RECOMMENDATION:
Authorize the Town Manager to execute a certificate of acceptance and notice of completion
for the Smart Signals Field Improvements Project (Traffic Signal Modernization Project) CIP No.
813-0227 completed by St. Francis Electric, Inc., and authorize the Town Clerk to file for
recordation (Attachment 1).
BACKGROUND:
Town staff began the Traffic Signal Modernization Project in 2018,also referred to as the Smart
Signals Project,to upgrade the Town-owned and operated traffic signals (31 in total) and
enhance the signal systems with state-of-the-art adaptive technologies. The project was funded
by a combination of Town funds and grants from the Santa Clara Valley Transportation
Authority (VTA) and the Metropolitan Transportation Commission (MTC), including the
Innovative Deployments to Enhance Arterials (IDEA) grant for a total project budget of
approximately$2.6 million.
The goals of the Smart Signals Project were to improve multimodal safety and traffic
operations; improve travel time for vehicles, bicycles, and pedestrians; improve the ability to
plan for and respond to variable traffic volumes and patterns; test new technologies for bicycle
detection and prioritization; and to help address traffic congestion issues on Los Gatos
Boulevard.

This was a large-scale project with both local and Federal project funding elements. At its April
3, 2018, meeting, the Town Council approved an Agreement for Consultant Services with W-
Trans for project management services for this project. In that report, staff noted that
additional project delivery service needs and costs would likely be required during project
implementation and that these would be addressed through separate Council action(s) as
necessary.
At the December 17, 2019, meeting,the Town Council was advised of a four-step procurement
process for the project implementation, with a total contract value of approximately $1.8M,
and the Council authorized the Town Manager to issue procurement documents for the
following services:
1. Central System - Adaptive Traffic Control System and Advanced Traffic Management
System (ATCS-ATMS). Econolite was awarded this work on June 2, 2020, and it is now
complete.
2. Signal Controller Upgrades. Econolite provided new controllers and St. Francis
completed the installation.
3. Automated Traffic Signal Performance Measures & Virtual Bike Detection (ATSPM &
VBD). Econolite was awarded this work on February 16, 2021, and it is now complete.
4. Design of Field Elements. Iteris was awarded this work on May 19, 2020, and it is now
complete.
In addition, a construction agreement for the Field Elements was executed with St. Francis
Electric on March 11, 2021, and the improvements are now complete. The current action will
result in acceptance of the in-field work completed by St. Francis.
The work completed for this project provides adaptive systems technology that allows staff to
better coordinate signals along the arterials, reduce signalized intersection delays, and achieve
higher overall performance.
DISCUSSION:
A construction agreement for the Smart Signal Field Improvements was executed with St.
Francis Electric, Inc. on March 11, 2021. St. Francis has now satisfactorily completed all
contracted work items within budget. A warranty with St. Francis will be in effect for two years
from the date of the requested Town Council action. The execution and recordation of the
Certificate of Acceptance is required to finalize the Town's acceptance of the project and to
release the retention funds withheld from the contractor.

CONCLUSION:
This Council action would close the active contract with St. Francis Electric, Inc. and begin the
warranty period for their work. The execution of this Certificate of Acceptance and Notice of
Completion is the final component of the Smart Signals Field Improvements Project(Traffic
Signal Modernization) CIP No. 813-0227 and will allow the project to be considered complete,
closed out, and removed from the Capital Improvement Program.
FISCAL IMPACT:
There were sufficient funds available in the CIP Budget for the Traffic Signal Modernization
Project, also referred to as the Smart Signals Project, including the Smart Signals Field
Improvements (CIP No. 813-0227 Traffic Signal Modernization) Project as displayed in the fiscal
table.
The remaining balance of the Traffic Mitigation Funds will be transferred back to the fund as
this project is now considered complete and will be removed from the Capital Improvement
Program.

The Smart Signals project is a project as defined under the California Environmental Quality Act
(CEQA) and is Categorically Exempt under Section 15301: Existing Facilities. A Notice of
