PURPOSE: The purpose of this report is to provide an assessment of the inaugural Leadership Los Gatos program (2001-2002) and the recruitment status of the 2002-2003 Leadership Los Gatos program. BACKGROUND: On May 7, 2002, the Town Council approved the concept of developing a Leadership Los Gatos program in cooperation with the Chamber of Commerce to facilitate the "growth" of future leaders for Los Gatos and the region. In October 2001, the first Leadership Los Gatos program was launched and included approximately 22 participants, representing a broad spectrum of the community. Participants also were required to complete several assignments and attend Council, Commission, or non-profit board meetings. The Leadership Los Gatos program concluded in June 2002 and included a special graduation ceremony for the participants. DISCUSSION: The following includes an assessment of the 2001-02 Leadership Los Gatos program based on participant feedback and evaluations and a brief overview regarding recruitment efforts for 2002-03 Leadership Los Gatos. Assessment of 2001-02 Leadership Los Gatos Program Upon the completion of the 2001-02 Leadership Los Gatos program, the Chamber of Commerce and Town staff conducted a "debrief' session with the participants which included an evaluation of all sessions, presenters, field trips, and assignments. Participants also provide several meaningful suggestions to further enhance next year's program and discussed how the program benefitted the community. Overall, the participants described the program as a very valuable experience, providing a well- balanced view of the community and a friendly, informative, and interactive explanation of Town government and its services and the public policy decision making process. More specifically, the Leadership Los Gatos program graduates stated the following regarding the value of the leadership program: • Making people more civic minded and making them aware of the impact community decisions have on their lives. • Builds higher connectivity to Los Gatos and more informed citizenship. I feel I have a much better perspective around the challenges facing city government. The program did a great job in raising my level of awareness to local/regional government and how it works. Provided more depth on issues we all know exist but don't understand completely. • A place to start learning, understanding the interconnection of government and local social n PAGE 3 MAYOR AND TOWN COUNCIL SUBJECT: ACCEPT REPORT REGARDING THE STATUS OF LEADERSHIP LOS GATOS July 15, 2002 issues here in Los Gatos. • The best part was visibility into the community and its functions. The value is an opportunity for each to identify how their skills might assist the community. • Improved awareness of why decisions are made and the process involved to make them. The best part is creating my interest in involvement in my community. • I learned so much about Los Gatos and town government in general. I can't imagine how else I would have gathered all the valuable information I learned in this program. • Leadership Los Gatos gave us a firm grounding and shows what possibilities are available to volunteers. It's up to us now to help the community. 2002-02 Leadership Los Gatos Recruitment Status Recruitment for Leadership Los Gatos is currently underway. The Chamber of Commerce has received 13 applications for the 2002-03 leadership program and continues to receive inquiries daily. As with last year, the Leadership Los Gatos brochure (Attachment No. 1) is available at the Chamber of Commerce and at all Town facilities. The brochure is also accessible from the Town and Chamber web sites. The deadline for leadership applications is September 6, 2002. It is anticipated that the program will begin in October 2002 and end in June 2003. Staff and Chamber representatives have already met to discuss the 2002-03 program and plan to incorporate some of the suggestions made by the alumni leadership class. CONCLUSION: Based on comments and feedback from the inaugural Leadership Los Gatos class, the program was significant in that it created an informed and participatory citizenry that is seeking to become more involved in the community. More importantly, the leadership alumni class is considered a resource tool for Town staff and has provided staff valuable insight regarding Town programs and/or projects. FISCAL IMPACT: The FY 2002-03 Annual Operating Budget provides $100,000 to fund the Town's service contract with the Chamber of Commerce. Up to $15,000 of the $100,000 has been allocated for the leadership program. The leadership program tuition fee of $250 per participant is collected by the Chamber and is used to cover additional expenses. It is expected that the leadership tuition fee will remain at $250 per participant. Public Speaker: Gerry Mirrasou, spoke regarding the two year process involved in the work on the ordinance for stabilization of mobile home park rents. The Town Clerk read the Title of the Proposed Ordinance. Motion by Mr. Glickman, seconded by Mr. Pirzynski, to waive the reading of the Proposed Ordinance. Carried by a vote of 4 ayes. Mrs. Decker absent. Motion by Mr. Pirzynski, seconded by Mr. Glickman, that Council introduce Proposed Ordinance entitled, ORDINANCE OF THE TOWN OF LOS GATOS AMENDING THE LOS GATOS TOWN CODE, CHAPTER 144ARTICLE VIILV., MOBILE HOME RENTAL AND OTHER TENANT/LANDLORD DISPUTES (SECTION 14.85). Carried by a vote of4 ayes. Mrs. Decker absent. LEADERSHIP LOS GATOS/STATUS REPORT (26.28) Motion by Mr. Glickman, seconded by Mr. Blanton, that Council accept and file report regarding the status of leadership Los Gatos. Carried by a vote of 4 ayes. Mrs. Decker absent. DOWNTOWN PARKING MANAGEMENT PLAN/STATUS REPORT (27.34) Motion by Mr. Glickman, seconded by Mr. Blanton, that Council accept and file report regarding the status of Downtown Parking Management Plan. Carried by a vote of 4 ayes. Mrs. Decker absent. COUNCIL MATTERS (28.28j Mayor Attaway noted that there were few appeals filed for Council's consideration in September and asked that Council enjoy its August recess. He also noted that the vault in the Town Plaza has been filled with equipment for the fountain and electrical needs. MANAGER MATTERS (29.28) Manager Figone noted that two study sessions were being scheduled for Council.
