Item 4 Staff Report Code Compliance Quaterly Report for January Through March 20003COUNCIL AGENDA REPORT DATE: April 17, 2003 TO: FROM: TOWN MANAGER SUBJECT: MAYOR AND TOWN UNCIL MEETING DATE: 4/21/03 ITEM NO. i CODE COMPLIANCE QUARTERLY REPORT FOR JANUARY THROUGH MARCH 2003 RECOMMENDATION: Accept the Code Compliance quarterly report. DISCUSSION: The Code Compliance office showed there was an increase in the number complaints reported for the period of January through March, 2003, as compared to the same period last year. Table 1 below indicates that the type of complaints reported are fairly consistent; and, that the Code Compliance Officers spend a great deal of time dealing with a wide variety of complaints. This proves to be a tremendous benefit for both the community, and Town Staff alike. The Code Compliance experienced a significant change during this quarter. The change was brought about when the Town's acting Code Compliance Officer, Ken Berry returned to the Police Department as a detective in the investigations bureau. Officer Berry will continue to serve as a liaison between the two departments and offer assistance to Code Compliance when needed. He will also continue to work with the Town attorney on the development of the administrative citation policy. The Code Compliance Office will continue to provide prompt and courteous service. (17) PAGE 3 MAYOR AND TOWN COUNCIL SUBJECT: CODE COMPLIANCE QUARTERLY REPORT April 17, 2003 RESPONSE TIME The average response time required to determine if a complaint involves a violation remained consistent over the 3' QTR of 02/03 and 3' QTR of 01/02. On average, it took Code Compliance Officers about one-half to one full work day to verify valid complaints. NONCONFORMING USES AND SIGNS: Staff continued to monitor nonconforming records concerning buildings and uses during this reporting period. REPORTS REGARDING CODE COMPLIANCE ACTIVITIES: No reports were submitted to the Planning Commission/Town Council during this reporting period. Carried unanimously. RATIFICATION OF PAYROLL/MARCH-APRIL 2003 (05.V) Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council ratify the check register for the payroll of March 16, 2003 through March 29, 2003, paid on April 4, 2003, in the amount of $542,999.53. Carried unanimously. ACCOUNTS PAYABLE/RATIFICATION/MARCH-APRIL(06.V) Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council ratify the accompanying check registers for accounts payable invoices paid on March 28, 2003, April 4, 2003 and April 11, 2003 in the amount of $661,581.98. Carried unanimously. NATIONAL HOUSING TRUST FUND ACT OF 2003/RESOLUTION 2003-36 (08.39) Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council adopt Resolution 2003-36 entitled, RESOLUTION OF THE TOWN OF LOS GATOS SUPPORTING THE NATIONAL HOUSING TRUST FUND ACT OF 2003. Carried unanimously. LEAGUE OF CALIFORNIA CITIES/VOTING DELEGATES (09.28) Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council appoint Mayor Sandy Decker as the primary voting delegate and Vice Manyor Steve Glickman as the alternate voting delegate for the League of California Cities General Assembly Special Meeting on May 15, 2003. Carried unanimously. NATIONAL ARBOR DAY/ANNUAL OBSERVANCE/RESOLUTION 2003-37 (10.33) Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council adopt Resolution 2003-37 entitled, RESOLUTION OF THE TOWN OF LOS GATOS PROCLAIMING NATIONAL ARBOR DAY OBSERVANCE. Carried unanimously. BELLA VISTA 339/RESIDENTIAL/RESOLUTION 2003-38 (11.15) Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council adopt Resolution 2003-38 entitled, RESOLUTION OF THE TOWN OF LOS GATOS DENYING AN APPEAL OF A PLANNING COMMISSION DECISION DENYING A REQUEST TO CONSTRUCT A NEW SINGLE FAMILY RESIDENCE WITH A REDUCTION IN THE FRONT AND REAR SETBACKS ON A NONCONFORMING LOT AND TO MERGE TWO LOTS ON PROPERTY ZONED R-1:8. Carried unanimously. PROJECT 0201/BLOSSOM HILL SIDEWALK CONSTRUCTION/RESOLUTION 2003-40 (13.24) Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council adopt Resolution 2003-40 entitled, RESOLUTION OF THE TOWN OF LOS GATOS AWARDING A CONSTRUCTION CONTRACT TO GOLDEN BAY CONSTRUCTION COMPANY FOR PROJECT 0201 - BLOSSOM HILL ROAD SIDEWALK CONSTRUCTION IN THE AMOUNT OF $99,839.75, also authorizing staff to execute future change orders to the construction contract as necessary up to an amount of $20,000.
