NOTICE OF APPLICATION San Jose Water Company's Request to Increase Water Rates Application 24-01-001 Why am I receiving this notice? On January 2, 2024, San Jose Water Company (SJWC) filed its General Rate Case (GRC) Application 24=01401 seeking .authority from the California Public Utilities Commission (CPUC) to increase rates in 2025, 2026, and 2027. The application is requesting a total increase of $103,047,000 in cost of service over the three-year period of 2025-2027. If the CPUC approves this application, SJWC will recover forecasted costs in rates over a three-year period beginning January 1, 2025. This will increase your bill. Why is SJWC requesting this rate increase? SJWC has been providing safe and reliable water service for more than 150 years and many of the facilities used for water service have reached the end of their useful lives. SJWC is proposing this rate increase due to escalating operating expenses, including costs for employees and benefits, and infrastructure replacements. Infrastructure improvements are necessary to maintain safe and reliable water service. These improvements include water main and well replacements, enhancements to pumping stations and well fields, as well as water tank upgrades and replacements throughout SJWC's 140-square-miles of service area. How could this affect my water bill? If SJWC's rate request is approved by the CPUC, the average monthly residential bill with a 3/4-inch meter using-1-0-Ccf (1 Ccf = 748 gallons) per month would increase by $13.18 (or 12.3%) from $107.44 to $120.62 in 2025, by $4.82 (or 4.0%) to $125.44 in 2026, and by $5.68 (or 4.5%) to $131.12 in 2027. These rates exclude current and requested surcharges and fees. SJWC also seeks authority for recovery of $23,462,630 for its balancing account via a-$0.5459/Ccf customer surcharge for 12 months beginning January 1, 2025, until recovered. These surcharges are excluded in the approximate rates stated in the previous paragraph. This application will be assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt SJWC's application, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting. Parties to the proceeding may review SJWC's application, including the Public Advocates Office, which is an independent consumer advocate within the CPUC that represents customers to obtain the lowest possible rate for service consistent with reliable and safe service levels.
