Item 11 Staff Report Adopt Resolution of the Town Council of the Town of Los Gatos Authorizing the City of Monte Sereno as Lead Agency to File a Grant Application on behalf of the Town with the Association of Bay Area Governments to Undertake a ComprehensCOUNCIL AGENDA DATE: 11/21/94 ITEM NO. // TOWN OF LOS GATOS COUNCIL AGENDA REPORT DATE: November 18, 1994 TO: MAYOR AND TOWN COUNCIL FROM: TOWN MANAGER SUBJECT: ADOPT RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS AUTHORIZING THE CITY OF MONTE SERENO AS LEAD AGENCY TO FILE A GRANT APPLICATION ON BEHALF OF THE TOWN WITH THE ASSOCIATION OF BAY AREA GOVERNMENTS TO UNDERTAKE A COMPREHENSIVE SUB -REGIONAL PLANNING PILOT PROJECT TO STANDARDIZE THE REVIEW OF PLANNING PROJECTS IN THE WESTERN FOOTHILLS OF SANTA CLARA COUNTY. RECOMMENDATION: Adopt resolution of the Town Council of the Town of Los Gatos authorizing the City of Monte Sereno as lead agency to file a grant application on behalf of the Town with the Association of Bay Area Governments to undertake a comprehensive sub -regional planning pilot project to standardize the review of planning projects in the western foothills of Santa Clara County. DISCUSSION: ABAG has distributed a request for proposals to develop a comprehensive sub -regional pilot project. Monte Sereno has contacted the other West Valley cities to see if we could jointly submit a proposal to develop some consistent policies and procedures aimed at preserving the backdrop of the foothills. Saratoga and Cupertino have requirements in their respective general plans to develop such programs. Over the years, various West Valley cities have expressed a desire to have a similar program that the Town has with our jointly adopted Hillside Specific Plan. Monte Sereno is willing to act as lead agency and administer the program for the other cities. The City would receive up to $20,000 for staff time and direct expenses and an additional $35,000 would be divided among the participating agencies, depending on the amount of work performed. It is expected that the work performed by the Town and the County would be minimal mainly confined to relating how the present system has worked and what alternatives the other cities may want to consider. WHEREAS: The Association of Bay Area Governments (ABAG) issued a Request for Proposals to Bay Area cities and counties to receive support for a Comprehensive Sub - regional Planning pilot project, and; WHEREAS: The purpose of the project is to develop a pilot program that could be used by Bay Area cities and counties to establish firm urban growth boundaries and to promote a pattern of compact, city -centered growth in urban areas where infrastructure is available, and; WHEREAS: The County of Santa Clara, the Cities of Monte Sereno, Saratoga, Cupertino, and Palo Alto and the Towns of Los Altos Hills and Los Gatos share an interest in preserving the western foothills as a backdrop for this subregion, which is consistent with the purposes of the ABAG project, and; WHEREAS: This common interest by the County, the four cities and the two towns should evolve into a shared set of goals, policies and review procedures to protect this resource, and promote the ABAG urban growth strategies which are consistent with policies found in the General Plans of the County, the four cities and the two towns, and; WHEREAS: The Town of Los Gatos and the County through the jointly adopted Los Gatos Hillsides Specific Plan have 16 years of experience with this type of program, it is appropriate that the Town and the County join with the cities and town to share our experiences and work with them to develop goals, policies and procedures that are appropriate to each jurisdiction's needs and interests that fosters the overall goal of Page 1 of 2 preserving the hillsides with firm urban growth boundaries which also promote compact city - centered urban growth, where infrastructure is available. RESOLVED: The Town agrees that the City of Monte Sereno is the lead agency for this study and is authorized to file a grant application with ABAG on behalf of the Town as part of a subregion, and; FURTHER RESOLVED: The Town agrees to support the pilot study with "in -kind" services as necessary.
