RECOMMENDATION:
Adopt resolution authorizing Town Manager to purchase management information system support services
from Hewlett-Packard.
BACKGROUND:
Hewlett-Packard has provided the Town with systems support for the past three years. The support is for our
basic management information system and does not include the financial, library, planning and building and
engineering software. The Police Department has a separate support system agreement with Hewlett-
Packard.
Beginning in 1994-95, the level of system support with Hewlett-Packard was reduced as the MIS team
became more proactive. This approach to system maintenance has been successful in 1994-95. The MIS
team of Chris Gjerde and Bill Bruckart of the Building and Engineering Department, and Michele Braucht,
Finance Director, recommends continuing at this level with Hewlett-Packard.
DISCUSSION:
The MIS task force has successfully upgraded the Town's software and added additional computers. The task
force has established a WordPerfect users group and an E-mail users group. These groups solve problems,
coordinate training and serve as departmental resources.

The $1,074 per month assures the Town of hardware support, software use assistance, software update
licenses and access to the HP Support Line. Support Line is a twenty-four hour a day telephone response
center.
ENVIRONMENTAL ASSESSMENTS:
The proposed systems support service with Hewlett-Packard is not a project subject to CEQA.
FISCAL IMPACT:
The recommended Hewlett-Packard systems support service costs $1,074 per month. 1995-96 Operating
Budget includes funds for MIS system support.

Clara, State of California, that the Town of Los Gatos purchase Management Information System
Support Services from Hewlett-Packard (as listed on the attached), and that the Town Manager
is authorized and is hereby directed, to purchase Management Information system Support
Services from Hewlett-Packard in the name and on behalf of the Town of Los Gatos.

Motion by Mrs. Lubeck, seconded by Mr. Attaway, that Council adopt Resolution 1995-82
entitled, RESOLUTION OF THE TOWN OF LOS GATOS AUTHORIZING THE TOWN
MANAGER TO EXECUTE AN AGREEMENT WITH THE DEPARTMENT OF
TRANSPORTATION FOR FEDERAL AID FOR PROJECT - BLOSSOM HILL ROAD AND
PHILLIPS AVENUE RETAINING WALL. Carried unanimously.
COMPUTER SUPPORT SERVICES/HEWLETT-PACKARD/RESOLUTION 1995-83 (23.28)
Motion by Mrs. Lubeck, seconded by Mr. Attaway, that Council adopt Resolution 1995-83
entitled, RESOLUTION OF THE TOWN OF LOS GATOS AUTHORIZING THE TOWN
MANAGER TO PURCHASE MANAGEMENT INFORMATION SYSTEM SUPPORT SERVICES

VERBAL COMMUNICATIONS (XX.19)
Low Income Housing:
Jo Bartlett, 166 Oak Hill Way, spoke of the housing presentation discussed at the Planning
Commission and asked Council for additional locations to place low income housing. Spoke
of gas tax revenues being cut if housing stock did not meet State mandates.
ADJOURNMENT OF THE REDEVELOPMENT AGENCY MEETING
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, to adjourn the Redevelopment Agency
portion of this evenings meeting at 7:51 p.m. Carried unanimously.
HEARINGS
UTILITY USERS TAX/GAS, ELECTRIC, TELEPHONE, CABLE, WATER (24.05)
Mayor O'Laughlin stated that this was the time and place duly noted for public hearing to
consider reintroduction of amended ordinance to establish a 2% utility users tax on gas, electric,
telephone, cable and water.
The following people from the audience spoke to this issue:
Bill Haggerty, 151 N. Santa Cruz Ave., General Manager of South Bay CableVision, spoke of
the customers who would have to absorb the cost of the tax. He noted the franchise fees already
paid by the company and the competitive rates of competing companies.
Leslie Morley, 60 Central Ave., asked that the question of the utility tax be brought to a vote.
Shirley Henderson, Antiquarium, 98 W. Main St., spoke in favor of the proposed ordinance and
the small total cost of $1.00 per month on her Cable TV and utilities.
Al Chase, 107 Ann Arbor Drive, in favor of the utility tax and the need to continue service
levels at the present level.
Ann Holley, 116 Hilow Court, urged Council's full support and commitment in the adoption of
the ordinance and the elimination of the special election.
Steve Werner,16605 Oleander, supports the utility tax and encouraged Council to proceed with
the ordinance for the benefit of street repair and police services.
Armand Charlebois, 249 Los Gatos Blvd., works in a restaurant downtown and requested
continued police service levels in the downtown area, especially on weekend evenings.
No one else from the audience addressed this issue.
