RECOMMENDATION:
Approve the Forbes Mill Footbridge Mural Project and authorize Arts Commission and the Trails and Bikeways
Committee to submit a 1995 Arts Council of Santa Clara County grant for the Footbridge Mural Project.
BACKGROUND:
The Forbes Mill footbridge is an integral part of the Los Gatos Creek Trail. From the foot of Forbes Mill
Museum, it rises above Highway 17 to connect the east side of the Los Gatos Creek to the west side by Old
Town. Over the years the interior of the footbridge has been the target of vandalism and graffiti.
The Trails and Bikeways Committee proposed a youth mural on the interior of the bridge as a means of
attracting more people to the Los Gatos Creek Trail and Forbes Mill Museum and deterring vandalism.
On October 3, 1994, the Town Council approved in concept the mural project and instructed the Chair of the
Trails and Bikeways Committee to return with a formal project proposal.
The Trails and Bikeways Committee, the Arts Commission and the Los Gatos Museum Association joined
forces and created the Forbes Mill Footbridge Mural Committee to develop and coordinate the project. Other
community representatives on the Committee include William Wulf, a Los Gatos historian; Mary Pierce, a
muralist; and representatives of the Art Docents and Parks, Forestry and Maintenance staff. (Please see Exhibit

DISCUSSION:
A proposal outlying the mural project is provided as Attachment 1. The proposed project is an art/historical
interpretive youth mural for the interior of the Forbes Mill footbridge.
The purpose of the youth mural is to:
• expose Los Gatos youth to art, nature, and Los Gatos history;
• instill in youth the need to take responsibility in enhancing their community;
• attract more people to the Los Gatos Creek Trail as well as Forbes Mill Museum;
• deter vandalism on the bridge; and,
• share the history of Los Gatos with the public
This is a volunteer project which cannot be completed without sustained volunteer commitment. Volunteers
will: create and paint the historical drawings (youths ranging in age from 6-18), clean and prepare the bridge,
and supervise the youths. The preliminary arrangements and preparation for the mural will take place in Spring
1995, with most painting to be accomplished during the Summer. We expect the mural project will be
completed no later than December, 1995. Town staff involvement will be limited to an advisory role. For
further details, please see the project proposal.
The Arts Commission and Trials and Bikeways Committee is also seeking approval to submit a collaborative
grant to the Arts Council of Santa Clara County for the mural project. The Los Gatos Museum Association
(LGMA) is the third party in this collaborative effort. The Arts Commission and Trails and Bikeways Committee
grant applications are provided as Attachment 3. The LGMA application was not available at time of report
preparation. Funds awarded to LGMA will go into their account.
Each party is seeking $2,500 for a total collaborative request of $7,500. The funding request is for the purchase
of materials needed to develop the mural. The estimated budget for materials is $9,000. (For budget, please
see Exhibit B of Attachment 1) The remaining $1,500 will be raised by the Mural Committee through donations
from local businesses, organizations and service clubs. The Committee expects to get some of the materials
donated.
ENVIRONMENTAL ASSESSMENTS:
This is not a project as'ctefined under CEQA, and no further action is required.
FISCAL IMPACT:
The Arts Council of Santa Clara County Community Arts Fund grant does not require any matching funds.
Budget will be presented to Council if grant is awarded.

PROPOSAL
PROJECT DESCRIPTION
The Forbes Mill Footbridge Mural Committee is proposing an art/historical interpretive youth mural for the
interior of the Forbes Mill footbridge. The Forbes Mill footbridge, an integral part of the Los Gatos Creek
Trail, rises from the foot of Forbes Mill Museum above Highway 17 to connect the east side of the Los Gatos
Creek to the west side near Old Town. Over the years the interior of the footbridge has been the target of
vandalism and graffiti.
The purpose of the proposed youth mural is to: expose Los Gatos youth to art, nature, and Los Gatos
history; instill in youth the need to take responsibility in enhancing the community; attract more people to the
Los Gatos Creek Trail as well as Forbes Mill Museum; deter vandalism on the bridge; and share the history
of Los Gatos with the public
COMMITTEE
The Forbes Mill Footbridge Mural Committee will steer the development and coordination of the project.
The Mural Committee is comprised of members of the Arts Commission; Trial and Bikeways Committee;
Los Gatos Museum Association; Art Docents; William Wulf, a Los Gatos historian; Mary Pierce, a muralist;
and a representative of Parks, Forestry and Maintenance Services. (Please see Exhibit A)
All of the persons and groups involved bring valuable expertise to the project: knowledge of the arts and local
history, technical skills, familiarity with the site, and enthusiasm. The sharing of these necessary components
will achieve a mural which is distinctive, aesthetically pleasing and an asset to the community.
PARTICIPANTS
We expect to have 300-500 volunteer Los Gatos youths ranging in age from 6-18 years to create the
historical drawings and a smaller group of selected youths will actually paint the mural. We plan to have
adult volunteers to help organize and coordinate the youths. The art advisors under consideration to
coordinate the mural design are: Brian Carleton, Anne Lamborn, Nicolai Larsen, Mary Pierce, John Pugh and
Carol Taylor.
We expect youth from many contexts to participate: Los Gatos public and private schools, scout troops,
Youth Science Institute, Art Docents, Jewish Community Center, after school programs, etc. In tapping into
these groups, we expect there will be a diversity of ages, cultures and socio-economic backgrounds among the
youth participants.
BRIDGE & MATERIALS
There are 78 individual panels on each side of the footbridge. The panels measure approximately 3 feet high
by 4 feet wide. Since they are arranged in groups of 3, there are a total of 52 panel triads.
Volunteers will be used to help clean and prepare the interior surfaces of the bridge. The materials needed for
bridge cleaning, preparation and painting and estimated costs are provided in Exhibit b. The Committee will
pursue various grants, and request in -kind and monetary donations from local organizations and businesses to
cover expected costs.
The Committee is also interested in obtaining lighting for the bridge, exterior painting and resurfacing the
walkway. These three items will have to be addressed at a later time, after the completion of the mural.
TIMELINE
By early Spring 1995, we plan to generate our pool of participating youths by a wide distribution of
announcements and advertising. This will include project information sent out via: KCAT television, Virtual
Valley ArtsNet, advertisements in the Los Gatos Weekly Times, feature articles in Los Gatos Weekly Times
and the San Jose Mercury News neighborhood section, mailings to local schools and youth groups and
postings of announcements in community facilities.
During Spring, a series of meeting/workshops will be arranged for youths to create historical drawings. The
workshops will provide information on Los Gatos history and the footbridge and will be supervised by adult
volunteers. After the last meeting/workshop, all the drawings will be exhibited and the youth participants
will vote on the best ones for incorporation into the mural. Also during this time, the cleaning and
preparation of the interior panels would take place (see Exhibit C, photos).
No later than May, 1995, all those whose designs were selected will be contacted and arrangements for
painting times will be set up. The actual painting of the mural panels is expected to occur from June through
August 1995, to allow for everyone participating to have enough time and space to complete their artworks.
We expect all painting of artworks to be completed by the start of the 1995 school semester in September.
After completion of the mural, the entire interior surface will be treated with an anti -graffiti sealant.
MAINTENANCE
Once the mural is in place and covered with the anti -graffiti sealant, we expect graffiti to decrease
substantially. We plan to save any remaining paint and materials for touch-ups in the future. The Mural
Committee is considering collaborating with Parks, Forestry and Maintenance, student volunteers, youth
groups and /or service clubs in regards to the future maintenance of the mural.

Los Gatos, incorporated in 1887, is a suburban historical community with a population of about 27,300 people.
Approximately, 93% of the population is white, 5% is Asian and 2% is other races. Los Gatos has a town
manager form of government controlled by an elected Town Council. Citizen participation in town government is
heavy and effective. Many Los Gatans volunteer in various clubs, commissions, associations and organizations
creating a strong sense of community.

5. Briefly describe your organizaticn's arts activities over the past two years.
The Trials and Bikeways Committee has actively supported the incorporation of art into the Los Gatos trails and
bikeways system. The draft Trials and Bikeways Master Plan recommends the development of an interpretive
program along specific paths as a means of highlighting the historical and cultural significance of trails in our
community.
6. How does your organization function? Describe the respective roles of board, volunteers, professional staff
if any.
The Trails and Bikeways Committee is an advisory body to the Planning Commission. It consists of 13 members
appointed by the Town Council. Ten of the members are from the community, each serving a four year term. A
Parks Commissioner, Planning Commissioner and a Council member are each appointed for a one year term.
The Committee meets the second Thursday of each month. One Saturday a month, the Committee organizes into a
work party and undertakes a project related to the trails and bikeways system. Staff for the Committee is the
Director of the Parks, Forestry and Maintenance Department; he attends meetings and advises the Committee.

The persons and groups involved bring valuable expertise to the project: knowledge of the arts and local history,
technical skills, familiarity with the site, and youthful enthusiasm. The sharing of these necessary components will
achieve a mural which is distinctive, aesthetically pleasing, and an asset to the community.

3. Describe the community your organization serves. (Include ethnicity, income levels, etc, as appropriate.)
Los Gatos, incorporated in 1887, is a suburban historical community with a population of about 27,300 people.
Approximately, 93% of the population is white, 5% is Asian and 2% is other races. Los Gatos has a town
manager form of government controlled by an elected Town Council. Citizen participation in town government is
heavy and effective. Many Los Gatans volunteer in various clubs, commissions, associations and organizations
creating a strong sense of community.
4. How will you reach participants/audiences for your proposed activity?
To reach participants, we plan to have a wide distribution of announcements and advertising by early spring. This
will include project information sent out via: KCAT television, Virtual Valley ArtsNet, advertisements in the Los
Gatos Weekly Times, feature articles in Los Gatos Weekly Times and the San Jose Mercury News neighborhood
section, mailings to local schools and youth groups and postings of announcements in community facilities.
We expect youth from many contexts to participate: Los Gatos public and private schools, scout troops, Youth
Science Institute, Art Docents, Jewish Community Center, after school programs, etc. In tapping into these
groups, we expect there will be a diversity of ages, cultures and socio-economic backgrounds among the youth
participants.

5. Briefly describe your organization's arts activities over the past two years.
Over the past two years, the Los Gatos Arts Commission has undertaken Arts in the Council Chambers and Music
in the Plaza. Arts in the Council Chambers is an annual series of visual arts exhibitions held in the Town Council
Chambers. In the past two and half years, there have been 25 visual arts exhibits, each accompanied by an
extensive mailing and opening reception. About 25,000 people have visited the Council Chambers during this
period of time.
Music in the Plaza is a free outdoor summer concert series held in Town Plaza Park. The musical performances
reflect the various cultures and colorful musical styles present in the Bay Area. In the last two years, there have
been 20 concerts and over 14,000 attendees.
6. How does your organization function? Describe the respective roles of board, volunteers, professional staff
if any.
The Arts Commission is a nine members advisory body appointed by the Town Council. Members are volunteers
who serve a three year term. There is an elected Chairperson and Vice Chairperson. The Commission meets on
the first Thursday of every month, and five members constitutes a quorum for the purpose of transacting business.
The Commission falls under the Town's Community Services Department and the department provides staff to the
Commission. Staff attends meetings, prepares agendas and minutes and assists, when possible, on projects.
The overall function of the Commission is to encourage the development and appreciation of art, drama, music,
and other creative activities in the Town of Los Gatos.

The 1994 CAF grant was for Music in the Plaza and Arts in the Council Chambers. Music in the Plaza began the
summer concert series with a special Brazilian concert to welcome the Brazilian Worldcup Soccer Team to Los
Gatos. The series ran from June to August 1994, with a total of ten outdoor Sunday concerts. The total estimated
attendance for the season was over 7,500. Arts in the Council Chambers had six successful visual arts
exhibitions, each lasting two months. Each exhibition was accompanied by an extensive mailing and opening
reception. The grant report has been filed.
