RECOMMENDATION:
That the Council consider the recommendations on the formation of the Gateway Design Working
Group.
BACKGROUND:
At its meeting of December 2, 2002, the Council reviewed a report regarding Downtown Gateways.
The Council directed staff to come back with recommendations on forming a "Working Group" to
make recommendations to the Council on: 1) Downtown Gateways, and; 2) Gateways at major
entrances to the Town. Staff evaluated alternatives for the formation of a Gateway Design Working
Group and presented concepts at the Council meeting of January 21, 2003. A copy of that Council
Agenda Report is attached for the Council's review (Attachment 1).
DISCUSSION:
At the January 21, 2003 meeting, Council directed staff to solicit applications from interested
residents, property owners and business persons in the community that would be interested in serving
on a Working Group to: 1) design Downtown Gateways, and; 2) design other Gateways at major
entrances to the Town. The Council indicated that the outreach for applicants should be broad based
so as to represent a broad cross-section of the community.

Staff prepared an application, worked with the local newspapers on articles, posted information on
the Town's web site, worked with the Chamber of Commerce to inform their members, and
conducted targeted outreach. The outreach efforts were very successful with 21 persons applying
to serve.
Staff determined that 21 persons was too large a group to work on the gateway design, with a group
size of 10 to 12 people being desired. However, we hoped to allow any applicant residing or
working in Los Gatos the opportunity to work on the gateways. We determined that a good approach
would be to break the gateway designs into two phases. Phase I would be the design of the
Downtown Gateways (Santa Cruz Ave. & Highway 9; Santa Cruz Ave. at Wood Rd. traffic circle
gateway; and possibly the gateway at the Main St. overpass over Highway 17). Phase II would begin
after the completion of Phase I and it would look at gateways at major entrances to the Town such
as Winchester Blvd., Los Gatos Blvd., Blossom Hill Rd., Highway 9 and others. Some of the ideas
or themes from Phase I may be able to be used for Phase I.
In July, staff sent out a letter to all 21 applicants describing the two phases and asking applicants if
they were more interest in working on Phase I or Phase 11 as well as their availability to meet one
morning a month for several months beginning in September, 2003. Staff received responses from
12 of the applicants indicating that they would like to work on Phase I (Downtown Gateways) and
that they were available to meet in the morning beginning in September. The list of these 12
individuals is attached as Attachment 2. It includes information including if they live and/or work
in Los Gatos, their occupation, and their experience or civic involvement that may qualify them for
the Gateway Design Working Group.
All of the applicants except one meet our criteria of either living or working within the Town limits.
Because Mr. John Miller does not either live or work in Los Gatos he is not recommended for
appointment. The other applicants meet the qualifications and are very excited about working on
the Downtown Gateways, and therefore are recommended for appointment.
Should the Council appoint this group of 11 persons, the next step would be to schedule the first
meeting. Our design consultant, BKF Engineers and their landscape architect, will facilitate the
design process in conjunction with Town staff. Both the Santa Cruz Ave./Highway 9 gateway and
Wood Rd. gateway are at least partially within the jurisdiction of CALTRANS. BKF and staff have
had preliminary meetings with CALTRANS to discuss issues. BKF will prepare for the Working
Group a "framework" within which the gateway designs can take place. The 1996 Streetscape Plan
and the approved "concept" for the traffic circle will also provide a framework within which to work.
BKF will present to the Working Group ideas and concepts that have been used in other jurisdictions
in order to stimulate creativity by the Working Group. The Working Group will then develop ideas
and concepts for BKF to illustrate and forward recommendations to the Council for consideration.
It is expected that it will take several months to develop the concepts.

In early 2004, Phase II of the gateway design project (Gateways to major entrances to Town) could
begin. Those applicants who did not serve on Phase I may have first priority to serve. A designer
will have to be retained to facilitate this phase as this is not under the current BKF streetscape design
contract. Staff will come back to Council in early 2004 with recommendations regarding the
composition of this Working Group and with recommendations for a design professional. Council
direction will be sought prior to the design process commencing to ensure that the scope of work for
this next phase is clear and funding is available.
Currently, there is no budgeted funding for construction of the Downtown gateways. We are
anticipating that there may be some RDA bond proceed funds remaining upon completion of the
Downtown Streetscape Project in 2004. If so, these funds could be used to partially fund the
Downtown gateways within the Redevelopment Project Area. No source of funds is currently
budgeted for the construction of the gateways at major entrances to the Town.
CONCLUSION:
The formation of the Gateway Working Group for Phase I will begin the process of designing the
gateways at the entrances to the Downtown. Phase II which will begin in early 2004 with Council
approval will begin the design process for gateways at other major entrances to the Town. Such
gateways can enhance the beauty of the Town and create a sense of arriving at a truly special place.
Funding for construction of the gateways is undetermined at this time.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
BKF is currently under contract to provide design assistance for the two Downtown gateways.
Additional design assistance will have to be contracted for regarding the Phase II - other major
gateways to the Town. No source of funding is currently budgeted to construct the gateways.

The 1996 Streetscape Plan called for the construction of Gateway features at: 1) South Santa Cruz
Ave./Wood Rd., and; 2) North Santa Cruz Ave./Highway 9. In addition, the Los Gatos Blvd. Plan
that was prepared in 1997 has a section on Gateways. Goal #1 of this section states: "To establish
gateways as architectural or landscape elements which welcome people to Los Gatos and Los Gatos
Boulevard as a destination." Policy #2 states: "Gateways shall be encouraged along Los Gatos
Boulevard and at other main entrances to the Town."
At its December 2, 2002 meeting, the Council directed staff to come back with recommendations
on forming a "Working Group" to make recommendations to the Council on: 1) Downtown
Gateways, and; 2) Gateways at major entrances to the Town.

Formation of Gateway Working Group
The following are some suggestions for the composition of a Working Group to develop
recommendations for Gateways for both the Downtown and major entries to the Town. It is
recommended that not more than 10 to 15 persons be on the Group.
Town Boards and Commissions
Arts Commission representative
• Parks Commission representative
• Planning Commission representative
• Historic Preservation Committee representative
• Transportation and Parking Commission
Other Representatives
• Downtown business and/or property owner
• Los Gatos Blvd. business or property owner
• Chamber of Commerce Board and/or staff representative
• Resident or business owner representing: 1) the east Gateway to Town (Blossom Hill Rd.
area on the east side of Town), and: 2) the north Gateway at Winchester Blvd. area and
Highway 85). (Should representatives from the Town Boards and Commissions or Other
Representatives represent one of these areas, they could serve a dual role).
Architect and/or landscape architect
Youth representative from Los Gatos High School
Others as the Council may desire
Council may wish to direct staff to request that each of the Town Boards and Commission listed
above submit a nomination to sit on the Working Group. Council also may wish to direct staff to
advertise and solicit applications for those from listed above under "Other Representatives." The
Council may also wish to request the Chamber of Commerce's assistance in soliciting applicants.
Interviews could be held prior to a Council Meeting by a Council Sub -committee, the full Town
Council or by staff. Council direction on the composition of the group and interview process is
needed. Staff would also request that the composition listed above be somewhat flexible in nature,
as the actual composition may need to change slightly depending on the level of interest and quality
of the applicants. Staff would not want to delay the process should the exact composition of the
Group as outlined above not be able to be achieved.

Staff would anticipate having nominations for the Gateway Working Group ready for review by the
Council meeting -of March 3, 2003. Once the group is formed, staff would like to focus first on the
Primary Downtown Gateways with recommendations coming back to Council by Pall, 2003.
Recommendations on Secondary Downtown Gateways and Major Town Gateways are anticipated
coming back to Council near the end of 2003.
Downtown Gateway Design Direction
Primary Downtown Gateways: The 1996 Streetscape Plan identified two Gateways to the
Downtown: 1) S. Santa Cruz Ave./Wood Rd., and; 2) N. Santa Cruz Ave/Highway 9. Conceptual
designs have been completed for a "roundabout" at Wood Rd. and intersection improvements at
Highway 9. Our engineering consultant for the streetscape improvements, BKF Engineers, has in
their current contract a work item to complete conceptual designs for these gateways. These
Gateways will require traffic, civil and electrical engineering work in addition to landscape and
graphic design work. It is recommended that the Working Group meet and work with BKF to
develop more complete conceptual designs for these Gateways from which preliminary cost
estimates can be developed. In addition, the conceptual designs will serve as a basis for discussion
with CALTRANS regarding these areas.
Secondary Downtown Gateways: Although the 1996 Streetscape Plan did not specifically call out
other Gateways to the Downtown, there are three areas that may be worthy of attention by the
Working Group. The first is the Main St. bridge over Highway 17. The Working Group should look
at lighting and other improvements that may enhance its appearance as people cross the bridge. The
other two secondary Gateways that have been discussed are located at N. Santa Cruz Ave./Blossom
Hill Rd. and E. Main St./Jackson. These areas should be looked at as possibly having entryway
monuments or signage to welcome the visitor into the Downtown area.
Major Town Gateways Design Direction
The goals and policies of the Los Gatos Blvd. Plan provide some direction on establishing Gateways
on Los Gatos Blvd. and at other major entrances to the Town. The Working Group should provide
recommendations on potential locations for Gateway features both on Los Gatos Blvd. and at other
major entrances to the Town. (It should be noted that there are at least six other "major entrances"
that the Working Group will review). In addition, the Working Group should develop a conceptual
design(s) for Gateway features and preliminary cost estimates at the selected locations. These
Gateway elements may be signage or monument wall designs that would function to identify to
persons that they are entering the Town of Los Gatos.

. Contract with Graphic Design Firm
Staff recommends that a contract with a graphic design firm be executed in order to:" 1) provide
graphic design input to BKF regarding the two Primary Downtown Gateways; 2) facilitate design
concepts for the Secondary Downtown Gateways, and; 3) facilitate design concepts for the Major
Town Gateways. It is recommended that a $10,000 contract be executed with Rick Tharp, of Tharp
Did It Graphic Design. Mr. Tharp worked previously on the "Welcome" signs to Town , the
Downtown street signs, and, most recently, the banner program for Downtown and Los Gatos Blvd.
Mr. Tharp's business has been located in Los Gatos for 25 years and has an excellent understanding
of the values of the Town and designs that represent its unique character.
CONCLUSION:
Staff has provided some suggestions for the composition of a Working Group to develop
recommendations to the Town Council regarding Gateways to the Downtown and other major
entrances to the Town. As may be directed by Council, staff will solicit letters of application from
those wanting to be members of the Working Group for consideration by the Council. Interviews
will take place as so directed by the Town Council.
Once the Working Group is formed, it will work with our engineering and graphic design consultants
to develop concepts to be presented to the Council. The concepts will include preliminary cost
estimates, possible means of funding, timing and a summary of discussions with CALTRANS. It
is anticipated that it will take several months for the Working Group to develop its preliminary
recommendations. It should be noted that the Town Attorney has reviewed the formation of the
Group, and has indicated that it will be subject to the requirements of the Brown Act.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
Cost estimates for the Gateways will be developed once conceptual designs are completed. The
funds for the graphic design firm contract can be paid for 50% from RDA Funds (Redevelopment
Agency Downtown Streetscape Project #930-0233 with an available balance of approximately
$200,000) and 50% from Town Beatification Funds (Downtown Beautification Project #400-0223
with an available balance of approximately $50,000).
Funding for the construction of the Gateways may come from several sources. Funding for the
Downtown Gateways (within the Redevelopment Project Area) may be available from the existing
Certificates of Participation (COP's) issued in July 2002, depending on the scale and scope of the
recommended designs. Funding for Gateways outside of the Downtown is not currently available,
and a funding source will have to be identified through the Capital Improvement Plan process.

FOR DESIGN DEVELOPMENT
RECOMMENDATION:
Review concepts for Downtown Gateways and provide direction to staff for design development.
BACKGROUND:
In 1996, the Downtown Streetscape Plan was developed. The plan outlined streetscape
improvements (sidewalks, intersection bulb outs, raised planter boxes, landscaping and lighting) for
the core of the Downtown (Santa Cruz Ave. from Wood Rd. to Highway 9 and Main St. from
College to Santa Cruz Ave.). The proposed improvements are intended to beautify the public areas
in the downtown and improve pedestrian and vehicular safety. The Streetscape Plan also called for
creating "Gateways" to the Downtown. As Attachment 1(including aerial photo) indicates, one
"Gateway" was to be created at the south entrance to the downtown at Santa Cruz Ave. near the Toll
House with median landscaping and features. The other "Gateway" as indicated in Attachment 2
(including aerial photo) was to be created at the north entrance to downtown at Santa Cruz Ave. and
Highway 9 by improving and beautifying the four corners of this significant intersection.
In 1998, the Town Council approved a sign replacement program for the street signs Downtown.
Rick Tharp of Tharp Did It graphic design firm designed the attractive street name signs and they
were subsequently installed on the ornamental poles. As part of this program, the Council also
considered "Welcome" signs at the main entrances to the downtown (one at S. Santa Cruz Ave. and
Wood Rd.; one at eastbound Highway 9 at Tait; one at westbound Highway 9 before University
Ave.). Tharp did a conceptual design, however, these signs were never manufactured and installed.
Attachment 3 is the Council report describing the "Welcome" signs and the conceptual designs.

On February 1, 1999, the Council adopted ordinance 2058 which approved the addition of,25 rooms
to the Toll House Hotel. The ordinance also called for streetscape improvements on both sides of
S. Santa Cruz Ave. and eliminated the landscaped median concept called out in the Streetscape Plan.
Finally, the ordinance included a condition that "A roundabout shall be designed by the applicant.
Plans for the roundabout shall be prepared by a California Registered Civil Engineer, reviewed and
approved by the Town." The roundabout was to be designed on S. Santa Cruz Ave. at Wood Rd.
No description of what the roundabout was supposed to include in terms of landscaping or gateway
statements was provided. The Toll House's architect, Greg Stowers, prepared a conceptual design -
Attachment 4. However, it appears that there was never formal Town review and approval of the
design. In addition, the dimensions are approximate, as a survey was not available for this area.
DISCUSSION
Construction has been completed on the first phase of streetscape improvements (Santa Cruz Ave.
from Bean to Bachman). Early next year the Town plans to begin the next phase of streetscape
improvements which should complete the Villa Hermosa sidewalk pattern and intersection
improvements along Santa Cruz Ave. between Main St. and Highway 9. Repaving of Santa Cruz
Ave. will likely follow in 2004.
When the streetscape improvements and repaving are completed, the only element of the Streetscape
Plan that will not have been implemented is the "Gateways" to the Downtown. The "Gateways"
will greatly enhance the Downtown and be highly visible. To date, there has been no formal design
or cost estimates.
It should be noted that the "Gateways" to be designed are only for the Downtown and would be
funded with Redevelopment funds. At some later date the Council may wish to discuss other Town
"Gateways" such as those on Los Gatos Blvd. These would have to be funded by a source other than
Redevelopment funds. In addition, staff is assuming that the Downtown "Gateways" would take the
place of the "Welcome" signs previously considered by Council, but never constructed.
The recently approved design contract with BKF Engineers provides that it will complete conceptual
design work for the two "Gateways." It is recommended that the Town begin the design process
for these important gateways. Given the complexity and sensitivity to the "Gateways", it will take
a number of months to complete the designs. Assuming approval of the design and funding by the
end of 2003, construction would be initiated at the earliest in 2004. Obtaining CALTRANS approval
could push the initiation of construction into 2005. The following is a discussion of considerations
for the concepts previously envisioned.
Roundabout at S. Santa Cruz and Wood Rd:
Much will depend on the size of the proposed roundabout. However, besides attractive landscaping
the roundabout may have some type of entryway statement (wall, monument, statues, public art etc.)
indicating Los Gatos, maybe including Historic Downtown. Appropriate night lighting may also

be included. The entryway statement should tie in architecturally with the historic nature of the
Downtown. Besides acting as a "Gateway" this element was also intended to slow traffic down as
it exits northbound Highway 17 as well as facilitating u-turns when traveling southbound on Santa
Cruz Ave. At least a portion of this intersection is controlled by CALTRANS, consequently, their
approval will be required for improvements. Staff intends to initiate preliminary discussions with
CALTRANS to determine their position on the roundabout before any formal design work proceeds.
Intersection of N. Santa Cruz Ave. and Highway 9:
This intersection provides the busiest and most important gateway into the Downtown. The
Streetscape Plan calls for eliminating the free right-hand turns on all four corners and pulling the
curb out into the intersection. This accomplishes several things. First, pedestrians would no longer
have to cross the dangerous free right-hand turn lanes and then wait on the island for the light to
change.
Second, and equally importantly, it would add a substantial area where hardscape, landscaping, and
entryway features can be located. Currently, there is very little area for these features between the
back of sidewalk and the private parking lots and buildings. A very unattractive area exists with no
sense of entry into a great downtown area.
Again, this "Gateway" should tie in architecturally with the Downtown. Entryway statements (wall,
monument, statues, public art, etc.) could be provided indicating "Los Gatos", possibly including
"Historic Downtown." Appropriate night lighting may be provided.
This gateway is likely to be the more expensive of the two "Gateways" to construct. The signal posts
will have to be relocated or new ones installed. Traffic engineering and civil engineering will have
to be carefully completed to assure that the intersection functions well for traffic and drains properly.
The intersection is controlled by CALTRANS, so this will require coordination and approval by that
organization. Staff intends to have preliminary meetings with CALTRANS to determine their
concerns prior to formal design work proceeding. Finally, the busy nature of the intersection will
make construction more difficult.
Other "Gateways" to the Downtown
The 1996 Streetscape Plan identified the above referenced two "Gateways" to enhance the entrances
to the Downtown. However, there may be other "Gateways" to the Downtown that the Council may
wish to enhance at some point in the future. The E. Main Street bridge over Highway 17 is one
)ssibility. The area of E. Main Street at the Alpine Ave. area is another. North Santa Cruz Ave.
at Blossom Hill Rd. is another possibility. It should be noted that the contract with BKF Engineers
does not provide for designs of any of these areas. Should design work be desired, an amendment
to the contract would be required and fee negotiated.

Gateway Design Process:
Given the importance and high visibility of the "Gateways", the Council may wish to consider
several methods for providing input to the design consultant in formulating the conceptual designs
for the elements. The following are several options:
1. Working Group: For the recently approved banner program for Downtown and Los Gatos Blvd.,
a Working Group was established to work with the designer to develop recommendations to be
presented to the Council. The Working Group, (which is still active) is represented by the following
groups:
• Downtown Business or property owner
• Los Gatos Blvd. business or property owner
• Northside business or property representative
• Arts Commission
• Parks Commission
• Chamber Board Representative
• Chamber Staff
• Town Staff
This Working Group has been extremely effective in developing the Banner Program and seems to
represent the various interest's that should have input into the "Gateway" designs. The Council may
wish to ask this, or a newly constituted Working Group to work with BKF and provide input into
the conceptual designs of the "Gateway."
2. Community Workshops: Several conceptual designs could be developed and then presented to
interested parties (residents, business owners, property owners) in order to receive feedback and
direction. Then a recommendation would be forwarded to the Agency Board for approval.
3. Staff to work with BKF: Under this scenario, Town staff would work with BKF to develop a
couple of conceptual designs that would be then presented to the Agency Board for review and
approval.
4. Council Sub -Committee: A Council Sub -Committee could be formed of two Council Members
to work with staff and BKF in providing input on the design or two Council Members could be
appointed to work with the Working Group per #1 above.
5. Combination of the Above: A combination of several of the above approaches is possible.

CONCLUSION:
The "Gateway" elements to the Downtown will be highly visible and will provide the final element
in our streetscape enhancements to the area. The elements should be attractive and tell the visitor
that they are entering a truly special Downtown.
Given their importance, the Council may wish to consider different methods by which input can be
provided in the design development phase in order to obtain the desired result. Staff has outlined
several methods for such input. In addition, the Council may wish to discuss other "Gateways" to
the Downtown for future improvements.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
No cost estimates can be completed on the "Gateways" until preliminary conceptual designs are
complete. Much will depend on how elaborate the "Gateways" are and the amount of traffic signal
and street reconstruction work required.
The Certificates of Participation (COP's) that were issued in July 2002 allocated $3.85 million for
Downtown Streetscape Improvements. In addition, another $2.25 million for Street Reconstruction
Downtown was allocated for a total budget of $6.1 million. Approximately $1.5 million has been
spent for the first phase of streetscape construction that was recently completed. The Council may
wish to establish construction priorities for the Downtown infrastructure improvements should it
wish to construct the "Gateways" using the current COP funding. Once engineering estimates are
obtained for the next phase of streetscape improvements and preliminary cost estimates for the
"Gateways" developed, staff will present alternative priorities for the Council to review.

BACKGROUND.
The Downtown Streetscape Plan was adopted in May 1996. The "Lighting and Furnishings Plan" in he Improvement
C-uidelines (dated 2/26/96) ontlipri a sign program for the downtown; recommendations in this report were derived sin
that program. In addition. Engineering and Planning staff surveyed the downtown before drafting the sign replacement
program. Photographs were taken during the survey that will be presented in slide format at the hearing.
RECO NDATIONS:
1. The steps below must be taken to simplify and reduce existing signs in the downtown:

Remove conlirsing .and misplaced signs.
An example of a confusing sign is located on east bound Main Street near the Plaza that points to public
parking. This sign points to Lot 6, but east bound motorists can not turn left into the lot due to chatter bars .n
the median. Also, remove standard no U-turn signs that are posted on electroliers at nearly every intersection
With Streetscape Plan improvements, such as the corner bulb -outs at Bachman Avenue, the U-turns will
become impossible to complete.
2. The following replacement signs are proposed:
a. Street name signs
Existing siren name signs are inconsistent in coior. shape ana letter type. Nroposed street name signs u.op!
be consistent on all three counts and highlight our "Historic Downtown" as shown in Attachment'. The
proposed logo is the well known cupola from the La Canada Building. (The Farwell family has released
permission to the Town for use of the cupola, but a photo ready copy of the graphic has not yet been obtained.)
Street name signs will be reflective with a white background and green text. Burgundy background is
recommended in the Streetscape Plan. Staff concluded that the cost and labor intensive expenses associated
with a custom color are unreasonable. Also, the custom color sign plates are more difficult to replace in kind.
Type will be "Monterey" style as designated by the sign manufacturer, using capital and lower case levers.
This combination will be unlike any other street name signs in Town, thereby distinguishing the Downtown.
Signs will be posted on street signal posts and/or stop sign posts. Locations are indicated on the Sign Location
Map, Attachment 1.
b. Public Parking Directional Signs
One format is proposed: a round sign with the very simple and identifiable capital "P" and an arrow pointing
toward the parking lot. In keeping with the street name signs, the background will be white with reflective
green text. Locations are shown on Attachment 1. All existing Parking Lot signs would be removed. A
directional sign is also proposed for pedestrian orientation to public parking lots (Attachment 5). These would
be posted on electroliers or street name sign posts, where pedestrian connections to parking lots occur.
3. The following new signs are proposed to further distinguish and define the downtown:
a. Locator Signs
Erect ground signs showing You are here" on a base :nap of the CBD. The signs are proposed to be locates
in the public parking lots and the Town Plaza (see Attachment 1). The sign face will measure appro.xi. ate:\
six square feet, stand three feet high and be set at an angle. The map will show land marks such as the Town

While I would agree that there is no need to maintain one parking regulation sign for every two spaces,
I do not concur with the removal of signs designating Loading zones, red zones, or temporary parking
zones. The goal of the parking program is to gain voluntary compliance with parking regulations,
ensuring that all visitors to the Central Business District have an opportunity to park and conduct
business. While drivers are, of course, required to park in conformance with the curb markings, the
gradual fading of paint, inclement weather, and night time parking sometimes reduce the visibility of
the markings. The placement of signs drawing attention to green zones, yellow zones, etc., assists
motorists in complying with the regulations.
I believe that painting all 30 minute zones white, with the words "30 minutes" stenciled on the curb
does not conform with the Vehicle Code, nor with Town Code. For example, a white curb restricts
parking to purposes of loading/unloading passengers, or the deposit of mail into an adjacent mailbox.
Town Code Section 15.40.110 limits white zone parking to 10 minutes.. Likewise, green, yellow, red
and blue each have a special significance. Town Code conforms to the Vehicle Code; to vary from the
provisions of the Vehicle Code would be both illegal and confusing to motorists.

OLD TOWN/SPECIAL EVENTS PERMIT CONTINUED
The following people spoke to this item:
Chris Miller spoke highly of the teen event. He asked for expansion of this type of activity at Old
Town.
Ray Davis asked that more information on special events be noted for the public.
Mr. Padilla enjoyed the teen event with his daughters and is looking forward to doing more at the
ampitheater for the whole community.
Lisa Hauck with the wine cellar restaurant was present to support the planned event calendar.
Motion by Mr. Glickman, seconded by Mr. Wasserman, to approve the issuance of a special event
permit for Old Town series of activities. Carried by a vote of 4 ayes. Ms McNutt abstained.
GATEWAY DESIGN WORKING GROUP FORMATION (18.27)
Marty Woodworth gave an overview of the idea for the formation of this program and explained who
might be asked to serve on this group activity.
Ms McNutt asked that no additional funds be spent on "Welcome to Los Gatos" signs in the downtown
and noted that the Gateway Design Working Group should focus on designing "end caps" (design features)
for the downtown rather than Gateways into Town.
Motion by Ms McNutt, seconded by Mr. Glickman, to move forward on this proposal and approve the
design group of eleven people. Carried unanimously.
ECONOMIC VITALITY ROUNDTABLE FORMATION (19.27)
Marty Woodworth spoke of the formation of the Economic Vitality Roundtable and how the
Chamber's Business Forum is taking on the activities of the roundtable at this time.
Ms McNutt asked that Council not abandon this activity yet. She asked that more be done to get
individuals to participate. Businesses need more time to get involved in the mission that was set out
for this advisory group. The roundtable was envisioned as a group of representative businesses that
would meet and then conference with Council giving insight and ideas on what may be needed to help
and encourage the economic health of our community. She spoke of Council being proactive in locating
and identifying leadership in the business community to serve this advisory roll. She also asked that
the roundtable be held once or twice a year with full community notification on the issues to be
discussed, and that notes be taken and reviewed with Council for further consideration.
Council 1) directed staff to attend and participate in business forums sponsored by the Chamber of
Commerce and to report information back to Council; 2) directed staff to facilitate quarterly Council
Study Sessions at which the Council could receive input on specific economic vitality issues and discuss
issues and actions.
Debra Figone, Town Manager, noted that staff would continue the ongoing partnership with the
Chamber of Commerce and continue planning for workshops and avenues of participation.
Ray Davis spoke against this activity and does not want to see an Economic Vitality Program
implemented in Los Gatos.
