RECOMMENDATION:
Authorize staff to:
1. Prepare Resolution establishing General Plan Task Force II with a maximum of 30 members.
2. Advertise for applications to fill vacancies on General Plan Task Force II in accordance with Town Council criteria.
3. Prepare necessary reports for amending the General Plan to incorporate sections of the Downtown Specific Plan that
have not been completed and repeal the completed sections of the Downtown Specific Plan.
4. Send Requests for Proposals to consultants for data collection during the General Plan and Hillside Specific Plan
update process.
BACKGROUND:
On January 26, 1998, General Plan Task Force Chair Paul Bruno presented the Task Force Final Report to the Town
Council. Many Task Force members were present and provided additional input. The Council commended the Task
Force and accepted their recommendations. As part of the "next steps" discussion for the General Plan and Hillside
Specific Plan update process, Council requested staff to:
1) Provide a methodology for addressing Task Force issues;
2) Draft a schedule for the update process; and
3) Begin gathering data.

DISCUSSION:
METHODOLOGY
Various ideas for the update process were discussed at the January 26, 1998 Council meeting. Task Force and Council
members agreed that a combination of the approaches presented in the Council report would be most effective. Staff
proposes the following based on the Council's discussion:
• Gather data by hiring consultants to provide studies concerning traffic, noise, and soil stability. Conduct
a scientific survey of Town residents to follow up the Fall 1997 survey. Hire a planning consultant to
complete the Trails and Bikeways Master Plan. This information will be used as a foundation for updated
goals and policies to be included in the General Plan and Hillside Specific Plan.
• Reactivate General Plan Task Force with a maximum number of 30 members. Members of the 1997 Task
Force have been notified of the opportunity to serve on General Plan Task Force I1. Twenty-four members
have expressed interest and would continue to represent their constituency groups. Five members do not
wish to continue and one has not responded. Council will give first priority to existing Task Force
members when filling the Task Force II vacancies. Councilmember Hutchins suggests filling the remaining
vacancies with one representative from each of the following: Service Clubs, Churches/ Synagogues,
Senior Citizen Groups, Neighborhood Associations, Professional Groups, and Businesses. Task Force I1
will develop new ways to solicit input from school representatives, churches, students, commercial
representatives and developers.
• Task Force II will conduct facilitated community forums about issues identified in the Task Force Final
Report (January 1997). The forums will ensure that all Los Gatos property owners, residents and
merchants have an opportunity to provide input about the General Plan/ Hillside Specific Plan update.
• Issues identified in the 1997 Task Force Final Report for consideration in the short term will be referred
to the General Plan Committee immediately, since these primarily deal with implementation of existing
General Plan/ Hillside Specific Plan objectives and implementation measures.
• Issues identified in the 1997 Task Force Final Report for comprehensive study will be addressed by Task
Force II in order of priority at the community forums. When the Task Force condenses it's findings after
the forums, it will present recommendations to the General Plan Committee.
• Repeal the Downtown Specific Plan to allow the update process to focus on the General Plan and Hillside
Specific Plan. The majority of the Downtown Specific Plan policies and objectives have been
implemented, with the exception of creating a Comprehensive Downtown Parking Plan. Council should
refer the development of a Parking Plan for the Central Business District to the Parking Commission.
Other sections of the Downtown Specific Plan that have not been implemented may be incorporated into
the General Plan through an Amendment.
• The General Plan Committee will consider Task Force II recommendations and then draft updated issues,
goals and implementation measures for each element. The draft General Plan/ Hillside Specific Plan
amendments will be submitted to Task Force II for review and comment. The General Plan Committee
will consider comments on the draft and develop a final draft. As each element is updated, the General
Plan Committee will ensure consistency with other elements of the General Plan and Hillside Specific
Plan.
This methodology will involve Town staff from all departments. For example, Library staff has shown interest in
including questions about support for a new Library in the scientific survey. The update process will be coordinated
by the Planning Department with the assistance of a facilitator to coordinate meetings, prepare agendas and distribute
materials. A Planning Consultant will also be hired to assist with the update process.

PRELIMINARY UPDATE SCHEDULE
The methodology described will follow the schedule included as Attachment 1. The goal is to gather data and hold
community forums through November 1998 and have the Draft General Plan and Hillside Specific Plan Update prepared
and ready for environmental review in April 1999. Task Force II and General Plan Committee meetings are also
included during this time frame.
GATHERING DATA
Staff requests Council authorization to send Requests for Proposals (RFP's) for the consultants listed below. Draft RFP's
and consultant lists are attached separately as noted below for each type of consultant:
1. Traffic Engineer to evaluate traffic patterns, project future traffic counts, measure intersection levels of service
(LOS) and recommend mitigation measures (Attachments 2 and 3).
2. Acoustical Engineer to monitor, collect and map noise information (Attachments 4 and 5).
3. Geotechnical Engineer to update the Town's earthquake fault and soil stability maps (Attachments 6 and 7).
4. Scientific survey consultant to conduct a survey of Town residents, to determine if results of the survey conducted
in October 1997 accurately reflect the residents' concerns and vision for the Town (Attachments 8 and 9).
Councilmember Hutchin's suggestions about discovering the sense of community in Los Gatos are included in the
Draft RFP (Attachment 9).
5. Planning consultant to complete the Trails and Bikeways Master Plan and format the information into reproducible
materials for public hearings (Attachments 10 and 11).
Information gathered by these consultants will contribute to the efficacy of General Plan Task Force II and the General
Plan Committee during the update process. The Preliminary Schedule (Attachment 1) sets the time frame for data
collection and document preparation between April 1998 and March 1999; Task Force Community Forums will occur
concurrently in part, with completion of the forums expected by December 1998.
Three other consultant roles need to be filled for the update process: a meeting facilitator, planning consultant and
environmental consultant. Attachment 12 shows how the consultants will be coordinated by the Town. Staff
recommends that Daniella Hamilton of Public Affairs Management (P.A.M.) carry out the meeting facilitation and
planning roles, much as she did for the 1997 General Plan Task Force. Ms. Hamilton has indicated an interest in
continuing to work with our update process. She is currently preparing a preliminary scope of work and cost estimate.
Staff will return to Council this March with a request for authorization to proceed in an agreement with P.A.M. for the
meeting facilitation and planning consultation. The RFP's for the environmental consultant will be sent in March 1999.
CONCLUSION:
Council should review the proposed methodology and preliminary schedule and determine if they are appropriate for
the next phase of the General Plan update process. Once Council determines the appropriate methodology and schedule,
it should authorize staff to prepare a resolution establishing General Plan Task Force II and advertise for applications
to fill vacancies on General Plan Task Force II in accordance with Town Council criteria. Council should decide if the
criteria recommended by Council member Hutchins is appropriate for filling the unknown remaining balance of vacancies
(after existing Task Force members who are interested are appointed.)
Council should also authorize staff to prepare necessary reports for amending the General Plan to incorporate sections
of the Downtown Specific Plan that have not been completed and repeal the completed sections of the Downtown
Specific Plan and send RFP's to consultants for data gathering.
ENVIRONMENTAL ASSESSMENTS:
Sending Request for Proposals is not a project defined under CEQA, and no further action is required. Environmental
review will be required when a Draft Updated General Plan is prepared.

FISCAL IMPACT:
Total funding required for each consultants' work will be determined after the proposals are received and evaluated and
each scope of work is agreed upon and approved. When staff returns to Council for authorization to enter into an
agreement with each consultant, funding sources and costs for the studies will be detailed. At this time it is anticipated
that funding will come from the General Plan Update Deposit Account which has a balance of $475,000 as of January
31, 1998 (available funds totalling $42,500 - $50,00 has already been appropriated for the General Plan Task Force
expenses from last year).
