OUNC TOWN MANAGER CONSIDER LOS GATOS CHAMBER OF COMMERCE REQUEST TO LEAVE DOWNTOWN HOLIDAY LIGHTING ENERGIZED THROUGH MARCH RECOMMENDATION: Consider Los Gatos Chamber of Commerce Request to leave downtown holiday lighting energized through March. DISCUSSION: The Downtown Holiday lighting is energized as part of the tree lighting ceremony for the month of December. The Los Gatos Chamber of Commerce has asked that the lights stay energized for three additional months. The chamber believes that the lights make the Town "come to life" during the holiday season. It also feel that the lights would make the downtown shine and add extra charm during the gloomy winter months. Additional costs associated with this proposal are estimated to be $12,400 per year. This includes increased energy costs, materials, and labor for the additional period. ENVIRONMENTAL ASSESSMENTS: Is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: Estimated Additional Costs: Energy costs: $7,000 yearly Materials $1,400 Maintenance $4,000 Estimated total $12,400 yearly No budget adjustment is being requested at this time. Expenses are expected to be within current operating budget funding levels. I am writing this letter as a representative from the Los Oat°. Chemb& of Commerce. We believe the Town of Los Gatos seems to "coma to life" during the holiday season. The Christmas tree lighting, decorations, and holiday parade, etc ...all contribute to making a very festive holiday season. The tree lights add something more than just holiday sparkle. The lights make the Town shine and add extra charm to our streets. When winter months are gloomies, January through March, we shut off the lights. The town and the merchants need this extra touch most during these months. Our merchants need this happy welcoming feeling during these raining, darker, and colder times. We would Iike to officially request the Town of Los Gatos to leave the lights on our trees on through the months of January, February, and March. Carried unanimously. Motion by Mrs. Benjamin, seconded by Mr. Attaway, that Council approve the applicant's request to apply for a Special Alcoholic Beverage Control License, specifically for a residential senior care facility, to be able to sell beer and wine to their residents and guests with meals. Carried unanimously. GENERAL PLAN LAND USE MAP UPDATE/RESOLUTION 1997-142 (13.46) Mayor Lubeck stated that this was the time and place duly noted for public hearing to consider recommendations of the Planning Commission for a General Plan Land Use Map Update. General Plan Amendment GP-97-0002. Adopt a resolution updating the 1985 Los Gatos General Plan Land Use Map (The recommended land use map update identifies uses on a parcel by parcel basis. Approximately 150 parcels are recommended for land use amendment.) and adopting urban growth boundary. These matters are categorically exempt. There was no one from the audience to speak to this issue. Motion by Mrs. Benjamin, seconded by Mr. Hutchins, to close the public hearing. Carried unanimously. Motion by Mrs. Benjamin, seconded by Mr. Blanton, that Council adopt Resolution 1997-142 entitled, RESOLUTION OF THE TOWN OF LOS GATOS ADOPTING THE UPDATED LOS GATOS GENERAL PLAN LAND USE MAP AND THE URBAN GROWTH BOUNDARY. Carried unanimously. LOADER SCRAPER/TRACTOR EQUIPMENT SALES/RESOLUTION 1997-143 (14.28) Motion by Mrs. Benjamin, seconded by Mr. Attaway, that Council adopt Resolution 1997- 143 entitled, RESOLUTION OF THE TOWN OF LOS GATOS AUTHORIZING TOWN MANAGER TO EXECUTE AGREEMENT WITH TRACTOR EOUIPMENT SALES FOR PURCHASE OF ONE (1) NEW 1997 LOADER SCRAPER, Cost of the scraper is $49,551.44; Trade in 1981 Massey Fergeson (loader scraper) for $5,700.00 - fixed asset #4072; Authorize budget adjustments for increase in sale of property revenue ($7,000) and increase for purchase of equipment ($2,000). Carried unanimously. HOLIDAY LIGHTING DOWNTOWN/ENERGIZE THROUGH MARCH (15.44) Motion by Mr. Hutchins, seconded by Mr. Blanton, that Council grant the request of the Los Gatos Chamber of Commerce to leave the downtown holiday lighting energized through March. Carried by a vote of three ayes. Mr. Attaway and Mrs. Benjamin voted no stating that they did not want to see the specialness of the holiday season diluted by keeping the lights up too long.
