Arts Commission RECOMMENDATION: For information, only. DISCUSSION: Attached is a background report from the Arts Commission. Committee chairs will provide project status reports at the meeting, including upcoming tasks/activities. FISCAL IMPACT: Three of the Commission's projects require funding. The total cost of current fiscal year projects is estimated at $12,855. The Town allocated $4,250. The Commission has successfully raised $6,330 from other sources. F Community S Dffector Reviewed by: Attorney Finance Revised: 2/21/96 10:22 am Reformatted: 10/23/95 MEMORANDUM COMMUNITY SERVICES DEPARTMENT To: Town Council From: Arts Commission Subject: ARTS COMMISSION SUBCOMMITTEES Date: February 15, 1996 Forbes Mill Footbridge Mural Project Subcommittee The Forbes Mill Footbridge Mural Committee is currently developing and coordinating an art/historical interpretive youth mural for the interior of the Forbes Mill footbridge. The Forbes Mill footbridge, an integral part of the Los Gatos Creek Trail, rises from the foot of Forbes Mill Museum above Highway 17 to connect the east side of the Los Gatos Creek to the west side near Old Town. Over the years the interior of the footbridge has been the target of vandalism and graffiti. It is expected that the mural project will deter further vandalism on the bridge; expose Los Gatos youth to art, nature, and Los Gatos history; encourage youth to take responsibility in enhancing the community; attract more people to the Los Gatos Creek Trail and Forbes Mill Museum; and share the history of Los Gatos with the public. The Committee anticipates that 50 to 156 volunteer Los Gatos youths ranging in age from 6-18 years will create the historical drawings. Youth from a diversity of ages, cultures, and socio-economic backgrounds are expected to participate. A subcommittee of volunteers is working with the youth to provide art direction in the creation of mural sketches and several workshops have already been held to facilitate this process. Mural sketches will be exhibited in the Town Council Chambers from March 1 - 28, 1996 (before painting begins on the footbridge). The Art Selection Panel will assign panels to participating youths on the basis of overall design. There are 156 individual panels on each side of the footbridge. The panels measure appi ox. 44" wide x 40" high. Prior to painting, the bridge will be and cleaned, sanded and primed with a special metal primer. Music in the Plaza (MIP) Subcommittee Music in the Plaza is a summer series of free musical concerts held in the Town Plaza Park on Sunday afternoons. It is an extremely popular event which has enriched the community and added vitality to the downtown area since 1988. Five to ten performances of various musical styles are planned each season; the number of concerts actually presented is dependent upon donations, grants and project costs. The MIP Subcommittee coordinates the concert program by securing musical performances and other services, coordinating fundraising efforts, managing MIP funds, and implementing advertising and promotional strategies. The Town, in turn, provides the use of the Plaza park and Town stage, provides limited insurance coverage, executes contracts and retains the stage crew. The Subcommittee has already submitted one grant application, pursued a variety of donation possibilities, and scheduled weekly meetings to develop a concert series which: • • Meets the highest quality artistic standards; Allows community members to share a common experience; Supports a variety of styles, forms, and multi -ethnic and cultural origins; and Meets the social and cultural needs of the entire family. Public Art Subcommittee The Public Art Subcommittee serves two primary functions: it recommends Art Selection Panel members to the Arts Commission and considers initial art work placement as it relates to art work offered to the Town for public installation. The Committee, in conjunction with the Arts Commission, recently recommended the appointment of five Art Selection Panel members to the Town Council. The Public Art Subcommittee will work with the Art Selection Panel over the next several months to: Review the Town's public art policy; Evaluate agreement renewal options for the sculptures loaned to the Town by Paul Gorenuic and Eric Zimielis; Advise the Forbes Mill Footbridge Mural Project Subcommittee, upon request. Art in the Council Chambers Subcommittee The Art in the Council Chambers Subcommittee serves three primary functions: it coordinates efforts which allow artists to exhibit work locally, it strives to support activities that allow the public access to a wide variety of art expression, and it works to enhance the environment surrounding the Civic Center. The Subcommittee has scheduled seven (7) exhibitions for the Council Chambers during 1996; in keeping with Town policy, each exhibit is scheduled to run from one to three months. A reception is coordinated to kick off each new exhibit and announcements are widely distributed. A sponsorship program is currently in place which allows individuals to "adopt" an art exhibit, which means s/he pays for printing appropriate advertising materials, usually postcards. A number of Council members, commissioners, staff, and private citizens have sponsored exhibits in the past, and press coverage from the Los Gatos Weekly Times has been extensive. The Art in the Council Chambers program is popular among local artists and citizens alike. Evaluation Committee The Evaluation Committee evaluates applications submitted to the Town's Community Grant Program.
