Item 2 - CIP-2013TOWN OF LOS GATOS ITEM NO: 2 PLANNING COMMISSION STAFF REPORT Meeting Date: April 24, 2013 PREPARED BY: Suzanne Avila, Senior Planner savila@losgatosca.gov STAFF CONTACT: Kevin Rohani, Assistant Director of Parks & Public Works krohani@losgatosca.gov SUBJECT: Five Year Capital Improvement Program for Fiscal Years July 1, 2013 to June 30, 2018 FINDINGS: That the Capital Improvements Program is consistent with the General Plan and Hillside Specific Plan ACTION: Forward recommendation of approval to Town Council. EXHIBITS: 1. Town of Los Gatos Proposed Capital Improvement Projects for Fiscal Years 2013/14 - 2018/19 DISCUSSION: Section 65401 of the Government Code requires that when a town or city has adopted a General Plan, all proposed public works projects be classified into a coordinated program and submitted to the Planning Commission for review. The Commission is required to report to the Council on the conformity of the program with the adopted General Plan and any adopted specific plans. The proposed Capital Improvement Program (CIP) is a five-year program to permit flexibility in responding to the ever-changing needs of the community. The five-year program also enables staff to provide a budget forecast that reflects realistic revenue sources. The proposed CIP (Exhibit 1) includes capital projects proposed for construction during the next five years, 2013-2018. Projects are classified under three programs, Streets, Parks, and Public Facilities. Kevin Rohani, Assistant Director of Parks & Public Works and Town Engineer, will be available to answer any questions at the meeting. The scope of the Commission’s review is to determine that the Capital Improvement Program is consistent with the General Plan and Hillside Specific Plan. It is recommended that the Planning Commission take the following actions: 1. Receive public testimony; 2. Find the projects in the 2013/14-2018/19 CIP consistent with the General Plan and Hillside Specific Plan; and 3.
