CODE COMPLIANCE QUARTERLY REPORT FOR JANUARY THROUGH
MARCH 2001
RECOMMENDATION: Accept the Code Compliance quarterly report.
DISCUSSION:
There was a decrease in the number of complaints reported for the third quarter of this year from 101
to 51. The complaint verification response time has slightly increased from about one (1) working
day to about five (5) working days. The decrease in complaints and the increase in response time
is primarily due to the fact that the Community Development Department is currently operating
without a full-time code compliance officer. During this period, the Department's approach has
primarily been reactive and this is reflected in the number of staff reported violations versus public
reported violations (See Table 3). The hiring process for a full-time Code Compliance Officer is
complete and a full-time Code Compliance Officer started April 9, 2001.

The average response time required to determine if a complaint involves a violation increased from
about one (1) working day (3rd QTR 99/00) to about five (5) working days (3rd QTR 00/01).
NONCONFORMING USES AND SIGNS
Staff continued to monitor nonconforming records concerning buildings and uses during this
reporting period.

TOWN COUNCIL
The Town Council/Parking Authority/Redevelopment Agency of the Town of Los Gatos met in the
Council Chambers of the Town Hall, 110 East Main Street, at 7:05 p.m., Monday, April 16, 2001,
in special joint regular session.
ROLL CALL
Present: Randy Attaway, Steven Blanton, Sandy Decker,
Steve Glickman, and Mayor/Chairman Joe Pirzynski.
Absent: None.

Given by all in attendance.
CLOSED SESSION
Town Attorney, Orry Korb, reported that Council had met in Closed Session prior to this evening's
meeting pursuant to Government Code Section 54957.6 to discuss Labor Negotiations. Lead Town
Negotiator: Gary Rogers, Human Resources Manager. Employee Organization: American Federation
of State, County and Municipal Employees - Local 101 (AFSCME). Council gave direction. There
was no reportable action taken.
