RECOMMENDATION: Accept the Code Compliance quarterly report.
DISCUSSION:
During this quarter there has been an improved level of service as compared to the fourth quarter of 1999-
2000. For example, in most cases a complaint was checked within 24 hours to determine if there was a
violation. In cases of major issues, such as health and safety, personal contact is made with the violator
which has quickly resulted in the abatement of the violation. There has been a drop in the number of sign
violations during the first quarter of 2001 - 2002 as compared to the fourth quarter of 1999 - 2000. During
this quarter a significant amount of time was spent in the area of major issues, training, and pending cases.
Staff is now working on a plan that will directly address unlawful signs..

The average response time required to determine if a complaint involves a violation decreased from
about five (5) working days to about one (1) working day.
NONCONFORMING USES AND SIGNS
Staff continued to monitor nonconforming records concerning buildings and uses during this
reporting period.

No reports were submitted to the Planning Commission/Town Council during this reporting period.

Motion by Mr. Glickman, seconded by Mr. Blanton, that Council ratify the check registers for the
payrolls of June 9, 2001 through June 22, 2001, paid on June 29, 2001, in the amount of $432,064.08.
Carried unanimously.
CODE COMPLIANCE/QUARTERLY REPORT (03.38)
Informational report from the Code Compliance Officer regarding abatement of code violations was

Informational report regarding activity of Planning Commission and Department was received and filed.
MINUTES OF STUDY SESSION JULY 2, 2001 (05A.V)
Motion by Mr. Glickman, seconded by Mr. Blanton, that Council approve the Minutes of July 2, 2001
Joint Town Council/Planning Commission Study Session on Alcohol Beverage Policy as submitted.
Carried by a vote of 4 ayes. Mr. Blanton abstained.
COUNCIL MEETING SCHEDULE FOR 2001-2002/AMENDMENT (06.11&28)
Motion by Mr. Glickman, seconded by Mr. Blanton, that Council amend the Town Council Meeting
Schedule for 2001-2002 Fiscal Year, adding August 27`h study session on the Library/Civic Center
master planning process. Carried unanimously.
PROJECT 0106/STREET SLURRY SEAL/CAPITAL 2001 (07.24)
Motion by Mr. Glickman, seconded by Mr. Blanton, that Council increase Change Order Authority
under the Construction Contract with Valley Slurry Seal Company by $40,000. Carried unanimously.
UNIVERSITY AVENUE 330/TRAFFIC MITIGATION/DEV-97-05 (08.15)
Motion by Mr. Glickman, seconded by Mr. Blanton, approve recommendation for alternative traffic
mitigation for development at 330 University Avenue, application DEV-97-05, and accept additional
$10,631.00 over and above $49,369.00 for a total of $60,000.00 to facilitate the completion of the
intersection improvements. Carried unanimously.
PROJECT 0106/ANNUAL STREET RESURFACING/RESOLUTION 2001-78 (09.24)
Motion by Mr. Glickman, seconded by Mr. Blanton, that Council adopt Resolution 2001-78 entitled,
RESOLUTION OF THE TOWN OF LOS GATOS APPROVING THE PLANS AND
SPECIFICATIONS FOR THE 2001 STREET RECONSTRUCTION PROJECT AND
AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BIDS. Carried unanimously.
PROJECT 0203/CURB-GUTTER-SIDEWALK RECONSTRUCTION/RESOLUTION 2001-79 (10.24)
Motion by Mr. Glickman, seconded by Mr. Blanton, that Council adopt Resolution 2001-79 entitled,
RESOLUTION OF THE TOWN OF LOS GATOS APPROVING THE PLANS AND
SPECIFICATIONS FOR CURB, GUTTER AND SIDEWALK RECONSTRUCTION -
CAPITAL PROJECT 0203 AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT
FOR BIDS. Carried unanimously.
