RECOMMENDATION:
Consider appointing Community Services Commissioner George Perazzo as liaison to the Senior Task Force.
DISCUSSION:
At the Council's last meeting, Community Services Commissioner Paul Dubois asked that Council appoint a Community
Services Commissioner to the Senior Task Force as a liaison. Tasked by the General Plan Human Services Element with
identifying community needs and facilitating solutions, the Commission has designated Commissioner George Perazzo
as liaison to the Senior Consortium. Commissioner Perazzo also attended other meetings aimed at seniors and visited
senior centers as part of his research. His knowledge of senior programs has aided the Commission in developing its
funding recommendations to Council. The disadvantage of appointing a Commissioner as.a liaison is the possible
perception some may have that the Commission has not fulfilled its duty and may attempt to influence the Task Force
into making a "no action" recommendation. If Council wishes to appoint a Community Services Commissioner to the
Task Force it could appoint a non -voting liaison.
ENVIRONMENTAL ASSESSMENT:
Appointing Senior Task Force members is not a project defined under CEQA, and no further action is required.

Subject Request for a Liaison
if you will recall at the meeting of January 18th I made a request of Council to consider the
appoinimepA of a liar from the Coninn3 iter SfIrvices Commission to the new Senior Task
Force. As C ma§u iityr Services Commission is charged with as.s ing grad .making
recommendations regarding the fun. cling of programs to meet the needs of OUT community, we
feel that it is essential to create a non -voting `ad -hock member) liaison betww<c,i the two groups
as an information conduit.
Council may not be aware that the Community Services Connrnission has never (during the years
that 1 have served on the Commission) heard public testimony regarding the need for additional
senior services. Staff members f[ urn the Community Services L epartment have shared staff
reports regarding senior issues and at review time for CDBG funding we hear of the needs from
senior provider organizations. The Community Services Commission has no bias or position
regarding any issues the Senior Task Force is charged with deteinnin&ng. In our quest to become
more informed ormed we currently liaison with the Senior Coordinating Council. Mr. George Pera:ro is
our representative to that organization and would he our suggested representative to the Senior
Task Force.
If it is our charge to make informed recommendations to the Council, then it is my opinion that
we need to be part of the process, and a liaison would help.

RATIFICATION OF PAYROLL/DECEMBER 1999 - JANUARY 2000 (04.V)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, ratify the check register for the payroll of
December 26, 1999 through January 8, 2000, paid on January 14, 2000, in the amount of $389,012.31.
Carried unanimously.
ACCOUNTS PAYABLE/RATIFICATION/JANUARY 2000 (05.V)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, that Council ratify the accompanying check
registers for accounts payable invoices paid on January 14, 2000, and January 21, 2000 in the amount
of $426,299.10. Carried unanimously.
MINUTES OF JANUARY 18, 2000 (06.V)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, that Council approve the Minutes of January 18,
2000 Town Council/Redevelopment Agency Meeting as submitted. Carried unanimously.
TREASURER'S REPORT (07.V)
Informational report submitted by the Treasurer to the Council for the month ended December 31,1999
was received and filed.
AMICUS BRIEF/AMELCO ELECTRIC VS CITY OF THOUSAND OAKS (08.01)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, that Council authorize the Town Attorney to join
the Town of Los Gatos in the amicus curiae brief in the case of Amelco Electric vs. City of Thousand
Oaks, Division six, Second Appellate District, Case B 129406, at no cost to Town. Carried unanimously.
SENIOR TASK FORCE/LIAISON TOTO COMMUNITY SERVICES (09.20)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, that Council consider appointing Community
Services Commissioner George Perazzo as liaison to the Senior Task Force. Carried unanimously.
ENGLEWOOD/ANNEXATION/TRAFFIC ISSUES (10.40)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, that Council accept report on responses to Greg
Moss' questions re: Englewood neighborhood annexation. Carried unanimously.
VERBAL COMMUNICATIONS/RESPONSE (11.01)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, that Council accept report on response to verbal
communication from Ms Mary Keith Osborn. Carried unanimously.
DOWNTOWN SIDEWALKS/MAINTENANCE/BUDGET (12.28)
Motion by Mr. Attaway, seconded by Mr. Pirzynski, that Council accept report on long term solution
(including downtown maintenance person) for mechanical cleaning of downtown sidewalks, and
authorize expenditure budget increase of $66,530 funded from the Manager's contingency fund. Carried
unanimously.
