RECOMMENDATION:
Amend Town Council/Redevelopment Agency Meeting Schedule adding April 12, 2003 Town
Council/Boards/Commissions/Committees Retreat Meeting, changing May 5, 2003 start time to
7:00 p.m., and canceling July Council meetings.
DISCUSSION:
The annual Council/Boards/Commissions/Committees Retreat has been scheduled for Saturday,
April 12 in the Council Chambers. The schedule is also being amended to show that the May 5
Council meeting will begin at the regular 7:00 p.m. time.
The Town Council will also be taking an official legislative recess from July 1-31. During this
period, no meetings of the Town Council are planned. If needed, a Special Council meeting can be
called for June 30. Council had previously adopted the attached resolution delegating authority to
the Town Manager to execute specific duties during Council recesses. Cancellation of the July
meetings will be reflected on the schedule when Council adopts the meeting schedule for Fiscal Year
2003-2004 in June.

RESOLUTION NO.
RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
AUTHORIZING THE TOWN MANAGER TO EXECUTE THE FOLLOWING
DUTIES DURING PERIODS OF OFFICIAL TOWN COUNCIL RECESS, IN
CONSULTATION WITH THE MAYOR: APPROVAL OF PLANS AND
SPECIFICATIONS FOR CAPITAL PROJECTS AND AUTHORIZATION TO
ADVERTISE FOR BIDS; AWARD OF CONSTRUCTION CONTRACTS AND
CONSTRUCTION CONTRACT CHANGE ORDERS IN EXCESS OF THE
AMOUNT INCLUDED IN THE CONTINGENCY; EXECUTION OF
AGREEMENTS AND AMENDMENTS TO AGREEMENTS IN EXCESS OF
$25,000 THAT ORDINARILY REQUIRE COUNCIL APPROVAL.
WHEREAS, the Town Council is taking an official legislative recess from
July 16, 2002 to September 2, 2002 and,
WHEREAS, the Town Council may take official legislative recesses in the
future and,
WHEREAS, it is possible that issues may arise during official Town Council
recesses that would normally require Council approval and,
WHEREAS, in order to avoid the possibility of critical scheduling delays or
increased expenses resulting from delays during the official Council recess, the Town
Manager should be authorized during official Council recesses to take certain actions,
in consultation with the Mayor.
THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Los
Gatos, County of Santa Clara, that the Town Manager is authorized, in consultation
with the Mayor, during periods of official Town Council recesses, to:
1. Approve plans and specifications for capital projects and authorize staff
to advertise for bids.
2. Award construction contracts and construction contract change orders in

excess of the amount included in the contingency.
3. Execute agreements and amendments to agreements in excess of $25,000
that ordinarily require Council approval.

Motion by Mr. Glickman, seconded by Mr. Wasserman, that Council amend Town
Council/Redevelopment Agency Meeting Schedule adding April 12, 2003 Town
Council/Boards/Commissions/.Committees Retreat Meeting, changing May 5, 2003 start time to 7:00

May 2003, Town's Calendar of Meetings. Carried unanimously.
RATIFICATION OF PAYROLL/MARCH 2003 (04.V)
Motion by Mr. Glickman, seconded by Mr. Wasserman, that Council ratify the check register for
the payroll of March 3, 2003 through March 15, 2003, paid on March 21, 2003, in the amount of
$531,520.43. Carried unanimously.
ACCOUNTS PAYABLE/RATIFICATION/MARCH 2003 (05.V)
Motion by Mr. Glickman, seconded by Mr. Wasserman, that Council ratify the accompanying
check registers for accounts payable invoices paid on March 14, 2003, and March 21, 2003 in the
amount of $385,713.89. Carried unanimously.

Motion by Mr. Glickman, seconded by Mr. Wasserman, that Council approve the Minutes of

LOS GATOS PESCADO/KIOSK SCULPTURE/ PHILIP LANGE/RESOLUTION 2003-30 (08.39)
Motion by Mr. Glickman, seconded by Mr. Wasserman, that Council adopt Resolution 2003-30
entitled, RESOLUTION OF THE TOWN OF LOS GATOS AUTHORIZING THE TOWN
MANAGER TO EXECUTE A LOAN RECEIPT WITH PHILIP LANGE FOR THE
ARTWORK "LOS GATOS PESCADO" KIOSK SCULPTURE. Carried unanimously.
LANDSCAPING & LIGHTING DISTRICTS 1 & 2/RESOLUTION 2003-31 (09.26)
Motion by Mr. Glickman, seconded by Mr. Wasserman, that Council adopt Resolution 2003-31
entitled, RESOLUTION OF THE TOWN OF LOS GATOS DESCRIBING IMPROVEMENTS
AND DIRECTING PREPARATION OF ENGINEER'S REPORT FOR FISCAL YEAR 2003-
2004 TOWN OF LOS GATOS LANDSCAPING AND LIGHTING ASSESSMENT
DISTRICTS 1 & 2. Carried unanimously.
SILICON VALLEY ANIMAL CONTROL AUTHORITY/RESOLUTION 2003-32 (10.33)
Motion by Mr. Glickman, seconded by Mr. Wasserman, that Council adopt Resolutions 2003-32
entitled, RESOLUTION OF THE TOWN OF LOS GATOS APPROVING A SECOND
AMENDMENT OF THE JOINT POWERS AGREEMENT OF THE SILICON VALLEY
ANIMAL CONTROL AUTHORITY MODIFYING SECTION 6.1, TO REQUIRE MEMBER
AGENCIES TO OBTAIN APPROVAL OF THEIR ALLOCATED PROPORTIONAL SHARE
OF THE BUDGET PRIOR TO THE AUTHORITY BOARD'S APPROVAL OF THE FISCAL
YEAR BUDGET. Carried unanimously.
