DISCUSSION: MEETING DATE: 2/22/97 ITEM NO. Arts Commission #1 The Town Council approved a revised Arts Commission Master Plan in December 1996. The Master Plan included in summary format as Attachment A, presents the Arts Commission Mission Statement (to encourage the understanding, development, and appreciation of creative arts activities in Town) and identifies primary Commission goals, objectives, and projects. Attachment B describes the status of current projects and programs. Commission Chairs will provide additional information to the Council in regards to Commission programs and projects at the Joint Session, including a summary of upcoming tasks and activities. ENVIRONMENTAL ASSESSMENTS: This is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: While the Town has contributed to Arts Commission projects in the past, the Arts Commission raises most of its project funding through donations and grants. With the help of very dedicated volunteers, the Commission raised over $22,000 in 1996 for its various projects. Assist with completion of Forbes Mill Footbridge Mural Project (Phase II). 9. Revise Art in the Council Chambers Program; schedule and coordinate future exhibits. B. FUTURE PROJECTS 1. Consider reorganization of Arts Commission Committees. 2. Identify exterior/interior sites suitable and available for public art display. 3. Research feasibility of establishing Art on Loan Program. 4. Develop Visual/Cultural Arts Guide. 5. Develop plans to sponsor an annual "Arts Awards Evening" in Fall 1997. I. MASTER PLAN TOWN OF LOS GATOS ARTS COMMISSION Program/Project Descriptions Attachment B The Arts Commission works to foster a comprehensive arts environment within the Town through the support, development, and appreciation of the visual arts, drama, music, literature, and other creative activities. It works to enrich the community through the arts, advise the Town Council on arts programs and plans, and coordinate Council approved activities and projects. In conjunction with Town Council, other appointed Commissions, and Town staff, the Arts Commission is responsible for: • Generating community awareness and support for a full range of cultural activities in the Town. • Making recommendations to Town Council and others in the areas of art, aesthetics, history, and beautification. • Coordinating special programs and activities that inspire artistic and community celebrations. • Implementing Town policy concerning long-term loans, gifts, purchases, and commissioned artworks for public installation. Music in the Plaza (M I P) Committee: Musical Arts Coordinated jointly by the Arts Commission and the Community Services Department, MIP is a summer series of free musical concerts held in the Town Plaza Park on Sunday afternoons. It is an extremely popular event which has enriched the community and added vitality to the downtown area since 1988. Five to twelve performances of various musical styles are produced each season; the number of concerts actually presented is dependent upon donations, grants, and project costs. Each concert attracts between 300 and 500 community and area residents, sometimes more. All concerts are planned to: • meet the highest quality artistic standards; • allow family and community members to share a common social and cultural experience; • support a variety of styles, forms, and multi -ethnic and cultural origins; and • support the arts through the presentation of world music and promotion of local talent. Status: Revised MIP Guidelines were adopted by Council in December 1996 through Resolution 1996-157. According to the Guidelines, all funds intended for the first concert series must be received in the MIP Deposit Account by 5:00 p.m., April I , 1997, before contracts can be executed. All funds intended for the second concert series must be received by April 30, 1997. Twelve total concerts are planned for the 1997 MIP Program, including a special July 4th concert. The Arts Commission is accepting demo packets from musicians through March 1, 1997 and fundraising efforts are currently underway. Forbes Mill Footbridge Youth Mural Project Committee: Visual Arts The Mural Project, a collaborative effort coordinated by Mural Committee volunteers and the Arts Commission, is intended to bring together local area school kids in the transformation of the footbridge into a colorful, interpretive mural reflecting Town history, culture, agriculture, architecture, flora and fauna, etc. Generally, the Project strives to: • expose Los Gatos youth to art, nature, and Los Gatos history; • encourage young people to take responsibility for community enhancements; • develop the artistic skills of young participants and encourage creativity; • transform a drab footbridge into a colorful walkway; • attract more people to the Los Gatos Creek Trail and the Forbes Mill Museum; • provide a forum for sharing art and Los Gatos history with the public; and • deter vandalism on the bridge. Status: The Mural Committee supervised the completion of 70 panels by local children this past summer. Approximately 80 panels remain unpainted. After taking several months off to re -energize, the Mural Committee has resumed its monthly meetings to plan for the mural's completion. It is the intent of the Committee to work with middle and high school students during the spring and early summer to complete the mural. The Committee is currently soliciting new volunteers to facilitate this process. 1 Art in the Council Chambers Committee: Visual Arts The Art in the Council Chambers Program serves three primary functions: It allows artists to exhibit work locally, allows the public access to a wide variety of art expression, and enhances the environment surrounding the Civic Center. Approximately seven different exhibits, lasting from one to three months, are scheduled each year. A reception is coordinated to kick off each new exhibit, announcement postcards are produced for distribution around Town, and press coverage in the Los Gatos Weekly Times is often coordinated. A sponsorship program is currently in place which allows individuals to "adopt" an art exhibit. The Art in the Council Chambers Program is popular among Town Council, local artists, and citizens alike. Status: Art exhibits by various artists are currently scheduled through the end of August 1997. Artist Peter Marinov will exhibit oil and mixed media paintings from March 7 through April 25, 1997; postcards announcing this exhibit are now in production. The Visual Arts Committee is currently evaluating the manner in which artists are selected for inclusion in the program, securing sponsors, and spicing up exhibit receptions through enhanced marketing and local restaurant involvement. Community Grants Committee: Visual Arts The Arts Commission evaluations grant applications submitted annually by arts, educational, and cultural organizations interested in obtaining grant funds through the Town's Community Grant Program. The Commission provides funding recommendations to the Town Council. Status: Community Grant applications were made available to interested non-profit agencies on February 3, 1997 and are due back by March 7, 1997. The Arts Commission will formulate its recommendation regarding funding allocations by mid -April 1997. Public Art Program Committee: Public Arts The Town's Public Art Program provides a process through which the Town can accept artwork on loan or as a gift. Its objective is to provide the community with the opportunity to enjoy access to a variety of artwork created by different local and national artists. Status: The Public Art Committee recently met to consider the Art Selection Panel's recommendation regarding the extension of loan agreements with artists Paul Goreniuc and Eric Ziemelis. This coming March, the Arts Commission will recommend that the Town Council extend both loan agreements for two years, with the understanding that the Arts Commission be prepared to replace the loaned sculptures with other artworks obtained through the Public Arts Program. Towards this end, the Public Arts Committee will expand the Public Art Program to increase the number of artworks obtained for public display on a permanent, temporary, or rotating basis.
