DISCUSSION:
Attached is an informational report from the Community Services Commission. Attachment A decribes the status of
current projects and programs. Commission Chairs will provide additional information to the Council in regards to
Commission programs and projects at the Joint Session, including a summary of upcoming tasks and activities. The
Commission is very active with seven committees and four liaison appointments.
FISCAL IMPACT:
Staff manages the $350 allocated for Commission operating costs (copying, postage, etc.).

MEMORANDUM
COMMUNITY SERVICES DEPARTMENT

Evaluation Committee - Jack Neal, Chair
This Committee consisting of myself and three other Commission members, has the
responsibility of reviewing the requests for funding of the CDBG monies. The 1996-97 funds
totalling $190,000 were allocated to Public Services and Housing categories. The evaluation for
the current fiscal year is done by this Committee in March of the preceding year. This
Committee's recommendations are then presented to the full Community Services Commission,
which in turn submits its recommendations to the Town Council. I will attend the Town Council
meeting to present these recommendations and to attempt to answer any questions regarding
recommended allocations.
This Committee also reviews the Town's Community Funding grants in the Human Services area
in a similar fashion to the above, but approximately 30 to 60 days later. The FY 1996-97 funds
allocated were $104,470.
In January, the Committee met with a number of Town -funded Senior Service Agencies to
determine if there was an opportunity to develop a common database or intake form. A
summary report is attached. The Committee has agreed not to pursue this item.
"Re -Seed" Program - (Smythe European Empowerment Drive) - Jack Neal
This Committee is responsible for the allocation of funds from the SEED program to any
qualified "human services" nonprofit organization in the Town of Los Gatos. Smythe European
granted the Town's Community Services organizations a total of $7,800 beginning July, 1995.
In addition to the initial $5,000 grant, Smythe European funded the Town's Community Services
at the rate of $25 for each new or used vehicle sold or leased to a Los Gatos ZIP code resident
through June 30, 1996.
The Town Council has approved the Commission's recommendations to allocate $7,360 to 15
different organizations. The Town's grants are in the areas of Seed Programs, Emergency Needs,
and Efficiency Activities. The Committee will recommend allocation of the grant balance to the
Commission, then Town Council in April/May.
Recycling Committee - Toni Blackstock, Chair
With the success of our efforts to encourage residential recycling and having met the 1995 goal
of AB939, the Recycling Committee has turned its efforts to reduction of junk mail and paper
recycling among businesses in Town. Phil Couchee' at Green Valley Disposal Company has
been very cooperative distributing information through his Newsletter. The committee has
collected information on other municipalities' Town -wide Garage Sales events. The committee
is soliciting feedback for a similar event in Los Gatos and expects to recommend a Town -wide
Garage Sale in Los Gatos.
Private Revenue - Chris Wiley, Chair
We have expanded the "Wish List" to include a wide spectrum of community agencies. Our
objective is to match agency needs with community resources (list attached). We have had some
sucesses with list publication in the Los Gatos Weekly but would like to find other publication
avenues.
Housing Committee - George Perazzo, Chair
The Housing Committee approved the new Safety Grant Component to the Housing
Conservation Program which was ultimately approved by the Town Council.
The Safety Grant Component augments the existing housing rehab program by allowing clients
to correct the more serious health and safety deficiencies on their properties. It addresses
earthquake retrofitting, security improvements, and fire -related safety improvements. Since the
program was adopted, 3 applications have been received and 7 grants awarded.
The Committee has also been active in reviewing the Town's Draft Housing Element and has
drafted a recommendation regarding housing priorities to be considered by the Community
Services Commission in February.
Los Gatos Community Foundation;
Americans with Disabilities Agency (ADA) - Paul Dubois, Liaison
Over the past year, I have been the official liaison to both the Los Gatos Community Foundation
and the ADA subcommittee of the Board of Appeals.
With the Los Gatos Community Foundation, I have been serving on the Board of Directors as
treasurer. Over the past year I have continued my work on the Foundation's Endowment
Committee, where in 1996 we established our Endowment and let our first two grants, totaling
$1,000. We have also established a formal grant committee which will be granting
approximately $5,000. to community programs at the annual garden party in 1997.
I have continued to serve as liaison with the ADA subcommittee, reporting back to the
Commission on what projects have been completed, and what projects are being planned in order
to help determine appropriate funding priorities from CDBG grants.

On Wednesday, January 9, 1997, members of the Evaluation committee and the
community services staff met with certain representatives of several of the organizations that are
financially supported by either C.D.B.G. or Town of Los Gatos community service revenues.

The purpose of this meeting was to "brainstorm" the idea of adopting a common intake
form to be used by all of the organizations so as to eliminate as much duplicated effort by the
client and the organization as possible. Copies of the intake forms currently being utilized by
these organizations were obtained and are available for review. (They have not been reproduced
as a part of this memo.) It was also suggested that a common computer generated "data base"
could be established which could be utilized by all organizations.
The following are comments from the above which appeared to be the consensus of
opinion.
1. Each organization's intake form is unique to its provided services with the information
necessary for various grant applications and reporting requirements. Usually, each agency
requires certain information in order to provide its service, but may not be necessary by another
agency.
2. All of the organizations felt that the confidentiality of information received from their
clients was of utmost importance. Certain confidential medical or financial information received
by and required by one organization should not be made available to other organizations.
3. Each agency currently utilizes a "release agreement" whereby a client authorizes one
agency to release data to another agency.
4. The concept of "seamless services" to enable the client to move from one service
agency to another, through the course of the clients increasing needs, should be made with as
little disruption to the client as possible.
5. The initial contact for services provided by any of the agencies is usually by the
client's "care giver" and not the client.
6. Each agency, noted above, except the Senior Nutrition Center, utilizes it's own
computer generated data base for some portion of their clients records.
The consensus of opinion concerning the possible adoption of a common intake form to
be prepared by a client or their care giver, and utilized by all of the organizations was that it
would probably create additional work for the agency and would not be useful.

bags" for one calendar year.

the Los Gatos Union School District for 22 years. Volunteers are trained to present sequential lessons
