Sensitivity Analysis, with Risks and Opportunities,which will Evaluate the

RECOMMENDATION:
Consider and provide direction to staff regarding the Finance Commission's recommendation
that the Town Council engage a professional consulting firm to prepare a comprehensive fiscal
impact analysis, including scenario sensitivity analysis, with risks and opportunities, which will
evaluate the potential fiscal impact of planned growth.
BACKGROUND:
At the August 5, 2024, Finance Commission meeting, the Finance Commission expressed
interest in recommending to the Town Council that it engage a professional consulting firm to
prepare a comprehensive fiscal impact analysis, including scenario sensitivity analysis, with risks
and opportunities,which will evaluate the potential fiscal impact of planned growth (including
the recently filed SB 330/Builder's Remedy proposals).
The Finance Commission passed such a motion at its August 5, 2024, meeting; however, after
further discussion, it was determined that to be consistent with the Brown Act the item needed
to be considered at the September 9, 2024, Finance Commission meeting. The Finance
Commission passed such a motion at its September 9, 2024, meeting.

DISCUSSION:
This item has been agendized to allow the Town Council to discuss the Finance Commission's
recommendation and provide direction to staff on the next steps.
If the Town Council determines that preparation of a comprehensive fiscal impact analysis is
appropriate, then staff will prepare and issue a Request for Proposals.
If the Town Council has any specific direction on the scope of the fiscal analysis to include,
beyond what is included in the Finance Commission's recommendation, staff requests
discussion and direction on those topics.
CONCLUSION:
Staff looks forward to the Town Council's discussion and direction.
FISCAL IMPACT:
The fiscal impact, or the cost to prepare the fiscal analysis, will be determined following the
receipt and review of proposals from qualified consulting firms. Staff will come back to the
Council with the necessary budget action to fund the fiscal analysis.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
