BACKGROUND: The Planning Commission reviewed the draft RFP for preparation of revised Hillside Development Standards on October 25, 2000. The Commission voted unanimously to forward the RFP to the Council with a recommendation for approval. The report to the Planning Commission (Attachment 1) includes background information on preparation of the RFP and its purpose. The draft RFP is Exhibit A of Attachment 1. DISCUSSION: The content of the RFP has been reviewed by the Architectural Standards/Hillside Committee, the General Plan Committee and the Planning Commission. Once the RFP is approved by the Council it will be put in final form and sent to prospective consultants. The consultant will work with staff, the Architectural Standards/Hillside Committee and a group of interested town residents to prepare a public hearing draft of hillside design guidelines. In creating the design guidelines, the existing Hillside Development Standards will be used as a starting point and a wide variety of issues and concerns will be discussed (see draft RFP for a complete list). CONCLUSION: Staff recommends that the Council make any desired changes and approve the RFP. Attachments: 1. EXHIBITS: A. Draft Request For Proposal (RFP) (two pages) RECOMMENDATION: Forward to the Town Council with a recommendation to approve the RFP A. BACKGROUND: Issues relative to hillside development have been of growing concern to the Town Council, Planning Commission and town residents. This is one of the highest priorities for action based on comments from the Council, Commission, and General Plan and Architectural Standards/Hillside Committees. This issue has been discussed by the Architectural Standards/Hillside Committee, and staff subsequently prepared a Request for Proposal (RFP) in order to hire a consultant to help facilitate revision of the Hillside Development Standards and addition of illustrations. B. REMARKS: The General Plan includes the following policies or implementing strategies that relate to the Town's Hillside Development Standards: CD.1.1.1: Design Review: Design standards shall be considered for every project. These standards shall be periodically reviewed and updated. CD.1.1.13: Consider amending the Zoning Ordinance to apply hillside standards to sloping lots, even if coned other than RC or HR. CD.1.1.14: Consider amending the Zoning ordinance to define sloping lot. CD.P.2.9: Update the Hillside design Standards. CD.1.2.1: Adopt and continually update exceptional hillside design standards and guidelines. Expand the issues currently addressed by the Town's Hillside design Standards to include siting, orientation, materials, size, fencing, lighting, wildlife habitats and migration corridors, and the amount of formal landscaping and hardscape that may be installed. The above implementing strategies can all be addressed as part of the process of reviewing and updating the Hillside Development Standards. These tasks are all part of the General Plan work program and should be completed in 2001. The content of the draft RFP was reviewed by the Architectural Standards/Hillside Committee and the General Plan Committee before being forwarded to the Planning Commission. The Commission's recommendation on the RFP will be forwarded to the Town Council for final approval. Staff can then proceed with hiring a consultant to work on the Hillside Development Standards update. The current document was adopted by the Town Council in 1980 and was last amended in May 1990. The new hillside standards will need to be compatible with the Los Gatos Hillside Specific Plan, adopted by the Town and Santa Clara County in 1978-1979 and with the General Plan 2000 adopted on July 17, 2000. Primary concerns of the Town are preservation of the hillsides, limiting the visual impact of hillside development and maintaining a small town atmosphere. Issues related to hillside development that will be discussed and considered include: Architectural regulations • siting • reducing bulk & mass • stepping foundations and roof lines to slope • architectural elements • exterior color • exterior materials • height • three-story elevations or appearance of such • compatibility with site and surrounding area accessory structures Regulation of Size • slope density formula • floor area ratio • establishing a maximum floor area Grading • cut & fill depths and quantities • flattening out large areas for outdoor use • grading limit line • preservation of natural terrain Engineering • sewer/septic • other utilities • driveway slope (max. 15%) • other driveway characteristics • backup and turnarounds • drainage • parking Exhibit A Town Council Minutes November 6, 2000 Redevelopment Agency Los Gatos, California COUNCIL CALENDAR OF MEETINGS (02.28) Informational report noting the agendized meetings for Council and other Town Boards and Commissions for November and December, 2000, was received and filed. CHILDREN'S HOSPITAL/TASK FORCE (10.12) Council Consensus to grant Dr. Fox's request to re-agendize this item to November 20, 2000 in order to discuss the continuation of the Children's Hospital Task Force. Mayor Blanton asked that this subject appear under Other Business on that agenda. STUDENT PARKS COMMISSIONER/APPOINTMENTS (11.12) Motion by Mrs. Lubeck, seconded by Mr. Hutchins, that Council affirm Student Parks Commissioner Appointments for Michael Tuffley and Lisa Hwang.
