including a new name. The Program is now called the Urban Runoff Management Program. The current direction of the Program is to provide regional type services and return all other permit requirements to the local level. DISCUSSION: The WVSD, Town of Los Gatos, City of Campbell, City of Saratoga, and City of Monte Sereno have consolidated efforts by creating the "West Valley Clean Water Program" (WVCWP). The WVCWP has increased administrative efficiency, reduced redundancy of effort, and provides the cooperative with a stronger negotiating position. As the Urban Runoff Program transfers work items back to the local level, the WVCWP will assume the majority of that work load. WVCWP has increased workload to include working directly with Central Fire District for annual inspections of commercial businesses, managing administrative contracts, public outreach, agreements, and payments for permitting and inspections. The program meets the objectives of the Federal Clean Water Act and reduces environmental pollution from non -point sources. ENVIRONMENTAL ASSESSMENTS: Is a project as defined under CEQA but is statutorily exempt under Section 15301. A Notice of Exemption will not be filed. FISCAL IMPACT: The revenue from the Storm Drain Fees for FY 1999-00 is estimated at $344,543. The West Valley Sanitation District work plan will receive $114,400 for program activities. The Town of Los Gatos work plan is budgeted for in the Annual Operating Budget Fund 220. West Valley Sanitation agrees to pay the Town's share within 30 days of receipt of the Tax roll distribution. Staff will incorporate the Nonpoint Source funding and expenditures in the 1999-2000 Operating Budget.
