Parks Commission Informational ReportMEETING DATE: 3122,99 PARKS COMMISSION COUNCIL AGENDA REPORT DATE: February 18, 1999 TO: MAYOR AND TOWN COUNCIL FROM: TOWN MANAGER SUBJECT: PARKS COMMISSION INFORMATIONAL REPORT RECOMMENDATION: For Information only DISCUSSION: Attached is an informational report from the Parks Commission. Attachment 1 recommends additional resources to the Parks Department. Commission Chair will discuss information regarding Commission requests at the Joint Session. The Commission will address the following items: 1. Additional Staff to maintain infrastructure 2. Access Trail at Blossom Hill Park 3. Town Plaza Redevelopment 4. Additional Resources to maintain_infrastructure; The Parks Commission recommends additional resources to the Parks Department to maintain standards and assist with reforestation process. Numerous streets are in need of extensive tree replacements. Funding for these activities was reduced in the early 1990's. Improvements could be accomplished by contract or by adding staff. 2. Access Trail at Blossom Hill Park; Trail access to Blossom Hill Park is on Hillbrook road, belongs to Santa Clara Valley Water District. We do not have a paved access from the Blossom Hill Road side. The Parks Commission is requesting a paved access from the Blossom Hill Road side of the park to hook up with the existing asphalt pathway that runs through the whole park. The reason being when the lawn is wet it is difficult to walk on as well as women with heels can not walk on the turf. The Water District could deny us access on the Hillbrook Road at any time. This item could be considered in future CIP budgets. 3. Town Plaza Redevelopment: The Parks Commission would like to have the renovation of the Town Plaza moved forward. The project is being considered in the RDA-CIP process. Staff is recommending the project be brought forward to FY 2001-02. Staff is concerned about the existing fountain from a safety perspective. Replacing the fountain with a flat surfaced fountain such as is found in Downtown San Jose would be preferred. 4. Fire Truck at Oak Meadow Park: New playground equipment was installed at Oak Meadow Park. However the fire truck was left at Oak Meadow Park. The Fire truck does not meet consumer safety standard guidelines. We have been unable to find contractors who will undertake upgrading it to meet the safety guidelines due to liability issues. Currently the fire truck is fenced. The Parks Commission would like to remove the fire truck from the park and replace it with a playground apparatus that meets consumer safety guidelines. The Fire truck could be relocated out of the children's playlot and fenced for viewing purposes only or donated to someone interested in a restoration project. ATTACHMENT
