COUNCIL AGENDA REPORT October 16, 1996 MAYOR AND TOWN COUNC TOWN MANAGER ACCEPT REPORT ON A SERIES OF COMMUNICATION MEETINGS RECOMMENDATION: Accept report on a series of communication meetings. BACKGROUND: The Mayor held a series of meetings on communications. This topic was raised during the budget hearings as a means to increase public awareness and participation in Town affairs. An initial meeting was scheduled for June 27, 1996, but was not held due to concerns by one of the participants about whether the provisions of the Brown Act had been followed. It was determined that the meetings were not subject to the Brown Act, however meetings (with all appropriate Brown Act type notifications) were held on July 25, August 8, and August 29, 1996. The meetings were attended by a total of 26 participants plus Mayor Attaway, Councilmember Lubeck, the Town Manager and the Planning Director (see Distribution for the mailing List of participants). The group attending the August 29, 1996 meeting decided that a report of the committee's discussion be presented to the Town Council on October 21, 1996, and offered to work with the Council on the implementation of any of the items listed. DISCUSSION: The ideas suggested at the various meetings have been categorized as follows and current Town practice, and/or steps to implement are noted: 1. Posting Notices a. Post at Los Gatos Coffee Roasting b. Town bulletin boards State law requires that the Town post the agendas for the Council and all boards, commissions, and committees in at least one location that is available to the public at all times. The Town Clerk has this required bulletin board outside the front door of her office. The board is lighted for nighttime use (see Attachment 2 for a sample of a posting affidavit). The Town also posts Agendas on a bulletin board in the Library. Council and Planning Commission agenda packets are available at the reference desk of the Library on Saturday before the meeting, and are posted in the lobby of the Council chambers on the night of the meeting. In addition to the Council the Town has 19 boards, committees and commissions which hold regularly scheduled, noticed meetings with agendas and packets. PREPARED BY: LEE E. Newsletter a. Flyer insert in WEEKLY b. Town Newsletter c. Town use direct marketing ads d. Monthly "Town" section with local advertisers in WEEKLY e. Newspaper still major tool for information The Town Newsletter which was published four times a year and mailed to all households in the Town was one of the early casualties of the budget cuts. If a newsletter or newspaper insert is desired, the Council will have to find funds to cover the costs of staff time involved in producing the newsletter and the costs of mailing or including as a newspaper insert. 3. Surveys a. Use surveys b. One or two times yearly "What's Important to You" survey The Town regularly uses surveys for specific topics, such as parking time limits Downtown, permit parking requests in residential areas, customers "How are we doing" surveys at the public counters (see Attachment 3), music in the plaza, plans for expanding the Plaza westward into Santa Cruz Avenue, etc. Currently, the Town is conducting a survey on which type of pedestrian street light should be installed Downtown (see Attachment 4). 4. Meet with Councilmembers a. Publicize Mayor's office hours b. Monthly "Coffee with Mayor" Councilmembers have always prided themselves on their availability to their constituents. Each Councilmember receives hundreds of phone calls and meets frequently with individual citizens on many topics. Each Mayor has approached having formal office hours in a different way. One Mayor had a booth at the weekly Farmers' Market. Mayor Attaway has referred the suggestion of more formal availability to the Council's Policy Subcommittee for a recommendation. 5. "Campaign for Communication" a. Have Awareness Campaign in WEEKLY (Op -Ed) b. "Take a friend to the Council Meeting" The Council has frequently asked one of its members to prepare an "op-ed"piece to be published in the Los Gatos Weekly Times on current topics that are controversial when the Council is looking for direction from the public. In addition, the newspaper sets aside an 8 column box in the legal notices for the Town to use as it sees fit. Most weeks it is used to list important Town phone numbers etc. (see Attachment 5), other times it is used to announce vacancies on Town Boards and Commissions, recently it contained the announcement regarding the paving project on Los Gatos Blvd (see Attachment 6). 6. Use new technologies a. Use INTERNET AND KCAT INTERNET: Currently the Town uses Virtual Valley as a means of posting information on a free public electronic bulletin board system. James Thomas, the Virtual Valley Marketing Coordinator, has expressed an interest in posting Town information on Virtual Valley's Community Web Site. Information for Los Gatos Residents KCAT: The Town currently uses KCAT to list upcoming community events and listings for vacancies on Town Boards and Commissions. b. "800" number with recorded information There are two cost factors for the Town to institute an "800" information line, both unknown at this time: (1) the cost of buying and installing the new line with its recording equipment, and (2) the costs of staff time to keep the recorded messages up to date. c. Televise Council meetings The necessary improvements to allow the televising of Council meetings are as follows (costs are unknown at this time): i. Installation of an underground cable from the KCAT Studios to the Civic Center ii. Purchase of at least two cameras for the Chambers iii. Purchase of titling equipment iv. Construction of a control room in the civic center (space is already at a premium in the building) v. Ongoing labor costs for three people (program manager, 2 camera operators) d. Check public mike in chambers The podium mike in the Council Chambers has been checked and is working properly. The problem seems to be that people don't adjust it when they speak into it (mainly tall people). Staff will monitor it and adjust the mike when necessary. Town adopted firm policy (re: on-line documents) Dave McKay has submitted a proposal to the Town as to how the policies for on-line documents should be developed (see Attachment 7). 7. Follow-up a. List phone calls and subject Phone calls from people expressing a view on a public hearing item are listed for the Council in the staff report for issues such as Los Gatos Christian Church. b. CC: Letters to person if mentioned in letter This is now Town practice c. Assign staff person to log and track communication This is done by the Town Manager's office for all items sent to the Town generally, and each department which staffs a board or commission does the same for all items addressed to a specific board or commission. d. Follow-up for verbal communications Whenever a person appears before the Council or any board or commission under verbal communications and makes a specific request for information or action, that request is followed -up by the department(s) directly involved. The follow-up is either a direct response to the person making the request or a report back to the Council, board or commission at a future meeting. The Town Manager monitors all requests made at Council meetings and the appropriate department head monitors requests made at board and commission meetings. 8. Defining the problem a. People not paying attention b. Need to decide what we want to communicate c. Find ways to create "trust" d. Themes: i. Trust ii. Communication iii. Need concerted on -going effort e. Trust: Parties willing to communicate and listen 9. Availability of information a. Town's role is to inform not to "sell" a viewpoint b. Education process about availability of Town information The Town Clerk has prepared an "Agenda Guide" which is available in the Council Chambers for all Council meetings (see Attachment 8). c. Problem: Agenda not available until Friday night before meeting The Brown Act requires that all agendas be available at least 72 hours before the meeting. Council agendas are available on Thursdays before the Monday meetings and Planning Commission agendas are available on the Friday before the Wednesday meeting. d. "Cliff' notes for Council packets The combination of the agenda listing and the first page of Town Council reports summarizes the issue and the recommended action. The rest of the report and all of its attachments represents further detail and background information. For use in developing this policy, I suggest that the following points should be included: • Wherever possible, all Town documents that are available in machine-readable form (e.g., recorded on computer diskettes or other computer i/o media) will be made available to the general public for online access as soon as they are available for distribution in printed (hardcopy) form. • The priority for selection of documents for online availability will be as follows: 1. The Los Gatos Town Budget and related documents, Town Council meeting agendas, Town Council meeting minutes (both draft and approved versions), announcements of all meetings and hearings subject to compliance with the California Ralph M. Brown Act or laws and or local policies that exceed or supersede that act. 2. Meeting minutes and agendas, as noted above, for all Los Gatos Commissions and Committees. 3. Town roster, local ordinances, building codes, and other documents, as they are identified by the Town Council and Staff. Background: During the third quarter of 1994, the Town of Los Gatos began posting selected documents (agendas, minutes and one version of the town budget) for online access. The online services providing this access have been Metromedia's Virtual Valley and David Butcher's Webworks Los Gatos Web Page. Based on a meeting between Chris Gjerde of the Los Gatos Engineering Department, David Leah from Metromedia, and myself, and subsequent email correspondence with Mr. Leah, it was my understanding that Metromedia agreed to train the Town's employees in the preparation of documents for online posting, carry those documents on their Virtual Valley system, and provide free access to local citizens. It was also my understanding that they agreed to forward those documents for posting on whichever intemet accessible system was chosen by the Town of Los Gatos. Mr. Butcher's Webworks Los Gatos Web Page is the service that was later selected as the intemet accessible service. The Town Manager, the Town Clerk and her assistant, and the Engineering Department have done a very good job of getting this project started and in some cases have devoted their own time and energy to a project that has yet to be officially recognized by the Town Council. Although it could still be categorized as a prototype project, it appears to be ready to be fully accepted by the Los Gatos Town Council and adopted with a policy that ensures that the town and its citizens make the best use of it. ATTACHMENT Q _LOS GATOS TOWN COUNCIL MEETING, AGENDA GUIDE Welcome to this meeting of your Town Council. The Town Council (and the Redevelopment Agency) meet on the first and third Monday of each month at 7:30 P.M. in the Town Council Chambers, Town Hall, 110 East Main Street, Los Gatos. If the meeting date is a holiday, the meeting will be held on the next day not a holiday. You are welcome to attend all Town Council meetings and your interest in the conduct of public business is appreciated. The Town Council wants to hear your views and hopes that the following information will be helpful. The "Agenda" summarizes aH items to be considered by the Town Council and the Redevelopment Agency. The "Consent Calendar is a group of items to be acted upon with one motion. Typically these are more routine matters and discussion by the Town Council is not anticipated. Any member of the public or any Councilmember may take an item off the consent agenda and put it on the regular agenda to be heard after public hearings. "Verbal Communication" gives the audience an opportunity to address the Council regarding any subject not appearing on the agenda. Council may listen but can not act on this information. There is a 5 min. limit for each speaker. "Public Hearings", are agenda items that have received special notice by mail and have been advertised in our local newspaper pursuant to state law, Town Code or policy. All items on the agenda are open to public comment allowing citizens to voice their concerns and comments prior to action by the Council. Public Hearings generally apply to land use or transfer of real estate. As a citizen, you are encouraged to fill out a "Speaker's Card" and return it to the Town Clerk indicating the specific agenda item you wish to address.
