(Year 26) BACKGROUND: CDBG funds are provided by the Federal Department of Housing and Urban Development (HUD), through the County of Santa Clara, for individual jurisdictions to allocate. Each fiscal year, the Town solicits and receives applications from nonprofit agencies and Town departments for these CDBG grant funds. The Community Services Commission is charged with reviewing the CDBG applications and making funding recommendations to Council. The Commission's Evaluation Committee reviews the applications and makes allocation recommendations to the entire Commission at the Commission's regularly scheduled March meeting. Applicants are invited to attend this meeting and make a presentation. In an effort to further streamline the Town's funding process, the Community Services Commission held the required public hearing eliminating the need for Council to hold a hearing. To receive funds, Council is required to adopt a resolution specifying the allocation of funds. DISCUSSION: The Town will receive $166,478 in CDBG funds for FY 2000/2001. No more than $34,500 may be allocated to Category I, "Public Services," projects. $15,000 is automatically allocated to General Administration. The remainder, $116,978, is available for Category II, "Housing and Other," projects. The Commission's recommendation and summary table is included as Attachment 1. BACKGROUND Summaries of all grant applications received for FY 2000/2001 are attached in Exhibit B. The Town will receive $166,478 in CDBG funds for FY 2000/2001. No more than $34,500 may be allocated to Category I, "Public Services," projects. $15,000 is automatically allocated to General Administration. The remainder, $116,978, is available for Category II, "Housing and Other," projects. DISCUSSION Category 1- Public Services: The Town received five applications from nonprofit agencies requesting funding under Category I, for a total of $72,707. Due to the large difference between funds requested and funds available, the Commission recommends that Next Door not receive CDBG funds, but be considered for funding under the Town Community Grant process. It further recommends that Catholic Charities, Live Oak Adult Day Services, and Second Harvest Food Bank be funded at FY 1999/00 levels. The remaining applicant, San Jose State University Foundation (SJSU), has historically received both CDBG and Community Grant funds. The Commission recommends that SJSU receive the balance of available Category I funds, and that the remainder of its request be considered for Community Grant funds. Category 1I - Housing and Other: In Category II, allocations to Housing Rehab Admin and the County Rehab Specialist are pre -determined by the CDBG program. The Town received one application from a nonprofit agency, Emergency Housing Consortium, requesting $20,000 under Category II. This request represents Los Gatos' proportional share of total project costs, based on population and past service levels. The Town submitted an application for funding of an Americans with Disabilities Act (ADA) project; specifically, retrofitting doors at the Civic Center. The Commission recommends that Charities Housing and the ADA project be fully funded. The ADA mandates public agencies to provide services, programs, and activities that are readily accessible to disabled individuals. According to the 1990 Census data, there are 275 people in Los Gatos with a mobility or self -care limitation (this figure represents people between the age of 16 to over 65, without a work disability). The elderly populations (65+) in the Town is 3,475 which accounts for 12% of Town residents. ADA work benefits these populations.
