B. AUTHORIZE REVENUE BUDGET INCREASE (210-48609) FOR

C. ADOPT RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE AN
AGREEMENT WITH HOPE REHABILITATION SERVICES FOR SCAVENGING.
RECOMMENDATION:
Town -Wide Garage Sale
A. Adopt Resolution Authorizing the Town Manager to execute a Letter of Agreement with the County of Santa
Clara for reimbursement of expenses.
B. Authorize revenue and budget increase (210-48609) for reimbursement of expenses and increase fund balance.
C. Adopt a Resolution Authorizing the Town Manager to execute an Agreement with HOPE Rehabilitation
Services for Scavenging.
BACKGROUND:
On September 12, 1997, Council approved incorporation of new projects into the Town's Solid Waste Management
Program including a Town -Wide Garage Sale. The project's goal is to divert waste from the landfill by making still -
usable items available for reuse.
DISCUSSION:
Agreement with Santa Clara County
The Town is working with the County of Santa Clara to allow residents of unincorporated areas within and adjacent to
Los Gatos to participate in the event. An agreement has been made between the two parties to compensate the Town
for administrating and coordinating the Garage Sale.
The Town is managing all aspects of the event including: creating outreach materials, registering participants, and
preparing the data base. Under the Agreement, the County of Santa Clara agrees to reimburse the Town of Los Gatos
up to $890.00 based on actual expenses.
Agreement with HOPE Rehabilitation Services
For participant's convenience, staff is recommending that the Town contract with HOPE Rehabilitation Services to collect
discarded reusable items left at the curb. Items will be collected between 5 and 9 p.m. on May 9. Staff invited a number

of non-profit scavengers to meet and discuss the scavenging opportunity. Two vendors attended the meeting. HOPE
is best suited to serve the Town as it operates a year-round scavenging program and provides collection services for other
city-wide garage sales in the County. In addition to improving participant convenience, this service will encourage
materials re -use (as opposed to disposal).
ENVIRONMENTAL ASSESSMENTS:
This project is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
Funding for the Project is included in the Town's FY 1997-98 Operating Budget. Authorize revenue budget (210-48609)
increases for reimbursement of expenses by $890 and increase fund balance.
