DISCUSSION:
Attached is an informational report from the Community Services Commission. Attachment 1 decribes the status of
current projects and programs. Commission Chairs will provide additional information to the Council in regards to
Commission programs and projects at the Joint Session. The Commission is very active with six committees and four
liaison appointments.
The Commission will be soliciting feedback on the following:
1. The Commission is working with staff to research the possibility of building a house in cooperation with Habitat for
Humanity on the Town owned property on Church Street. Should this effort be continued?
2. The Commission intends to advertise the Garage Sale event through the Town's newsletter , KCAT, and the Los
Gatos Weekly. Should the event be publicized more broadly?
3. What options would the Council like the Commission to explore when it develops it's report regarding housing
development strategies?
4. What changes, if any, would the Council like to see on the Human Services evaluation and funding process?

The Commission's steering committee consists of the Chair, the Vice -Chair and the Community Service
Director. It's function is to review the operation and direction of the commission and to recommend
appointments to sub -committees, etc. The current sub -committees and their members are as follows:

Agency Liaison (formerly Adopt and Agency) - Paul Dubois. Chair
During 1997, the Commission replaced the Adopt -an -Agency program with a visitation program which allows
all commissioners to view first hand the operations and facilities of the agencies that we support. If the agency
is located in Los Gatos, Paul has scheduled Commission meetings at their locations. Thus far, the Commission
has met at A Place for Teens, and the Live Oak Adult Day Care Center. In future months, non -Los Gatos based
agencies will be invited to Commission meetings to give an overview on their operations.
Evaluation Committee. Jack Neal. Chair
This committee, consisting of Jack and three other commission members, have the responsibility of reviewing
the requests for funding of the CDBG funds. The 1997-98 funds authorized for funding for the Town of Los
Gatos was $171,940. This amount was allocated as follows: Public Services - $33,180, Housing and Other -
$123,760, and CDBG Administration - $15,000. The evaluation for the next fiscal year will be done by this
Committee in March. This Committee's recommendations are then presented to the full Community Services
Commission, which in turn submits its recommendations to the Town Council in April. Jack will attend the
Town Council meeting to present these recommendations and answer any questions regarding recommended
allocations.

This Committee also reviews the Town's Community Funding grants in the Human Services area in a similar
fashion to the above, but approximately 30 days later. The FY 1997-98 funds allocated were $71,290. Thus the
combined funds were some $243,230 which were reviewed by this sub -committee.
This committee also recommended a two year grant request application in order for a reduction in time
commitments by the applicant, the Community Services Department and the Community Services Commission.
Housing Committee. George Perazzo. Chair
Housing Element
The Housing Committee attended a variety of meetings concerning the revision and adoption of the Town's
Housing Element.
An extensive review of the consultant's recommendations and other written materials was made.
The Committee participated in the bus tour of the Town conducted by Town star
A report on the Housing Element was made to the Community Services Commission. Recommendations
were subsequently adopted by the Commission and forwarded to the Town Council.
Los Gatos Creek - Affordable Housing Project
The Committee reviewed the written proposal, invited Nancy Wright, Community Housing Developers,
to attend a Community Services Commission meeting to discuss the project, and toured the site with
Community Housing Developers and Town staff.
A report was made to the Community Services Commission resulting in a recommendation for approval
to the Town Council.
The Committee continues to monitor progress of the project through regular contact with the
Community Housing Developers Project Manager.
Below Market Price Guidelines
• Attended Town Council's study session on Housing.
• Committee met with staff to review Below Market Price guidelines in light of the new Housing Element.
• Review has centered on eligibility criteria for applicants, pricing of owner occupied units, and resale of
units.
• Committee is in the process of preparing recommended changes and will submit them to the Community
Services Commission at the February meeting.
Affordable Housing Fund
The Town's affordable housing funds total over $500,000. The Commission understands that these funds are in
jeopardy of being reclaimed if they are not allocated within the next year. The Commission will explore
methods of developing housing strategies and return to Council with a report. Options identified to date
include: hiring staff, using volunteer committees, and hiring a consultant.
Recycling Committee. Toni Blackstock. Chair
The Recycling Subcommittee continues to work toward meeting the mandates of AB939 primarily through our
participation in Second Chance Week (REPAIR, RESELL & REUSE), a Town -wide Garage Sale proposed for
this spring in conjunction with the Spring Clean-up, and a program to encourage commercial rnixed paper
recycling. CSD intern, Hilton Kwong, is presently working on detailed plans for the Garage Sale. The
subcommittee is pleased with the ongoing education program sponsored by Green Valley Disposal and

recommends proposed expenditures of Recycling Revenues for efforts to encourage recycling and reuse of
products and waste reduction.
Private Revenue. Michele Moretti. Chair
The goals and objectives of the Private Revenue Committee are to solicit donations of goods and services from
the community at large to benefit social service providers. The provider's "wish list" will continue to be made
public by means of brochure that will be distributed through the following channels: Los Gatos Weekly Times;
Web; Chamber of Commerce mailing; Library; City Hall. The Committee also assists in matching unsolicited
donations that are received to SSPs and to other organizations with potential need.
Liaisons
ADA. Paul Dubois
Paul has continued to serve as liaison with the ADA subcommittee, reporting back to the Commission on what
projects have been completed, and what projects are being planned in order to help determine appropriate
funding priorities from CBDG grants.
Los Gatos Community Foundation. Paul Dubois
Paul serves on the Los Gatos Community Foundation, Board of Directors. He has completed a two year term as
treasurer and is now serving the Foundation as its first vice-president. Over the past year, he has continued work
on the Foundation's Endowment Committee and has worked as the director of ticket sales for the annual Garden
Party. At this year's Garden Party, the Foundation awarded two grants totaling $2,500.00 to A Place for Teens,
and the Live Oak Adult Day Care Center. As a result of the success of the Garden party, the Foundation will
have six thousand dollars to award in community grants in 1998. The grant committee is starting its application
process now.
General Plan. Gary Ehlert
Gary has been an active participant on the General Plan Committee as the Community Service Commission's
representative. At his first meeting he moved to send to the Town Council the request for Specific Plan funding
for the "South Forty". Participants should include all those who hold monetary interest in the possible
development. The plan would aim to show what kind of development could be considered. The second issue
addressed was Housing Stock Retention Policies. He supported a Policy to retain our housing stock with a
credit program. Both issues passed out of the Committee. He also volunteered to explore some consensus with
the car dealerships as to the Boulevard Plan.
Senior Citizen. George Perazzo
At a recent meeting, the Commission appointed George as liaison with groups serving seniors. In March,
George will attend a meeting to discuss the outcome of the Terraces Needs Assessment and Community Benefit
Plan.

RE: February 21 Council/Commission Workshop
It appears that I will be unable to attend the February 21 Workshop. I regret that a family
commitment conflicts with this meeting. Previous years' workshops have been very informative
for me, and I would have enjoyed attending this year.
I would like, however, to offer my enthusiastic support of the Town -wide Garage Sale proposal.
Based on information from other cities which have held similar events, such a garage sale can
very successfully encourage townspersons to dispose of unused possessions in a manner which
meets our recycling goals. It can also be GREAT FUN!
There are a couple of issues regarding the Garage Sale which will be mentioned at the Workshop.
