RECOMMENDATION:
Amend Town Council/Redevelopment Agency Meeting Schedule for 1999-2000 Fiscal Year rescheduling February 28,
2000 Joint Town Council/Parking Commission Meeting to March 27, 2000.
BACKGROUND:
After the Parking Commission recommended that the joint Town Council/Parking Commission meeting be rescheduled,
staff has been made aware that some residents oppose this recommendation (see letter from Steve Zientek, Attachment
1).
DISCUSSION:
On Wednesday, January 19, the Parking Commission held a work study session moderated by Larry Gersten. Attendees
voiced many concerns about the state of parking in Town, and a subsequent meeting was planned for Saturday, January
22. This meeting was to consist of "representatives" of the three main groups (Businesses, Almond Grove residents,
and Edelen residents), and was to be facilitated by Larry Gersten. Unfortunately, attendees did not want to participate
in the manner arranged by Gersten, and the meeting was unproductive. A third meeting took place on February 17, run
entirely by residents, with business representatives in attendance. There was some progress made toward developing
recommendations, and another such meeting will be held on Wednesday, February 23. As the last regular meeting of
the Parking Commission was on February 3, no recommendations have been forwarded to, nor discussed by, the Parking
Commission.
Because the Commission has been directed to submit information and recommendations to the Town Council, it has
been recommended that the Joint Town Council/Parking Commission Meeting originally scheduled for Monday,
February 28, be rescheduled to Monday, March 27, 2000. This will enable the Parking Commission to hold its regular
meeting on March 2, and to receive and consider testimony from all representatives of the concerned groups. This
postponement will enable the Parking Commission to fulfill its mandate to prepare recommendations for Council
consideration. On the other hand, if the Council wishes to deal with this issue directly, the meeting could be held as
originally scheduled.
