RECOMMENDATION:
Adopt resolution approving the plans and specifications and authorizing the advertisement and/or modifying
budget estimates and years of construction of the following storm drain projects:
9309 - Wheeler Avenue/Yosemite Way, Main - $115,000
9315 - College Avenue at Lower Giberson Road, Culvert - $13,000
9316 - Belcrest Drive, Drain Inlet - $15,000
9312 - Bayview Avenue at Main (1993-94) - $50,000
9310 - Santa Cruz Avenue, Storm Drain Extension - to unfunded status
Union Avenue, Storm Drain - to unfunded status
Harwood Road, Storm Drain - (1995-96) - $7,000
Blossom Hill Road, Storm Drain - (1993-94) - $164,000
University/Roberts Road Storm Drain - to unfunded status

BACKGROUND:
On May 11, 1991, Council gave conceptual approval of the 1992-1995 Capital Improvement Program (CIP),
which included Storm Drain Projects for Fiscal Year 1992-93 and for Fiscal Year 1993-94.

Storm drain Project 9316, Belcrest Drive and Project 9315 - College Avenue at lower Giberson Road were
not included in the 1992-1997 CIP and are recommended as additions. Staff is supporting inclusion of these
project to relieve storm drain damage and nuisance.
DISCUSSION:
This winter has made storm water problems painfully evident. The recommended projects will correct long
standing storm drain problems that have plagued local neighborhoods. Town maintenance crews have often
been called to these problem areas to assist neighbors and have provided extraordinary maintenance efforts
in these areas.
Funding these unlisted CIP projects comes at the expense of the less troublesome CIP listed project of
University Avenue Storm Drain and Santa Cruz Avenue Storm Drain Extension.
The following is the proposed projects schedule:
3/15/93 Council approves plans and specifications
3/24/93 & Advertise in newspaper; known contractors mailed notices; and plans and
3/31/93 specifications provided to builders exchanges
4/21/93 Bids opened
5/3/93 or Council Awards bid to lowest responsible bidder
5/17/93
Early June Notice to Proceed issued. Contractor begins work within 10 days of Notice to Proceed
Mid -August 60 working days later, project completed
CONCLUSION:
All of the projects will correct long standing storm drain problems that cause damage, nuisance and worry
to certain neighbors. Staff recommends Council approval of the attached resolution and of project
advertizement.
ENVIRONMENTAL ASSESSMENT:
Is a project as defined under CEQA but is statutorily exempt under Section 15303, California Administrative,
a notice of Section 15303, California Administrative Code, Title 14, Division 6, Sections 15260-15329.
FISCAL IMPACT:
The storm drain projects are recommended as amendments to 1992-97 Capital Improvement Program.
