MILL FOOTBRIDGE MURAL PROJECT GRANT DONATIONS
RECOMMENDATION:
Authorize Town operating budget amendment to include Forbes Mill Footbridge Mural Project grant donations
and related expenditures.
DISCUSSION:
The Forbes Mill footbridge Mural Project is a collaborative effort between the Arts Commission and the Trails
and Bikeways Committee. A project description is attached (Attachment 1).
The Project budget (Attachment 2) estimates total project costs at $9,280 . Approximately one-third of the
costs ($3,710) will be covered through in -kind donations. Hard costs are budgeted at $5,560; the collaborative
has raised over half of the required revenues:

TOTAL $3,290
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
The Town's FY 1995-96 Operating Budget includes $290 for the Project. Funds were allocated in the
Community Grant Program through a competitive process. The recommended action would increase
revenues, 8040-48609, from $0 to $5,570 and increase expenditures, 8040-72130, from $290 to $5,570.
Project volunteers will have to adhere to the Town's Volunteer fiscal policy with the following exception: the
policy requires that all funds are received before any expenditures occur; the project is authorized to expend
up to $1,000 for approved costs and may expend the balance when all projected revenues have been
received.

The Forbes Mill Footbridge Young People's Mural Project is planning an art/historical interpretive
youth mural for the interior of the Forbes Mill footbridge. The bridge is an important adjunct to the
national historic Los Gatos Creek Trail. It rises from the Forbes Mill Museum, crosses Highway 17
and Los Gatos Creek to connect the east of the creek to the west side at Old Town.
The purpose of the Project is to involve area youth, particularly Los Gatos youth, in an art project
that is related to the history and natural attributes of the Town. The intent is to encourage
responsibility and interest in the community, attract more people to the Los Gatos Creek Trail as
well as Forbes Mill Museum and to share the history of Los Gatos with the public.
The Mural Committee will steer the development and coordination of the project. The committee
is comprised of members of the LG Arts Commission, Trail and Bikeways Committee, Los Gatos
Museum Association, Art Docents, and a representative of Parks, Forestry and Maintenance
Services.
We expect to have 50-156 Los Gatos youths ranging in age from 6 to 18 years to create the historical
paintings. We have a sub -committee of volunteers for art direction and to help organize and
coordinate the youths during the painting process.
Youth participation will be solicited from many groups such as: Los Gatos public and private
schools, Scout troops, Youth Science Institute, Art Docents, Jewish Community Center, after school
programs, etc. In tapping into these groups we expect there will be a diversity of ages, cultures, and
social -economic backgrounds among the participants.
There are 156 individual panels on each side of the footbridge. The panels measure approx. 44" wide
x 40" high. In preparation, the bridge will be hand cleaned, sanded and primed with a special metal
primer. The young people will paint directly on the panels after a series of workshops and
preliminary paintings. The workshops will be supervised by adult volunteers. After the last
workshop the results will be exhibited in the Town Council Chambers. The Art Direction
Subcommittee will assign panels to participating youths on the basis of overall design.

Motion by Mr. Blanton, seconded by Mrs. Lubeck, that Council affirm Student Park
Commissioner Appointments for Mindy Roberts and Mike Mettee. Mrs. Lubeck noted the
students' attendance this evening and recognized them in the audience. Carried unanimously.
FINANCIAL REPORT AWARD/CERTIFICATE OF ACHIEVEMENT (11.06)
Motion by Mr. Blanton, seconded by Mrs. Lubeck, that Council accept report on Award of
Financial Reporting Achievement to the Town Manager. Carried unanimously.
