DISCUSSION: Section 15084 of the California Environment Act (CEQA) Guidelines requires "that the draft EIR which is sent out for public review must reflect the independent judgement of the Lead Agency." The Town is the Lead Agency for the Redevelopment Project. The CEQA Guidelines also states that "the Lead Agency is responsible for the adequacy and objectivity of the draft EIR." Staff has carefully reviewed the draft EIR and has determined that it adequately and objectively addresses the potential environmental impacts of the Redevelopment Project. PREPARED BY: LEE E.
