RECOMMENDATION:
Accept report regarding the status of the 2002/03 Leadership Los Gatos program.
PURPOSE:
The purpose of this report is to provide an assessment of the 2002/03 Los Gatos program and the
recruitment status of the 2003/04 Leadership Los Gatos program.
BACKGROUND:
In 2001, the Town Council approved the development of a Leadership Los Gatos program in
cooperation with the Chamber of Commerce to facilitate the "growth" of future leaders for Los Gatos
and the region. Since that time, the Town has conducted two programs and is currently preparing for
its third program scheduled to begin in October 2003.
The 9-month leadership program curriculum consists of presentations, discussions, and field trips
emphasizing various local and regional government, infrastructure, public policy and decision
making, public education, business and industry, and public safety issues. Participants are also
required to attend Council, Commission, or non-profit board meetings and complete individual and
group assignments. The program concludes with a special graduation ceremony for the participants.
DISCUSSION:
The following includes an assessment of the 2002/03 Leadership Los Gatos program based on
participant feedback and evaluations. A brief overview regarding the recruitment efforts for the
2003/04 Leadership Los Gatos program is also included.

Assessment of 2002/03 Leadership Los Gatos Program
Upon the completion of the 2002/03 Leadership Los Gatos program, the Chamber of Commerce and
Town staff conducted a "debrief' session with the participants which included an evaluation of all
sessions, presenters, field trips, and assignments. Participants also provided several meaningful
suggestions to enhance future programs.
Overall, the participants described the program as valuable, providing a well-balanced view of the
community and Town government, its services, and the public policy decision making process.
Below are comments from the 2002/03 graduating class validating the value of the leadership
program:
• "[The program] builds tomorrow's leaders today. The best part was learning more about my
[town] and meeting others who are interested in community affairs."
• "[It] helps develop more informed potential community leaders, which allows for a better
government."
"[This program] is the key to reestablishing connection with the community. [It] allowed me
to "soft -land" into local politics without being intimidated."
"I think the program is so valuable. It has generated a real enthusiasm for me personally. I
don't know anyone I have talked to about this that hadn't asked about how they could
become involved."
• "I have a much more comprehensive view of the Town and the mechanics of how things
work and work together."
Class participants also expressed excitement about a new 2002/03 assignment option which included
the identification and implementation of a community project or event. This year's class chose to
improve the community's awareness of the Downtown Historic Walking Tour by coordinating a
special tour and discussion with some of Los Gatos' history experts.
Another significant accomplishment includes the graduates' active interest in seeking leadership
opportunities in the community. Several leadership graduates were recently appointed to various
Town and non-profit boards, commissions, and committees, including the Town Arts Commission,
Town Gateway Design Group, Los Gatos Chamber of Commerce Board of Directors and Los Gatos
Community Foundation Board of Directors. Other graduates became members of the Community
Emergency Response Team (CERT), a Town volunteer public safety training program, and one
alumni from the inaugural leadership class recently taught a CERT training class.
In an effort to keep connected with leadership alumni, the Town and Chamber of Commerce will be
working together to contact past graduates to discover the volunteer activities the graduates may

involved in and advise them of future volunteer projects or opportunities.
2003/04 Leadership Los Gatos Recruitment Status
Recruitment for the 2003/04 Leadership Los Gatos program is underway. As with last year, the
Leadership Los Gatos brochure (Attachment No. 1) is available at the Chamber of Commerce and
at all Town facilities. The brochure is also accessible on the Town and Chamber web sites.
The deadline for leadership applications is September 12, 2003. It is anticipated that the program
will begin in Fa112003 and late Spring/early Summer 2004. Town staff and Chamber representatives
have already met to discuss the 2003/04 program and plan to incorporate some of the suggestions
made by the alumni leadership class.
CONCLUSION:
Based on comments and feedback from the 2002/03 Leadership Los Gatos class, the program was
significant in that it provided participants with a broad, yet comprehensive overview of the
community, including Town government and its services. More importantly, participants continue
to seek out Town and non-profit Board, Commission, and Committee appointments and other
community volunteer opportunities.
FISCAL IMPACT:
The FY 2003/04 Annual Operating Budget provides $70,000 to fund the Town's service contract
with the Los Gatos Chamber of Commerce. Of the $70,000, $15,000 has been allocated for
Leadership Los Gatos program. However, that allocation amount is currently under review with the
Chamber of Commerce and is being refined given that the program is now entering its third year.

There were no public hearings held this evening.
INFORMATION TECHNOLOGY STRATEGIC PLAN (08.42)
Pamela Jacobs, Assistant Town Manager, explained that staff was seeking Council's acceptance of the
IT Plan as a framework for decision -making related to technological enhancements for the Town. She
also noted that the advances in technology and changing community needs and expectations require that
the Town continually assess opportunities to improve the way it uses technology to provide and improve
services to the community and to establish a framework for making technological investment decisions.
Council Questions and Ms Jacobs response:
The investments in technology and training are eventually offset by long term savings as online services
become more readily available to the public. Before a full redesign of the web site would be
implemented, an on-line permitting service could be offered to the public. Acceptance of credit cards
for payments are being evaluated to augment the e-permitting process. A call center for customer
inquiry and follow up is a module in the asset management system which is in this year's budget. The
call center would be offered as an enhancement to the personal service already offered to the public and
received at the counter, rather than as a replacement for personal service. When tracking by individuals
and forming a comprehensive picture of each customer, we will address the privacy issues involved and
who has access and how. The use of a wireless infrastructure was also discussed, and the desire to keep
broadcasting available for Council and Commission meetings. A disaster recovery system is in place,
and a written plan will be completed. Significant improvements have been made to our website this
year. Training of staff should be fundamental in the implementation of any new technology program.
Motion by Mr. Glickman, seconded by Ms McNutt, that Council accept Information Technology
Strategic Plan for the Town of Los Gatos . Carried unanimously.
OTHER BUSINESS
LEADERSHIP LOS GATOS/STATUS REPORT (16.28)
Chris Miller, praised the program having been through it in 2001-02. He suggested heightened
recruitment efforts to encourage more participants.
Motion by Mr. Pirzynski, seconded by Ms McNutt, that Council accept report regarding the state of
the 2002-03 Leadership Los Gatos program. Carried unanimously.
PERSONAL SERVICE BUSINESS/GROUND FLOOR/URGENCY ORDINANCE 2117 (17.38)
Bud Lortz, Director of Community Development, introduced the item and spoke of the history of
personal service businesses listing those in the downtown area and asked Council to consider this matter
and how these services in the downtown might be regulated. Mayor Decker then asked for comments
from the audience.
The following people from the audience addressed the Council on this issue:
Jennifer Taroni spoke of her retail store which offered personal services at the Opera House. She noted
the high end retail that will be displayed in her windows.
Sallie Robbins-Druian does not support personal services that affect her business. Asked that they be
permitted on the second story only so as not to negatively impact existing businesses in Los Gatos.
