Arts Commission Information ReportMEETING DATE: 3/22/99 ARTS CaffISSTflN DATE: TO: FROM: SUBJECT: COUNCIL AGENDA REPORT February 11, 1999 MAYOR AND TOWN COUNCIL TOWN MANAGER ARTS COMMISSION INFORMATION REPORT RECOMMENDATION: For information only. BACKGROUND: As stated in the Arts Commission Master Plan, the Arts Commission encourages the understanding, development, and appreciation of creative arts activities in the Town of Los Gatos. Its purpose is to enrich people's lives through the arts and establish a strong community identity. The Arts Commission is advisory to the Town Council on arts programs and plans, and coordinates Council -approved arts activities. DISCUSSION: The primary work goals for the coming year are: Complete the Forbes Mill Footbridge Mural Project ▪ Complete and distribute the Cultural Arts Guide ▪ Hold another successful Music in the Plaza concert series • Continue to hold six Art in the Council Chambers exhibits per year The Arts Commission has four work committees: Visual Arts, Performing Arts, Public Arts, and Administration_ The majority of Commission work is performed by these committees. Following are status reports from each committee. Visual Arts Committee Projects: Art in the Council Chambers, Art Walk, Cultural Arts Guide, Forbes Mill Footbridge Mural Art in the Council Chambers: The Arts Commission coordinates six exhibits each year in the Council Chambers. This program allows artists to work locally, gives the public access to a wide variety of art expression,and enhances the environment surrounding the Civic Center. Exhibits are already scheduled through the end of 1999. The Committee continues to increase resident, student, and senior artist involvement with annual exhibits by Los Gatos High School and the Senior Watercolor classPs. It also continues to obtain local donations of flowers and refi-eshments for exhibit receptions. Art Walk. The Committee is in the preliminary stages of planning an Art Walk event or series of events. The Art Walk would include a self -guided tour of Los Gatos art galleries, museums, public art, merchant displays of local artists, and the Art in the Council Chambers, as a way of promoting the variety of art to be found in Los Gatos. The Los Gatos Museum has expressed interest in participating in this project. Cultural Arts Guide: The Committee has completed the text .f a Cultural Arts Guide for Los Gatos. The Los Gatos Chamber of Commerce will be responsible for printing and distributing the Guide. Forbes Mill Footbridge Mural: The Mural Project, a collaborative effort coordinated by Mural Committee volunteers and the Arts Commission, was intended to bring together local area school kids in the transformation of the footbridge into a colorful, interpretive mural reflecting Town history, culture, agriculture, architecture, flora, and fauna. Painting sessions held in the spring and summer of 1996, 1997, and 1998 were attended by over 100 local students, and resulted in completion of all but 20 of the 156 total panels. The project is considered completed, with the exception of application of an anti -graffiti coating. Performing Arts Committee Projects: Music in the Plaza, Heritage Theatre Restoration Music in the Plaza: Coordinated jointly by the Arts Commission and the Community Services Department, MIP is a summer series of free musical concerts held in Town Plaza Park on Sunday afternoons. It is an extremely popular event which has enriched the community and added vitality to the downtown area since 1988. Each concert attracts close to 500 area residents; the July 4th and other special concerts attract as many as 1500 people. The Committee and its volunteers raised over $17,000 in donations for the 1998 series, which included eleven concerts. The 1999 series will run from June 20 to August 29. Heritage Theatre Restoration: The Committee is providing a liaison to the Friends of the Heritage Theatre, a non-profit organization dedicated to restoring the Heritage Theatre in Campbell. The theater was built in 1938, and was an integral part of the training of students in music, drama, and chorale for forty years. When fully restored, it will provide theater arts training and performance space for the entire West Valley community. Public Arts Committee Project: Public Art Program Public Art Program: The Town's Public Art Program provides a process through which the Town can accept artwork on loan or as a gift. Its objective is to provide the community with the opportunity to enjoy access to a variety of artwork created by local and national artists. Most recently, the Council accepted a redwood sculpture by artist Paul Wilson honoring Soquei conductor and composer George Barati and his wife Ruth. The sculpture will be placed in front of the ramp leading to the Library from Pageant Avenue. Administration Committee Projects: Community Grants Community Grants: The Arts Commission evaluates applications submitted annually by local arts, educational, and cultural organizations interested in obtaining grant funds through the Town's Community Grant Program. A total of $20,000 was allocated to local arts, cultural, and educational agencies for FY 1998/99. Applications for the FY 1999/2000 Community Grant process were made available on February 1. ENVIRONMENTAL ASSESSMENTS: This project is not a project defined under CEQA, and no further action is required.
