Item 19 Staff Report Adopt Resolution Regarding Use of Neighborhood Center by Santa Clara County Transportation AgencyCOUNCIL AGENDA DATE: 11/18/91 ITEM NO. / 7 TOWN OF LOS GATOS COUNCIL AGENDA REPORT DATE: November 13, 1991 TO: MAYOR AND TO CO FROM: TOWN MANAGER SUBJECT: ADOPT RESOLUTION REGARDING USE OF NEIGHBORHOOD CENTER BY SANTA CLARA COUNTY TRANSPORTATION AGENCY RECOMMENDATION: Adopt Resolution regarding the Santa Clara County Transportation Agency's use of the Los Gatos Downtown Neighborhood Center. BACKGROUND: The Council has established a policy to provide services at cost recovering rates. Consequently, a maintenance fee is charged to all Neighborhood Center tenants at $1.17 per square foot per month in accordance with Resolution 1991-94. DISCUSSION: The Santa Clara County Transportation Agency's senior transit advisor uses approximately 154 square feet of office space in the reception area of the Neighborhood Center. This has a value of $1,082 per year. It appears that there was a verbal agreement in 1979 through which the Town provided space and a telephone for the senior transit advisor. Staff began dialogue with the County in March to bring it into compliance with the Town's fee schedule. During discussions, the County stated that they had no funds to pay the maintenance fees and reimburse the Town for telephone costs. As a compromise, staff offered to seek approval from Council to begin charging maintenance fees July 1, 1992, but leave the County responsible for paying its telephone costs estimated at $350.00. The County could submit a Community Grant request next Spring to cover the agency's FY 1992/93 costs (see attachment 2, letter to Fran Timoteo, Customer Services Supervisor). Response to Staffs letter was submitted by Lawrence Reuter, Director of the Agency, to Council. In his letter, Mr. Reuter discussed the value of the Senior Transit advisor's services and asked that Council consider waiving the annual fee for use of the Neighborhood Center. A message was left, but he did not return the call. Staff did reach Ms. Deborah Wetter, Director of Marketing. The discussion centered on the costs of (1) telephone services and (2) space. (1) The issue of telephone costs has been resolved. Ms. Wetter suggested that the senior transit advisor did not necessarily need a phone. Within a few days of my conversation with Ms. Wetter, Ms. Timoteo called and said she had spoken with the senior transit advisor and that the latter stated that she did not need a phone. Consequently, Staff contacted GTE and had the telephone disconnected. (2) It is unclear whether or not the County is willing to apply for Community Grant funds from the Town. Ms. Timoteo has stated that they have other possible sites for the senior transit advisor. CONCLUSION: In fairness to users of the Neighborhood Center, it is necessary to apply policies and procedures uniformly. The value of the County's program is not being questioned. All of the community service groups which use the facility benefit the community members in some way. The Town's Community Grant Program provides a process through which the Council allocates limited resources, including funding for office costs. As a result of discussions, telephone costs have been eliminated. If Council agrees to begin charging the County for maintenance fees July 1, then the County will have an opportunity to apply for grant funds from the Town or other sources or relocate. FISCAL IMPACT: The revenues from the Agency for use of the space are not included in the FY 1991-92 operating budget. Therefore, adoption of the resolution will not negatively impact the budget. As per our telephone conversation, I would like to offer a delay in billing the Santa Clara County Transportation Agency for the building maintenance fees for the current fiscal year; this has a value of $1,082. The agency would be responsible for the telephone costs incurred by the senior transit advisor. You would then be encouraged to apply for a community grant from the Town to cover these two program costs for the 1992/93 fiscal year. I hope you agree that this is a valuable contribution to your program. The Town would cover over 75% of the costs normally borne by the Center's tenants. Please feel free to call me with any questions regarding the offer. Because it includes an allocation of resources, the proposal must be approved by the Town Council. G ) Dear Mayor Ventura and Council Members: For more than sixteen years the Santa Clara County Transportation Agency has provided a Senior Transit Advisor to serve the Los Gatos area community. There has been no cost to the Town other than providing a desk and telephone for the use of the Advisor for approximately three hours each weekday morning. For most of those years, the Transit Advisor has had the use of a desk in one corner of the reception area of the Neighborhood Center, a location where seniors gather as do residents of all ages. During all these years there has been no suggestion that the County should pay the Town for the use of that space and phone. We have nine other Senior Advisors situated throughout the County, each performing community outreach work at no cost for the use of their space or telephone. It is with regret that we have been informed by Community Services Director, Regina Falkner, that you no longer wish to have our representative continue at that location without a maintenance fee for the space of $1,082.00 per year plus payment for the telephone. Due to the County's current budget restraints, we are striving to continue to provide existing services to the public without adding expenses. Senior Advisors work 20 hours each week and are paid by the Transportation Agency. Much of this time is spent outside the office distributing timetables, maps, brochures and other informative materials to numerous locations in the community. These locations include senior centers, community centers, nutrition sites, senior housing, mobile home parks, libraries, post offices, etc. In addition to working one-on-one answering questions about bus and light rail service, they also answer questions about other Bay Area transit systems such as BART, CalTrain and the Golden Getaway Program. The Advisors visit groups to give presentations. The presentations include timetable and map reading, fare and ticket and pass information, general discussion about public transportation service to newcomers, etc. Senior Advisors also escort individual seniors and groups on their first transit experience to familiarize them with their transit system.
