RECOMMENDATION:
That the Redevelopment Agency adopt the Resolution authorizing the Executive Director to sign the
agreement with Kreines and Kreines, a California Corporation, to prepare an Environmental Impact Report
for the proposed Redevelopment Project.
D t USSION:
The Town Council designated the boundaries of the proposed redevelopment project area on December 17,
1990, (Resolution 1990-256) and amended them on January 7, 1991 (Resolution 1991-10). The Preliminary
Redevelopment Plan was considered by the Planning Commission on February 13, 1991. The next step is
to prepare an Environmental Impact Report. Normally, the Town would send out a request for proposals
for preparation of an Environmental Impact Report, interested consultants would submit proposals for our
review, and a consultant would be hired from those submitting proposals. Staff recommends that this
process not be used in this case because of the time delay it would cause. A consultant should be retained
as soon as possible in order to stay on the time schedule established by the Council. Staff is recommending
that Kreines and Kreines be chosen because they (1) are on the current list of Town approved Environmental
Assessment Consultants, (2) previously prepared the Environmental Impact Report for the General Plan and
is familiar with the Town, (3) have experience with redevelopment, which many environmental consultants
do not, and (4) are available and ready to begin work immediately.

FEBRUARY 19, 1991 —
FISCAL IMPACT:
The Agency has already appropriated funds for the preparation of the Redevelopment Project Environmental
Impact Report (Account No. 037-130). The EIR cor ract includes a provision that the cost for preparation
of the report will not exceed $15,000. However, if the Redevelopment project is modified to include the
closing of any streets or new street construction or changes are made to the existing street pattern,
additional traffic analysis may be required. If this is necessary, the contract would need to be renegotiated
to cover this added cost. There are several references to 'optional tasks' within the Scope of Work. Other
than further traffic analysis, it is not anticipated that any of these services will be needed. If it becomes
necessary to have additional studies or work done In coriunction with the EIR, It will necessary to
appropriate additional funds.

AGREEMENT FOR (E'' VIRONMENTAL) CONSULTANT SERVICES
THIS AGREEMENT is entered into this day of , 19 ,
by and between the Redevelopment Agency of the Town of Los Gatos, State of California,
herein called the "Agency", and Kreines and Kreines, A California Corporation, engaged in
providing environmental consulting services herein called the "Consultant".
RECITALS
A. The Agen�- undertaking activities to establish a Redevelopment Project.
B. The Agency ,....;sires to engage an environmental consultant to prepare an
Environmental Impact Report on the Central Los Gatos Redevelopment Project.
AGREEMENTS
NOW, THEREFORE, THE PARTIES HERETO AGREE AS FOLLOWS:
1. Scope of Services. The Consultant shall perform the professional services described
in the "Scope of Services", attached Exhibit "A".
2. Time of Performance, The services of the Consultant are to commence upon the
execution of this Agreement with completion of the program by Oc• ': :' 1, 1991, as
provided for in Consultants "Proposal for the Environmental Imr deport on the
Central Los Gatos Redevelopment Project" (attached hereto as Exhibit "B" and
incorporated by reference herein).
3. Compliance with Laws. The Consultant shall comply with all applicable laws, codes,
ordinances, and regulations of governing federal, state and local laws. Consultant
represents and warrants to Agency that it has all licenses, permits, qualifications and
approvals of whatsoever nature which are legally required for Consultant to practice
its profession. Consultant represents and warrants to Agency that Consultant shall,
at its sole cost and expense, keep in effect or obtain at all times during the term of
this Agreement any licenses, permits, and approvals which are legally required for
Consultant to practice its profession. Consultant shall maintain a Town of Los Gatos
business license pursuant to Chapter 15 of the Code of the Town of Los Gatos.
4. Confidential Information. All data, documents, discussion or other information
developed or received by or for the Consultant in performance of this Agreement
are confidential and will not be disclosed to any person except as authorized by the
Executive Director, the Planning Director, or their designee or as required by law.

5. Agency Property. All materials and compilations of information produced by the
Consultant specifically to perform this Agreement are and remain property of the
Agency regardless of whether such materials and compilations are required to be, or
are, actually —delivered to the Town.
6. Compensation. The compensation to be paid to the Consultant including both
payment for professional services administrative overhead and any reimbursable
expenses (as detailed in Consultant's "Proposal for the Environmental Impact Report
on the Central Los Gatos Redevelopment Project" (attached hereto as Exhibit C and
incorporated by reference herein) shall not exceed fifteen thousand dollars ($15,000).
Payment shall be made at the Agency's next issue of warrants following completion
and receipt of billing. If the consultant determines that additional services may be
required to complete the assignment, the Consultant shall submit a written request
to perform additional services with a concise breakdown of additional costs. The
Planning Director will review the request and will either provide approval for the
additional services and costs or advise the Consultant to continue without the
additional work. In no case will the compensation amounts be more than those
indicated without prior written notification and the subsequent approval by the
Agency.
7. Independent Contractor. It is understood that the Consultant, in the performance
of the work and services agreed to be performed, shall act as and be an independent
contractor and not an agent or employee of the Agency. As an independent
contractor he/she shall not obtain any rights to retirement benefits or other benefits
which accrue to Agency employee(s). With prior written consent, the Consultant may
perform some obligations under this Agreement by subcontracting, but may not
delegate ultimate responsibility for performance or assign or transfer interests under
this Agreement.
8. Conflict of Interest. The Consultant has no holdings or interests within the Town
of Los Gatos. Consultant has no business holdings or Agreements with any member
of the staff or management of the Agency or its representatives.
9. Insurance.
A. Minimum Scope of Insurance:
i. Consultant agrees to have and maintain, for the duration of the
contract, a General Liability insurance policy insuring him/her and
his/her firm to an amount not less than: one million dollars
($1,000,000) combined single limit per occurrence for bodily injury,
personal injury and property damage.
ii. Consultant shall provide to the Agency all certificates of insurance, with
original endorsements effecting coverage. Consultant agrees that all
certificates and endorsements are to be received and approved by the
Agency before work commences.

iii. Consultant shall provide to the Agency all certificates of insurance, wit.

shall be filed with the Agency on or before commencement of
performance of this agreement and a copy of insurance policy shall
be attached as Exhibit "D".
B. General Liability:
i. The Agency, its officers, officials, employees and volunteers are to be
covered as insureds as respects: liability arising out of activities
performed by or on behalf of the Consultant; products and completed
operations of Consultant, premises owned or used by the Consultant.
ii. The Consultant's insurance coverage shau >e primary insurance as
respects the Agency, its officers, officials, employees and volunteers.
Any insurance or self -insurances maintained by the Agency, its officers.
officials, employees or volunteers shall be excess of the Consultant's
insurance and shall not contribute with it.
iii. Any failure to comply with reporting provisions of the policies shall
not affect coverage provided to the Agency, its officers, officials,
employees or volunteers.
iv. The Consultant's insurance shall apply separately to each insured
against whom a claim is made or suit is brought, except with respect
to the limits of the insurer's liability.
C. All Coverages: Each insurance policy required in this i+ .all be endorsed
to state that coverage shall not be suspended, voided. .:lied, reduced in
coverage or in limits except after thirty (3r.written notice by
certified mail, return receipt requested, has' . _ .. .ae Agency. Current
certification of such insurance shall be k -pt on tile at all times during the
term of this agreement with the Secretary.
10. Indemnification. The Consultant shall save, keep and hold harmless indemnify and
defend the Agency, its officers, agent, employees and volunteers from all damages,
costs or expenses in law or equity that may at any time arise or be set up because
of damages to property or personal injury received by reason of, or in the course of
performing work which may be occasioned by a willful or negligent act or omissions
of the Consultant, or any of the Consultant's employees, or any subconsultant. The
Agency will not be held liable for any accident, loss or damage to the work prior to
its completion and acceptance.
11. Waiver. No failure on the part of either pu. cy to exercise any right or remer
hereunder shall operate as a waiver of any other right or remedy that party n
have hereunder.

12. Governing Law. This Agreement, regardless of where executed, shall be governed
by and construed to the laws of the State of California.
13. Termination -of Agreement. The Agency and the Consultant shall have the right to
terminate this agreement with or without cause by giving not less than fifteen (15)
days written notice of termination. In the event of termination, the Consultant shall
deliver to the Town all plans, files, documents, reports, performed to date by the
Consultant. In the event of such termination, the Consultant shall be paid for all
satisfactory work, unless such termination is made for cause, in which event,
compensation, if any, shall be adjusted in light of the particular facts and
circumstances involved in such termination.
14. Entire Agreement. This Agreement constitutes the complete and exclusive statement
of the Agreement between the Agency and Consultant. No terms, conditions,
understandings or agreements purporting to modify or vary this Agreement, unless
hereafter made in writing and signed by the party to be bound, shall be binding on
either party.
15. Disputes. In any dispute over any aspect of this agreement the prevailing party shall
be entitled to reasonable attorney's fees, as well as all reasonable costs (not limited
to those allowed by statute).
16. Execution. This Agreement may be executed in several counterparts each of which
shall constitute one and the same instrument and shall become binding upon the
parties when at least one copy, here of shall have been signed by both parties hereto.
In proving this agreement, it shall not be necessary to produce or account for more
than one such counterpart.

SCOPE OF SERVICES
ASSUMPTIONS
This Scope of Services is based on the following assumptions:
The Central Los Gatos Redevelopment Plan is primarily for
replacement of damaged structures and deficient
infrastructure and will involve only small amounts of net
new development. The Redevelopment Plan is primarily
directed to resolve deficiencies, but it does foresee net
new development (to the extent permitted by existing
policy documents) in the project area. Streets, for
example, may be improved, but directions (one-way versus
two-way) and existing public thoroughfares will stay the
same.
The Town of Los Gatos will provide such information
concerning the Project as Kreines & Kreines, Inc.
(Consultant) may require from time to time to enable
Consultant to complete the Scope of Services.
The Town of Los Gatos will promptly inform Consultant of
any pending or confirmed changes in the Redevelopment
Plan.
The Town of Los Gatos intends to have the Draft EIR
delivered to the Town by August 31, 1991. In order to
meet that delivery date, the Town will promptly review
any and all documents and materials submitted to the Town
by Consultant for Town's comment in an effort to avoid
unreasonable delays in the progress of Consultant's
services.
The Fiscal Impact Report (FIR) is being prepared by Sutro
& Co.
PREPARATION OF ADMINISTRATIVE DRAFT AND DRAFT EIR
The Administrative Draft and Draft EIR will be prepared in the
following format.
I. INTRODUCTION
The introduction will briefly discuss the history of the
Redevelopment Plan and the Town's decision to have an EIR
prepared based on the Initial Study. In view of the
requirements of the California Redevelopment Law, we would
explain and organize all issues in terms of Health and Safety
Code, Section 33000 et seq.

II. AMARY
The .:nmary-w-i1l __fly describe the significant impacts of
the proposed pry _zt, if any, and the mitigation measures
proposed to reduce or eliminate them.
III. PROJECT DESCRIPTION
This chapter will contain a description of the Redevelopment
Plan and the project area location. Any other potential
projects proposed for the area, such as previous plans for
downtown Los Gatos, will be discussed.
IV. ENVIRONMENTAL SETTING, IMPACTS AND MITIGATION MEASURES
The follo- zg sub=acts will be discussed:
A. EARTH (Geology and Soils)
This section will be based on the following reports:
1. Safety Elements, Los Gatos General Plan and Los
Gatos Downtown Specific Plan.
2. Earth sections from relevant EIRs.
Impacts will be drawn from existing materials and a
description of the damage from the Loma Prieta
Earthquake. Mitigation measures will identify rebuilding
measures specified for buildings within the Central Los
Gatos Redevelopment Project.
Mitigation measures will be prepared for each potential
impact that can be implemented during the future
processing of the redevelopment plan, such as the
reconstruction, necessary studies and design methods to
minimize damage due to ground shaking.
Mitigation measures are seen to avoid a repetition of the
damage from the Loma Prieta Earthquake.
B. AIR QUALITY
The Santa Clara County Environmental Resources Management

will be referent

Prieta Earthquake, quality impacts will be limited to

those encountered in the demolition/excavation and
rehabilitation phases.
Mitigation measures may include construction practices
such as watering down the construction sites and
monitoring of fugitive dust.
C. WATER (Drainage and Flooding)
The water quality of Los Gatos Creek will be identified
to the extent it is available from the Santa Clara Valley
Water District. Available hydrologic data on peak
discharge carried in those segments of Los Gatos Creek
and its tributaries which are subject to flooding will be
presented. The qualitative contribution to runoff which
comes from the project area will be identified and any
off -site impacts, such as downstream flooding will be
noted.
The following drainage and water quality impacts of the
proposed project will be discussed: relationship of
proposed project to existing and proposed storm drain
system, qualitative estimate of increased runoff due to
new impervious surfaces (paving) and identification of
any flood hazard areas on the project area. We will
refer to HUD Flood Insurance Agency (now FEMA) maps to
determine the area's flooding potential.
Mitigation measures will be suggested as necessary, and
could include data to be submitted with subsequent
applications or methods for maintenance of drainage
systems.
Mitigation measures for excavation, stockpiling and
erosion, such as sediment traps, temporary drainage
facilities and excavation practices will be described.
D. TRANSPORTATION/CIRCULATION
We are proposing a qualitative transportation analysis
which identifies traffic impacts in terms of numbers of
trips generated at particular points. Any deficiencies
identified in the Redevelopment Plan, including
sidewalks, curbs, gutters street trees and street lights,
will be identified in this section.
Traffic data from the Town of Los Gatos and CalTrans will
be used to build a baseline traffic setting. Data to be
obtained will include, at a minimum, the following:

1. Daily A. .nd P.M. peak hour traffic counts at
critical __cations as determined by Town staff and
the-EIR team.
2. Current policies with regard to "significant
impact," e.g., five trips or more generated from any
single site.
The transportation evaluation, at a minimum, includes:
1. Inter al street system of the Central Los Gatos
Rede. _opment Project Area, at least to a level of
all intersections and all access to proposed parking
areas, provided they have current traffic counts.
2. Parking as represented in studies prepared for the
Los Gatos Parking Assessment District.
3. Bus routes and stops for Santa Clara County
- insportation District and Greyhound.
Exhibits will include:
1. Existing A.M. and P.M. peak hour volumes and ADTs
within the project area.
2. Map of problems on existing traffic facilities
including frequency of accidents, within the project
area.
3. Transit routes, frequencies and s- S.
Existing traffic data will be assembled In available
reports covering parking and traffic in T project area.
Baseline Levels of Service will be identified from the
Los Gatos portion of the Santa County Congestion
Management Program, is such data are available at that
time.
Because this is a project with v'-y little net new
development, projected traffic will be developed as
follows:
1. Project Data. All net new traffic will be projec'-=d
on the basis of trips generated at the proposed
site; however, temporary disruptions due to
construction will also be identified wherever they
occur in the street system.

2. Cumulative Development. To determine cumulative
circulation impacts of Los Gatos development, other
projects in the project area (as well as in the Town
of Los Gatos) will be identified and their traffic
reports referenced to the extent they are made
available by Town of Los Gatos.
3. Parking Areas. Calculations of parking requirements
and their distribution will be made for all
replacement projects which may or may not have been
meeting the Los Gatos Code prior to the Loma Prieta
Earthquake.
Calculation of future trips will be made at the point of
generation only, such trips to be assumed as carried by
the street network in existence prior to the Loma Prieta
Earthquake. Any closure of public alleys or streets,
widening of streets, or the creation of new streets would
necessitate a new network analysis, as described in the
"Optional Tasks" section.
Impacts will be identified as "problem areas," where
accidents are common or where cumulative traffic may
cause congestion, or where increases in trip generation
may be classified as "significant impacts" based on Los
Gatos policy.
Exhibits will include:
1. Projected problem area on base maps of area.
2. Projected net increases in individual trips.
Conformance to parking and access provisions of the Los
Gatos General Plan and the Los Gatos Downtown Specific
Plan will be discussed. Conformance to future transit
will also be analyzed to determine whether Santa Clara
County Transit District plans would be impacted.
Mitigation measures of traffic impacts will include, but
are not limited to, intersection improvements,
signalization, regulatory and warning signing, street
extensions/widenings/redesign, and/or parking
improvements. These mitigation measures will be site -
specific as to where they should be applied and may
require funding from redevelopment area monies.

E. PUBLIC FACILITIES, SERVICES AND UTILITIES
All of the public facilities, services and utilities will
be discussed for each function noted below and will be
based primarily on Staff assessments and reports. All
service providers (e.g., Department of Engineering, San
Jose Water Works, Central Fire District, etc.) will be
interviewed.
Because this is a project with very little net new
development, there will be no assessment of the public
facilities, services and utilities to accommodate
increased demand. Rather, analysis is directed at
existing deficiencies, either before or as a result of
the Loma Prieta Earthquake.
1. Sewer
The extent of the existing sewer system will be
identified, including its capacity at the treatment plant
and planned maximum service area. All deficiencies, such
as leaks and back-up in existing lines, that are
identified in the Redevelopment Plan will be identifi__
The necessary lines and any improvements to the existing
treatment or reclamation facilities required will be
identified.
2. Water
The existing water service area will be identified, as
well as any limitations o~ service. Any significant
existing problems will b .dentified with the water
delivery system as well current policies that exist
(e.g., rationing) which .;vern alloca`ion of water
supply. The service ar a will be described in terms of
its existing and planner facilities, capacity and
pressure zones. All deficiencies identified in the
Redevelopment Plan shall be identified.
3. Storm Drainage
The existing drainageways or engineered drainage in the
project area will be mapped showing their relatI-nship to
Los Gatos Creek and those points where they discharge
into the Los Gatos Creek. All deficiencies identified in
the Redevelopment Plan shall be identified.
Impacts will be derived from the "Water" section of the
EIR, identifying new lines, channelization and other
improvement measures needed.

4. Solid Waste
The ex± ting collection system and disposal site will be
identified for the project area. The sanitary landfill's
life expectancy, as well as any proposed backup facility,
will be identified per the Santa Clara County Solid Waste
Management Plan.
5. Power and Communication Lines
An inventory of existing power and communication lines in
the project area will be provided, per PG&E and Pacific
Bell. Existing policies regarding undergrounding and
structural attachments will be noted.
6. Police
The Town of Los Gatos Police will be interviewed and
identified as the provider of police services. The
extent of the area beats serving the project area will be
identified, as well as any of the Town's plans for
shifting the beats in the project area in the future.
Police Department policies regarding the design of
development, such as single means of access, will be
identified.
The degree to which the proposed project will require the
alteration of the existing or planned beat(s), will be
discussed. The accessibility of the project in
emergencies will also be evaluated.
7. Fire
The appropriate Central Fire District protection service
area will be identified including the location of the
nearest fire stations, equipment, personnel at that site,
and current response times. Fire protection standards
for fire flow, street widths and the location of water
supply for fire suppression as well as the ISO rating of
the area will also be identified.
The need for two means of access, emergency responses,
adequate fire flow and exposure to emergency calls from
the proposed project will be discussed resulting in an
assessment of the level of service provided to the
general area.

8. General Government
The types of services which the Town and/or County intend
to undertake in the project area will be identified, as
well as any other special district functions other than
schools and the Parking Assessment District, which will
be discussed in the "Transportation/Circulation" section.
Existing community facilities identified in the
Redevelopment Plan which serve the existing population
will be discussed in this section.
The degree to which the Town, County and special
districts may have to alter levels of service to extend
normal services to the proposed project w _1 be
discussed. These service levels will be aetermined by
interviews with the several providers.
9. Schools
Attendance at public elementary, junior high and high
schools within the project area will be identified. Any
deficiencies in existing school facilities will be
identified based on interviews with school district
personnel.
Impacts on existing school facilities will be determined
on the basis of site -related needs that the Central Los
Gatos Redevelopment Project might provide for.
Mitigation measures will be offered for impacts
identified on all public Facilities, services and
utilities, including the -e of water conservation
methods such as irrigatic and landscaping practices.
Mitigation measures to irr :ove the existing service
capability, facilities anu water pressure for fire flow
will be suggested, if necessary.
Mitigation measures may include the phasing of the
project completion to meet systems requirements,
reduction of the replacement projects in order to avoid
capacity overloads and suggested alterations of systems
concepts (e.g., partial drainage control) in order to
reduce demands. In the event that systems must be
upgraded (e.g., insufficient water pressure), then
improvement (e.g., pumps) will be suggested.
(development Plan proposals may be referenced as
.tigation measures for any impact in public service
:ovision. These may range from private provision of
Lapital facilities (e.g., bus shelters at stops) to

exclusion of trucks on some streets where fire access is
at risk.
F. NOISE
This section will use ambient noise measurements as
recently prepared by Edward Pack and Associations.
Existing and projected noise exposure contours from the
Noise Element of the Los Gatos General Plan will be
referenced. The provisions of the Noise Ordinance as it
relates to the project area will be discussed.
Because this redevelopment project will contain very
little net new development, noise impacts will be focused
on current ambient exceedances of the Los Gatos General
Plan noise contours. The impacts of these exceedances
will be noted, and other impacts will be limited to those
noises generated by the demolition, excavation and
rehabilitation process.
Appropriate mitigation measures will be identified, such
as construction techniques and other attenuation
measures, if needed. Construction practices, such as
hours of equipment operation and noise muffling devices
will be proposed.
G. LAND USE AND CONFORMANCE TO PLANS AND POLICIES
Existing land uses and the policies which regulate those
land uses will be discussed. The existing land uses of
the project area and proposals for replacing those uses
will be presented as described in the Redevelopment Plan.
Existing specific plan designations, general plan
designations and zoning districts will be described.
Project impacts will be described in terms of the
proposed Redevelopment Plan and the degree to which the
plan would be consistent with the Los Gatos General Plan
and the Los Gatos Downtown Specific Plan, as well as the
Los Gatos Zoning Ordinance.
Mitigation measures will be offered in terms of the types
of conditions, standards, requirements, and future
submissions which could follow the Redevelopment Plan
adoption. If revision, amendment or updating of any Town
policy is warranted, such steps will be noted in this
section, but no revision, amendment or updating will be
undertaken as mitigation measures.

H. POPULATION AND-MPLOYMENT
The lat2-st demographic data and projections for the Town
of Los Gatos will be described, including the number of
households and estimated population within the proposed
project area.
Based on the Redevelopment Plan, estimates will be made
of the types of replacement commercial activity and the
employees they might generate. Impacts will be
determined on the basis of jobs created by the proposed
project and the ability of the Town of Los Gatos to fill
those jobs with local residents.
Population and employment impacts will be discussed for
all housir., proposals within the Redevelopment Plan.
J. HOUSING
The results of the 1990 Census will be used, if
available, in the Town of Los Gatos. In addition, the
Town of Los Gatos Housing Element will be referenced to
describe the environmental setting.
The location of housing to be rehabilitated, developed or
constructed under the Redevelopment Agency, either within
the project or elsewhere, will be discussed, if such
decisions have been made. Because there will be no
existing dwelling units either removed or destroyed in
the project area, the net new additions to the housing
stock for all Los Gatos will be identified.
For impacts, the cumulative housing supply in Los Gatos
will be compared to job creation the proposed
project.
Impacts will be determined by the degree to which the
Redevelopment Plan is consistent or inconsistent with the
Los Gatos Housing Element.
Mitigation measures may be discussed in terms of the
possibility of using some of the project's required (20%
of tax increment) units to meet housing need as specified
in the Los Gatos Housing Element.
K. RECREATION
Recreation plans, including trails and museums, will be
identified from the Los Gatos Downtown Specific Plan an
Los Gatos General Plan.

Existing recreation facilities in the project area and
recreation plans for the project area will be described.
The td fist and recreation potential of the project area,
particularly in the vicinity of downtown Los Gatos, will
be determined by the marketing study recently completed
by ERA. The design and improvement of any specific
recreation area, including parks and plazas will be
evaluated relative to its function within the project
area.
Mitigation measures offered for the cost of providing
recreational opportunities would be offered as part of
the Redevelopment Plan. In order to be consistent with
the Los Gatos General Plan, there may be the possibility
of relocating or changing some of the specific activities
proposed in the Redevelopment Plan.
L. AESTHETICS
A photographic survey from locations based on their
public accessibility and sensitivity to the potential
urban appearance (or vantage points) will be undertaken.
Areas of landscaping and trees whid be lost will
be identified and the visual appear,... from all streets
and S.R. 17 will be estimated on the basis of the
presumed project development.
Impacts will be determined by superimposing drawings or
perspectives of the proposed project on the photographs.
If drawings, perspectives or examples of the proposed
project are not available, an artist could be retained as
a subcontracts: o provide such perspectives as described
in the "Optional Tasks" section.
Qualitative comparisons will be made ur existing
structures and the planned rehabilitated structures in
terms of architectural treatments as provided for in the
Redevelopment Plan.
Mitigation measures will include landscaping and altered
site treatments where necessary.
M. CULTURAL RESOURCES
Sonoma State University, the official clearing house of
archaeological resources in this region, will be
contacted to determine the degree to which sites are
known in the project area. Procedures to be followed if

any sites are uncovered during the demolition, excavation
and reiailitation stages will be discussed.
The major source of information for this section will be
Ann Bloomfield's historic survey of Los Gatos buildings.
The County of Santa Clara Historical Heritage Commission,
the Los Gatos °_..:seum Association and the Los Gatos
Historical Preservation Society will be contacted to
compile a complete list of all landmark, candidate or
locally valued structures in the project area. Any and
all impacts upon or adjacent to these structures will be
noted and ,oropriate mitigations re, amended.
Of partic_ terest will be the value and previous
appearance - maged structure. Any proposed remodeling
or renovation U locally valued buildings should be
discused in this section in terms of those changes and
their impacts on the integrity of the locally valued
building-

future testing to determine the existence of hazardous
materials, the cleanup of such materials, and/or
evacuation planning should be undertaken.

In the event that the Sundstrom decision requires
definitive remediation as part of this EIR, such tasks
are considered optional to this proposal.

F. GROWTH INDUCING IMPACTS
This section will be limited to a discussion of how the
proposed project might lead to development of housing
from the expenditure of 20% of the project's tax -
increment revenues. Any service improvements, such as
redesigned intersections, will also be discussed in terms
of their ability to accommodate increased traffic.
G. ALTERNATIVES
The following alternatives will be qualitatively
described:
1. No Project. John Dykstra and the Town of Los Gatos
staff will assist in the characterization of this
option in terms of negative growth, disinvestment
and decline in the quality of life. Such findings
are a necessary part of establishing a Redevelopment
Agency.
2. Areas Different than the Redevelopment Area. The
process of selecting the boundaries of the
