BACKGROUND:
On October 25, 2000, the Planning Commission voted unanimously to forward the revised zoning map (Attachment 4)
to the Town Council with a recommendation to re -adopt it. The report to the Commission for the agenda of October 25,
2000 includes additional background information (see Attachment 1).
DISCUSSION:
Changes to the zoning map include corrections to zoning designations that were not accurate. Many of these errors
occurred when the zoning map went from being hand drawn to computer generated. Changes to zoning were also made
for sites that have had a zone change and/or planned development approved since the map was last adopted. Boundary
changes were made to incorporate parcels of land that have been annexed into the Town. The format of the map has been
modified to make a better presentation and to make it easier to read and use. Exhibit B of Attachment 1 summarizes all
of the changes that have been made to the map. There are a number of groups of addresses that correspond to a single
site but individual addresses are listed separately to correspond to assessor's parcel numbers.
Desk Item 2 (Attachment 3) notes that a correction will be made to properties currently zoned RM:5-20. These sites were
changed to RM: 12-20 and the legend designation was changed so the zoning is consistent with the designation on the
General Plan Land Use Map. This change has already been made on the maps distributed to the Town Council
(Attachment 4).
CONCLUSION:
Staff recommends that the Council adopt the ordinance re -adopting the Zoning Map of the Town. The draft Ordinance
is Exhibit C of Attachment 2.

A. BACKGROUND:
The Town zoning map was comprehensively adopted in 1998. Since that time changes have been
made to the map when ordinances for zone changes or resolutions for annexations were adopted.
As t map is updated to reflect zone changes and annexations, the ordinance or resolution number and
date are listed on the map. Periodically the map needs to be re -adopted so that all of the re -zonings
and boundary changes are formally incorporated into the map and the listing of changes can be
removed. Ordinances that are approved following adoption of the zoning map will be listed on the
new map.
B. REMARKS:
A number of changes were made to correct zoning designations that were not accurate. Many of

Re -adopting the zoning map is an administrative action and does not change the zoning of any parcel.
Any proposal to change the zoning of a specific property would require a formal application and public
hearing before the Planning Commission prior to consideration by the Town Council.
C. RECOMMENDATION:
Staff recommends that the Planning Commission forward the revised draft ordinance and zoning map
to the Town Council with a recommendation for adoption, with any desired changes to the map.

AMENDING THE TOWN CODE EFFECTING ZONE CHANGE
NO. RE -ADOPTING THE TOWN ZONING MAP
THE TOWN COUNCIL OF THE TOWN OF LOS GATOS DOES ORDAIN
AS FOLLOWS:
SECTION I
The Town Code of the Town of Los Gatos is hereby amended to readopt the
zoning map attached hereto and is a part of this ordinance, labeled Exhibit A.
SECTION II
This ordinance takes effect 30 days after the date it is adopted. Within 15
days after this ordinance is adopted the Town Clerk shall cause it to be published
once in a newspaper of general circulation published and circulated in the Town.
This ordinance was introduced at a regular meeting of the Town Council of
the Town of Los Gatos on , 2000 and adopted by the
following vote as an ordinance of the Town of Los Gatos at a regular meeting of the
Town Council on , 2000.

The draft zoning map shows the designation for one of the RM zones as RM:5-20 instead of RM:12-20.
There are five properties on the zoning map that have the current designation of RM:5-20 (brown color).
The zoning on these properties are intended to be changed to RM:12-20 as will the zoning designation in
the legend. This change will make the zoning consistent with the land use designation on the General Plan
Land Use Map. The Commission needs to make a recommendation to the Town Council on this item along
with all of the other changes to the zoning map.

Mayor Pirzynski announced that this was the time and place so noted for public hearing to consider
amending the Town Zoning Ordinance to re -adopt the existing zoning map of the Town, Zoning
Code. Amendment A-00-02. Applicant: Town of Los Gatos.
No one from the audience addressed this issue.
Motion by Mr. Blanton, seconded by Mr. Attaway, to close the hearing. Carried unanimously.
The Town Clerk read the Title of the Proposed Ordinance.
Motion by Mr. Blanton, seconded by Mr. Hutchins, to waive the reading of the Proposed Ordinance.
Carried unanimously.
Motion by Mr. Blanton, seconded by Mr. Hutchins, that Council introduce the Proposed Ordinance
entitled, ORDINANCE OF THE TOWN OF LOS GATOS AMENDING THE TOWN CODE
EFFECTING ZONE CHANGE AND RE -ADOPTING THE TOWN ZONING MAP. Carried

KENSINGTON WAY/WIRELESS COMMUNICATION FACILITY/APPEAL (18.15)
Mayor Blanton announced that this was the time and place so noted for public hearing to consider
an appeal of the decision of the Planning Commission approving a request to install a wireless
communication facility mounted on an existing PG&E tower in conjunction with a recently approved
Sprint installation, on property zoned R-1:8. Conditional Use Permit U-00-17. Property Location:
Kensington Way. Property Owner: PG&E. Applicant: General Dynamics for Verizon. Appellant:
Mary Jane Whiteford.
Director of Community Development, Paul Curtis, announced that the noticing on this item had
been faulty, and staff was recommending a continuance to January 16, 2001.
Motion by Mr. Blanton, seconded by Mr. Hutchins, to continue this item to January 16, 2001.
Carried unanimously.
MINUTES OF NOVEMBER 6, 2000 (05.V)
Mr. Davis, resident, asked for extended minutes. Council reconfirmed from prior testimony that its
minutes are action only.
Motion by Mr. Attaway, seconded by Mrs. Lubeck, that Council approve the Joint Town
Council/Redevelopment Agency Minutes ofNovember 6, 2000, as submitted. Carried unanimously.
TOWN ATTORNEY AGREEMENT WITH THE TOWN/RESOLUTION 2000-137 (10.29)
Mr. Davis, resident, noted that there was no termination clause in the agreement, and asked why.
Council noted that this was an amendment, and the agreement has all the appropriate language.
Motion by Mrs. Lubeck, seconded by Mr. Attaaway, that Council adopt Resolution 2000-137
